BACKGROUND/DISCUSSION:
The Rockaway Pump Station is a stormwater sewage pump station located in the parking lot next to Rockaway Beach Plaza, connecting to the Mori Point to Rockaway Connector Walking Path.
On June 22, 2023, during the FY 2023-24 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the Rockaway Pump Station Rehabilitation and Repair (Project). Improvements to the Rockaway Pump Station area were identified in the City’s Pump Stations Condition Assessment Report. Due to the existing generator’s advanced age and deteriorating condition, there is decreased reliability to provide backup power in the event of loss of Utility (PG&E) power.
On November 13, 2023, the City Council approved a Master Services Agreement and Task Order No. 1 between the City of Pacifica and Hazen and Sawyer, Inc. for Design and Engineering Services related to the Rockaway Pump Station Rehabilitation and Repair Project.
The authorized project budget for Engineering Design Services was $76,590 and utilized the Enterprise Fund (Fund 518) as its source.
On April 14, 2025, the City Council authorized the City Manager to Award and Execute a Construction Agreement for the Rockaway Pump Station Rehabilitation and Repair Project. The Project included decommissioning the existing Cummins natural gas generator unit, installation Pacifica City Council 2

of a temporary portable emergency engine generator unit, generator quick connect box, automatic transfer switch, electrical conduit and conductors for a complete operating system.
Engineering support during construction was necessary and the city issued Task Order 2 for Engineering Services During Construction (ESDC) to Hazen and Sawyer on April 14, 2025, for an amount not to exceed $53,310.
The project was financed through the Enterprise Fund (Fund 518) and the authorized project budget for construction and engineering design services was $713,507.
One construction change order was issued to the contractor Blocka Construction Inc. during the course of construction in the amount of $3,382. With change order the total cost of the contract with Blocka Construction Inc. was $491,382.
As the project is now complete and staff is satisfied with the contractor’s work on the project, it is appropriate to record the formal Notice of Completion with the San Mateo County Recorder's Office. This recorded document is the legal notice that the City considers the project complete and that we intend to pay the contractor for the full and complete contract price. This also puts all subcontractors and suppliers on notice that if they have any claims for payment from the contractor, they have 30 days to file claims for payment against the City. This provision of contract law protects subcontractors from contractors who may not pay them properly. It also protects the city from claims against the city for any nonpayment on the part of the contractor.
The City withheld 5% of the contract amount, $24,569, as retention to make sure that all subcontractors and suppliers have been paid. The City will release the retention if no claims are received.
The City Manager is recommending the adoption of the attached resolution accepting completion of the project and the filing of the Notice of Completion (Attachment 1) with the San Mateo County Recorder's Office.
ALTERNATIVE ACTION:
There is no reasonable alternative to this action. Not approving the Notice of Completion will result in unnecessary delay to the release of the retention funds for the contractor.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract and supporting agreements is consistent with the following Council adopted Goals:
• Improve and Steward City Infrastructure, Streets, and Facilities. This construction project will improve the reliability of Rockaway Pump Station capacity by replacing outdated infrastructure and mitigate potential impacts of flooding including threatening the safety of residents and damaging private property or critical public infrastructure.
FISCAL IMPACT:
There is no fiscal impact associated with the filing of the Notice of Completion. The total project Source and Use of Funds table is shown below. The project balance will remain in Fund 518 – Enterprise Fund.
