Award Construction Contract FY 2026-27 Sidewalk, Curbs, and ADA Ramps Improvement Project
RECOMMENDED ACTION:
Adopt the Resolution entitled "A Resolution of the City Council of the City of Pacifica Approving the Construction Contract with Zara Construction, Inc. in the amount of $379,939.00; Authorize a budget authority in the amount of $495,000.00, which includes contingencies in an amount not to exceed thirty percent (30%) of the Construction Contract amounts; Authorize staff to Execute Future Change Orders not to exceed the contingency amount; and Authorize the City Manager to sign Contract Documents related to the FY 2026- 27 Sidewalk, Curbs, and ADA Ramps Improvement Project.” STAFF CONTACT:

BACKGROUND/DISCUSSION:
On June 23, 2025, the City Council approved a Consultant Services Agreement between the City of Pacifica and NCE for Design and Engineering Services related to the FY 2026-27 Pavement Resurfacing Project. The project will resurface streets various streets in Pacifica.
As part of the 2026-27 Pavement Resurfacing Project, new ADA curb ramps must be installed within the limits of the project as specified in the City’s ADA Transition Plan and by Federal ADA law.
FY 2026-27 Sidewalk, Curbs, and ADA Ramps Improvement Project will install 34 new ADAcompliant curb ramps, repair sidewalks, curb and gutters and other miscellaneous related work within the limits of the pavement resurfacing work. The project will be funded by Measure W funds. The project plans are also available to view on the City's website at:

Forty-Two (42) companies downloaded plans and specifications, and Pacifica City Council 2

ten (10) companies submitted bids. On March 3rd, 2026, the bid opening was held via Zoom by the City Clerk, and the result is as follows:

The apparent low bidder is Zara Construction, Inc. with a bid amount of $379,939.00. All required documentation was submitted with their bid. Zara Construction, Inc. has performed previous work with the City of Pacifica, and their work has been satisfactory. As there are sufficient project funds from Measure W (Fund 211), the City Manager recommends the award of contract (Attachment A) to the apparent low bidder, Zara Construction, Inc. In addition, a 30% contingency is recommended to allow enough funding to handle any additional improvements that are identified during construction.
ALTERNATIVE ACTION:
Council may choose not to approve the construction contract. However, this would result in project delays, risk management concerns and possible increase in construction cost in the future. Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Improve and Steward City Infrastructure, Streets and Facilities: FY 2026-27 Sidewalk, Curbs, and ADA Ramps Improvement Project will improve the existing pedestrian network by installing ADA-compliant curb ramps and repairing broken sidewalks, curbs and gutters.

IMPROVEMENTS PROJECT
WHEREAS, consistent with the City of Pacifica’s Bidding Procedures for Public Projects (Municipal Code Title 3 Chapter 15) the City of Pacifica advertised the Request for Bids FY 2026-27 Concrete Improvements Project on February 12, 2026, and February 18, 2026; and
WHEREAS, the low bidder was Zara Construction, Inc.; and NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Pacifica authorizes entering into the construction contract for the FY 2026-27 Sidewalk, Curbs, and ADA Ramps Improvement Project and authorized the City Manager to sign the project contract documents.
