Annual Reports to City Council from the Planning Commission; Emergency Preparedness & Safety Commission; Beautification Advisory Committee; Library Advisory Committee; and Open Space and Parkland Advisory Committee
RECOMMENDED ACTION:
Receive informational annual report presentations from each commission and committee, provide feedback, and receive and file the annual report of each commission and committee.

BACKGROUND/DISCUSSION:
The City Council adopted Resolution No. 12-2018 at their April 9, 2018 regular meeting changing the annual reporting requirements of city commissions and committees. The resolution directs commissions and committees to present their annual reports at a designated study session rather than at different times of the year. The annual reports are intended as information only, summarizing accomplishments from the past year. Council discussion or direction regarding commission/committee forthcoming work plan items or priorities is not being requested at this time.
Written reports and power point presentations are attached. In accordance with the Resolution No. 12-2018, the City Council will receive the annual reports from each of the commissions and committees in the following order:
1) Planning Commission
2) Emergency Preparedness & Safety Commission
3) Beautification Advisory Committee
4) Library Advisory Committee
5) Open Space & Parkland Advisory Committee
Not included in these presentations to City Council for the Committee / Commission Annual Reports are the Climate Action & Resilience Committee; the Economic Development Committee; the Parks, Beaches & Recreation Commission; and the Measure Y Citizens' Oversight Committee.
The Climate Action & Resilience Committee (CARC) will present their proposed Work Plan as a separate Consideration agenda item at tonight’s meeting. The Economic Development Committee (EDC) and the Parks, Beaches & Recreation (PB&R) Commission presented their annual reports with their proposed Work Plans to City Council the April 27, 2026 City Council Pacifica City Council 2

meeting. The Measure Y Citizens’ Oversight Committee is anticipated to present their annual report to City Council at the June 22, 2026 regular City Council meeting.
The CARC, EDC and PB&R Commission each have existing Work Plans that guide their activities for each fiscal year. The Committees and Commissions that are scheduled to present their annual reports to City Council tonight do not have existing formal Work Plans, but their meetings and activities are guided by their charters as set for in the Resolutions that established and/or amended their purpose or set forth in the Municipal Code Section relevant to the Commission.
