BACKGROUND/DISCUSSION:
On August 26, 2024, the City Council adopted a resolution supporting the Oceana Bike Lanes Project, authorizing submittal of an application to the San Mateo County Transportation Authority (TA) for the 2024 Pedestrian and Bicycle Program Cycle 7 Grant Program and authorizing the City Manager to execute any documents required for the grant. The City of Pacifica applied for $2M in funding for design and construction of the Oceana Bike Lanes Project. The project was only awarded $135,214 for design.
The Class II bicycle lanes on Oceana Boulevard between Milagra Drive to Clarendon Road is a priority project from the Bicycle & Pedestrian Master Plan. The bicycle lanes will connect to key schools in the area and to the future bicycle lanes that are a part of the Manor Drive Overcrossing Improvements Project.
Due to the complexity of the project, it is necessary to select a consultant with expertise in civil and traffic design. To advance this effort, the City conducted an informal Request for Proposals (RFP) for full design and engineering services Plans, Specifications, and Estimates (PS&E).
Nine (9) companies on the approved Qualified On-call Consultant list for Traffic and Civil Engineering were invited to participate, and three (3) companies submitted proposals:
1. BKF
2. CSG
3. Fehr & Peers

All proposals exceeded the grant funds. As a result, staff recommends proceeding with a reduced scope and awarding BKF Engineers to complete Task A only, which includes feasibility analysis and concept design in the amount of $91,446. The scope of work includes evaluation of existing conditions, development of conceptual alternatives, and preparation of planning-level cost estimates to support future PS&E. This phased approach allows the City to advance the project and position it for future design and construction grant funding opportunities.
BKF Engineers has extensive experience delivering transportation planning and design projects throughout the Bay Area, including multimodal corridor studies and bicycle and pedestrian improvements. Their familiarity with local conditions and regulatory requirements will support efficient delivery of the feasibility study.
To further supplement the project, The City also submitted a grant application in April 2026 for the Transportation Development Act (TDA) Article 3 program via City/County Association of Governments of San Mateo County and will continue to actively pursue additional grant funding opportunities to support future phases of design and construction.
ALTERNATIVE ACTION:
Council may choose not to authorize the feasibility study; however, this would delay the City’s ability to advance safety improvements along the Oceana corridor and pursue future grant funding. Staff does not recommend this alternative.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the agreement is consistent with the following Council adopted Goals:
· Improve and steward City infrastructure, streets and facilities: The Oceana Bike Lanes Project will enhance safety and accessibility for all roadway users.
FISCAL IMPACT:
The total project cost for the feasibility phase is $91,446. Funding will be provided through a grant from the San Mateo County Transportation Authority in the amount of $83,133, with a required City match of $8,313. No additional General Fund impact is anticipated at this time for this phase of the project.
