BAC Charter Review Questions for Committee Discussion
February 4, 2026 Meeting – Final Responses

1. What are the top three projects/initiatives that the BAC has worked on that have been most valuable to the community?
Crespi Bioswales Project
The Crespi Bioswales have provided significant environmental and community benefits by improving stormwater management, reducing runoff, and enhancing local habitat. It serves as a visible example of sustainable infrastructure and community stewardship Murals and Public Art Initiatives
BAC-supported murals and public art installations have enriched Pacifica’s public spaces, strengthened community identity, and increased civic pride. These projects also create opportunities for local artists and support cultural engagement throughout the city.

Palmetto Plaza Enhancements
Improvements to the Palmetto Plaza have enhanced pedestrian experiences, beautified a key corridor, and provided inviting, functional community space. These upgrades contribute to economic vitality and improve overall quality of life for residents and visitors.

2. In your experience as a committee, what advice within the Committee's scope does the City Council need that BAC should be providing, but isn't? How should BAC be providing this advice?
We need a forum with City Council to provide advice for priority projects and discuss funding options for these initiatives – Some of these ideas may require liaison with other committees or may need to fall under the scope of the other City departments Council liaison for the BAC will provide updates to the City Council on BAC projects and obstacles

3. Are there specific projects BAC should work on, such as the Palmetto Streetscape bulb out project or the Terra Nova Boulevard pilot asphalt art project? Documenting our murals and creating an interactive map that can be published on the City website
An award of recognition program to recognize residents or businesses that invested in beautifying a highly visible private property
2 Improve areas with foot traffic that have chain link fence to create a more walkable visually appealing
solution that can provide more economic development for local businesses. Examples of locations:

Highway 1 and Francisco Blvd, Sharp Park Golf Course, Esplanade Blvd along the coast.

Adopt-a-tree program that encourages volunteers to plant and help maintain trees on City property to make the City more beautiful and livable
Statue at Community Center (Highway 1)
Continued work with the Public Arts and Mural subcommittee New planting areas-reference 2012 guide, liaison with parks Focus on new projects that spread beautification throughout the city Identify and target existing growing spaces on city property for trees and plants that could be planted and adopted
Along Palmetto create planting wells for trees, plants and mediums, large above ground planters

4. Is BAC's membership size (7) appropriate and effective to accomplish its work, considering quorum and Brown Act requirements, subcommittee work, etc.? The committee is a good size at seven, with a quorum of 4 Size of committee is good if all members are active
More Community participation at meetings to hear what community wants BAC to do – create an interest in attending a BAC meeting to share your comments for BAC projects Liaison with other committees like Economic Development Committee, PB&R If BAC adds subcommittees with specialized projects to increase the level of work being done by BAC, then more members would be necessary
Committee wants to keep what is in the charter regarding age for BAC members

5. Are there any specific qualifications BAC members should have to ensure they are effective as a member?
Recommendations outlined in the Charter include horticulturist, master gardener, permaculture specialist, or someone with plant-related experience or expertise valuable to the committee.

However, planting is not the committee’s sole focus, as the BAC also supports murals, streetscapes, and public art installations.

Everyone is welcome to the committee if they are interested and driven by the vision and mission of the committee
3 6. What City Council Strategic Plan goals and strategies (Vision 2025 & Beyond City of Pacifica) could BAC help support and how?
Improve and steward city infrastructure, streets, and facilities through murals, streetscape improvements, and public art projects.

Support climate change adaptation and mitigation by advancing planting initiatives such as bioswales, Palmetto Streetscape, and the possible addition of an Adopt-a-Tree program, which help increase the city’s tree canopy and improve environmental resilience.

Enhance organizational and fiscal stability by assisting with the maintenance and long-term care of City beautification investments
Broaden public communication and collaboration by engaging community members in beautification projects and public space improvements
Improve and sustain revitalization efforts on Palmetto Avenue, particularly by helping secure additional funding and supporting ongoing enhancements
Create and enhance public spaces, such as Palmetto Plaza, so they become inviting, safe, and well-used community gathering places that promote recreation, safer streets, and more livable neighborhoods

7. What changes to BAC’s charter do you think should be made, and why? (637857074132800000 – Beautification Plan)
Adopt-a-Tree program – establish a subcommittee to develop and implement an adopt-a-tree program
Pursue grant funding
