BACKGROUND/DISCUSSION:

The City of Pacifica is responsible for maintaining over 90 centerline miles of street pavement.

In order to complete this street maintenance, the City identifies a budget every year for annual street maintenance projects as part of the Capital Improvement Program (CIP). It is important for the City to complete the annual street maintenance projects each year to prevent City streets from falling into more expensive repair categories. One year missed in completing the City’s annual street maintenance projects can escalate the decline of the City’s overall Pavement Condition Index (PCI) and increase the ongoing cost of maintenance.

At the July 8th, 2024 City Council meeting, Council approved the new 5-year Street Maintenance Program with identified streets for rehabilitation and resurfacing. The goal of the 5-year Street Maintenance program is to prevent streets from falling into more expensive repair categories. The City’s approved program does this by using slurry seal treatments to keep good streets in the good condition category (which is the least expensive way to maintain streets and considered best practice) and using a stopgap cape seal treatment on suitable residential and collector streets in the poorer condition categories. The cape seal, along with localized pavement repairs, will provide significant protection to the street surface of these poorer condition category streets for a period of seven to ten years preventing further deterioration of the street surface. This will allow time for the City to identify other pavement funding sources for street rehabilitation. In addition to slurry seal and cape seal treatments, the program will continue to assign overlay and reconstruction treatments to a limited number of collector and residential streets based on the extent of pavement deterioration and/or traffic volumes. The FY 2027-28 Pavement Resurfacing Project will resurface various street segments in the Sharp Park neighborhood in Pacifica. See Attachment 2 for a map and Pacifica City Council 2

complete list.

Due to the condition of the City’s pavement, it is necessary to choose a consultant who is knowledgeable in specialized pavement design and rehabilitation for the cost-effective stop gap pavement treatments. Therefore, staff from the Engineering Division issued a Request for Proposal for the Design and Engineering Services related to the FY 2027-28 Pavement Resurfacing Project. Eight (8) companies on the approved Qualified On-call Consultant list for Civil Engineering were invited to participate and three (3) companies submitted proposals.

1. CSG Consultants, Inc.

2. NCE

3. Wilsey Ham
Consultant proposal evaluations were conducted by staff from the Engineering Division. The proposals were scored based upon the consultants’ quality of proposal and responses to specific questions included in the RFP, experience of the proposer conducting similar work in California, relevant qualifications of key personnel assigned to this project, accessibility of key personnel to the City’s staff during the project, understanding of the City’s objectives and reasonableness of fees and cost proposal.

Based upon the above criteria, NCE was selected by staff to proceed with the FY 2027-28 Pavement Resurfacing Project. The cost estimate for the project is $201,600. Staff recommends including a 10% contingency for any additional or unforeseen work needed.

NCE has been working in the Bay Area since 1990 and is highly regarded for their expertise in pavement design and rehabilitation, for their work with the pavement research branch of the Federal Highways Administration and for their work with the various pavement resurfacing projects throughout San Mateo County and northern California. NCE has completed several City projects in the past, and their work has been satisfactory.

ALTERNATIVE ACTION:

Council may choose not to authorize design and engineering of the FY 2027-28 Pavement Resurfacing Project. However, this will result in continued deterioration of the City’s pavement network. Staff does not recommend this alternate action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the Master Agreement and Task Order is consistent with the following Council adopted Goals:
· Improve and steward City infrastructure, streets and facilities: The FY 2027- 28 Pavement Resurfacing Project will improve various city streets in Pacifica.

FISCAL IMPACT:

The current appropriation request is $201,600 for the contract, plus 10% contingency, for a grand total of $222,000. To be funded by Measure A revenues from Fund 209.

With the adoption of the FY 25/26 to FY 29/30 5-year Street Maintenance Program, $2.2M of yearly funding was identified as a combination of SB1, Measure A and W, and the City’s heavy vehicle impact fees and pavement cut fees. The City will review the actual FY 26/27 year funding structure during the annual CIP budget process.
