BACKGROUND/DISCUSSION:
Pacifica and Caltrans staff, with support from the San Mateo Countywide Water Pollution Program and San Francisco Bay Regional Water Quality Control Board, had discussions on the development of a cooperative agreement under the 2020 Funding Contribution Only (FCO) program for a full trash capture stormwater project. The City of Pacifica entered into a Cooperative Agreement for Stormwater Mitigation with Caltrans on January 11, 2024 based on Council approved Resolution 01-2020 that allows the City Manager to sign Caltrans funding agreements and is requested by Caltrans to allow for efficient management of their agreements.
Under this agreement, the City of Pacifica will undertake the design and construction of the proposed Full Trash Capture (FTC) device within its jurisdiction. Caltrans will contribute $1,440,000 from the State Highway Operation and Protection Program (SHOPP) funds to reimburse the City for the project.
On August 24, 2024, the City Council approved a Consultant Services Agreement with Schaaf & Wheeler for design and engineering services related to the project. The design aims to mitigate stormwater pollutants from Caltrans Significant Trash Generation Areas to improve regional stormwater quality. Caltrans and the City must comply with the Statewide National Pollutant Pacifica City Council 2
April 13, 2026
Discharge Elimination System (NPDES) permit, which requires implementation of control measures to reduce stormwater pollutants. The project will install a stormwater cleaning device called a Hydrodynamic separator along the storm drain line that receives flow from a total tributary area of 31.4 acres, which includes runoff from Caltrans roadways and impervious surfaces. The Hydrodynamic Separator will be installed on Esplanade Avenue at Bill Drake Way to clean the stormwater traveling through a 51” storm drain line on Esplanade Avenue that outfalls at 500 block of Esplanade Avenue. The project plans are available to view on the City's website at: <https://www.cityofpacifica.org/departments/public-works/engineering/capitalimprovement-projects/esplanade-full-trash-capture-device-project> The project was advertised on February 26, 2026, and March 5, 2026, in accordance with the formal bid process. Thirty-Nine (39) companies downloaded plans and specifications, and eight (8) companies submitted bids. On March 25, 2026, the bid opening was held via Zoom by the City Clerk, and the result is as follows:
Company Bid
GSW Construction Inc. $1,104,580.00
JDB and Sons Construction, Inc. $1,114,440.00
K.J. Woods Construction Inc. $1,188,000.00
Ranger Pipelines Inc. $1,191,650.00
Marinship Development Interest LLC $1,225,449.00
Devaney Engineering, Inc. $1,333,000.00
JMB Construction Inc. $1,373,050.00
W.R. Forde Associates, Inc. $1,667,200.00
The apparent low bidder is GSW Construction, Inc. with a base bid amount of $1,104,580.00, which is slightly below the Engineer’s Estimate. All required documentation was submitted with their bid. GSW Construction, Inc. has not previously performed construction work for the City of Pacifica. Staff conducted reference checks and confirmed that the contractor has successfully completed a similar project for the City of Hayward. As part of this effort, staff also consulted with the City’s design consultant, Schaaf & Wheeler, who has direct experience working with GSW Construction, Inc. on similar projects for other agencies and provided positive feedback based on their successful performance. Based on these references, staff have determined GSW Construction, Inc. to be a responsive and responsible bidder.
As there are sufficient project funds from Caltrans SHOPP Fund and NPDES Fund 216, the Interim City Manager recommends the award of contract to the apparent low bidder, GSW Construction Inc. In addition, a 15% contingency is recommended to allow enough funding to handle any unforeseen conditions and/or additional work that are identified during construction and authorizing a budget authority for construction in the amount of $1,270,267.00.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and not approve the construction contract.
However, this will result in project delays and possible increase in construction costs. Staff does not recommend this alternative action.
