Key Decisions & Timeline
City of Pacifica 7
Bond Measure Timeline Update
December 10, 2025 meeting: City Council will not consider a bond measure for library construction funding for November 2026 ballot Next opportunity for a library bond measure: November 2028 Refocusing Goals
January 14, 2026: Committee discussed how to refocus given new timeline – read & discuss “Before the Ballot: Building Political Support for Library Funding” by John Chrastka & Patrick Sweeney February 11, 2026: Book distributed; first reading assignment given March - May 2026: Reading assignments & discussion
Current Status &
Looking Forward FY 26-27
City of Pacifica 8
Committee is currently unclear on how to move forward when funding / timing for the library project is uncertain
The City Council strategy document moved “Broaden community awareness of Library projects” from Goal 2 (Improve
infrastructure / streets / facilities) to Goal 5 (Broaden public communications & collaboration)
We’d like to better understand the implications for our committee and the library project more broadly
Current Status &
Looking Forward FY 26-27
City of Pacifica 9
We are using the guide from “Before the Ballot” to create a strategic messaging framework
Need expert input – e.g. EveryLibrary as Outreach Strategy Resource to advise on a plan. Nationwide 57% success rate for new library construction via ballot measure.
Request Council Joint Study Session in FY26-27
Potential Resource Needs
City of Pacifica 10
EveryLibrary consulting funds / Author visit
Input from City staff to determine LAC role
leading up to a ballot campaign
Community Survey tools, design, engagement
Promotional materials, printing costs, etc.
Special event funds to meet with key
stakeholders (coffee meet-ups, lunchtime
learnings, etc.)
