CLIMATE ACTION AND RESILIENCE COMMITTEE
2025 ANNUAL REPORT TO THE CITY COUNCIL
The Climate Action and Resilience Committee is submitting the following summary of work for calendar year 2025. During that time, the City Council established the committee and appointed members, as detailed below. The committee did not commence until January 2026.
I. Climate Action and Resilience Committee Formation
Following the adoption of the Climate Action and Resilience Plan (CARP) on July 14, 2025, the City Council established the Climate Action and Resilience Committee (CARC) through Resolution No. 85- 2025 on September 8, 2025.
II. City Council Strategic Plan Strategies Involving CARC In 2025, the City Council established a series of climate-related goals. As part of its strategic plan, the CARP will advance and support these strategic actions and initiatives to help achieve the City’s climate objectives.
Goal 4: Pursue climate change adaptation and mitigation. o Action A: Adopt and begin implementation of the Climate Action and Adaptation Plan. o Action B: Continue the urban forestry plan, tree canopy goals, inventory, and projects. Goal #5: Broaden public communications and collaboration o Action A: Creatively harness community expertise, advocates, and volunteers to advance City priorities.
o Action B: Increase communications, education, and connections for community wellness resources
III. Charter and Initial Workplan
One of the recommendations in the CARP was for the City Council to create a commission or committee focused on the plan. Before concluding their work and as directed by City Council, the Climate Action and Resilience Plan Task Force collaborated with staff to draft CARC’s charter and initial workplan. The charter outlines the committee’s purpose to advise City Council on the implementation of the CARP, as well as its roles, responsibilities, and governance structure for the duration of its service. The initial workplan identifies recommended priority actions for the first six months of the committee’s work, which are intended to support and accelerate implementation of the CARP.
