PROGRAM: Police Department - Revenues
REQUEST TITLE: Traffic Grant Revenue
Request Summary (select one):
Service Category (select one):
Summary
The proposed budget amendment would recognize and appropriate approximately $130,997 in grant revenue for FY 2026–27. This includes $61,831.66 from the California Office of Traffic Safety (OTS), which is in an increase of $25,884 from what was in the FY2026-27 base budget. Also, this includes $43,283 from the California Highway Patrol Cannabis Tax Fund Grant Program and $25,884 from the California Department of Alcoholic Beverage Control Alcohol Policing Partnership (APP) Program. These grant revenues would fund DUI checkpoints, DUI saturation patrols, impaired driving enforcement, officer safety equipment, training, traffic safety education, and community outreach efforts intended to reduce alcohol and drug-impaired driving within Pacifica while offsetting General Fund expenditures.
Factors Driving the Request for Change
The Pacifica Police Department continues to investigate a significant number of DUI-related collisions, arrests, and traffic safety complaints throughout the community. During the most recent reporting period, the department responded to 164 traffic collisions, including 59 injury crashes, with approximately 23.1% involving impaired driving. Over the past three years, the department has made approximately 253 impaired driving arrests.
Pacifica’s location along State Route 1 and State Route 35 contributes to substantial commuter and tourist traffic, increasing roadway congestion and impaired driving risks. At the same time, the department operates with limited staffing resources and no full-time dedicated traffic unit, making grant-funded overtime essential to sustaining proactive traffic enforcement operations.
Combined grant revenue would support:
• DUI checkpoints and DUI saturation patrols
• Traffic enforcement targeting primary collision factors • Distracted driving, pedestrian, bicycle, and motorcycle safety enforcement • Public education and outreach efforts
• SFST, ARIDE, and DRE-related training
• Officer safety equipment, PAS devices, and enforcement technology Priority Tracking Council Strategic Goal

Impact of Change
Approval of these grant-funded programs would allow the Police Department to expand proactive DUI enforcement operations, conduct additional traffic safety education and outreach, and enhance officer safety during roadside enforcement activities.
Grant revenue funding would support overtime staffing, training, safety equipment, PAS device replacement, and proactive traffic enforcement operations that would otherwise be difficult to sustain within existing General Fund resources.
The direct fiscal impact would be the receipt and appropriation of approximately $95,999 in new grant revenue to offset overtime, training, equipment, enforcement, and outreach expenditures that may otherwise impact the General Fund.

PROGRAM: Police Department
REQUEST TITLE: Cost Sharing Mental Health Clinician Utilizing Opioid Settlement Funds Request Summary (select one):
Service Category (select one):
Summary
The proposed budget amendment would appropriate $78,900 annually in opioid settlement revenue funding for FY 2026–27 to support Pacifica’s share of a regional Mental Health Clinician position in partnership with the San Bruno Police Department. The total annual cost of the clinician position, including salary and benefits, is approximately $156,000, with costs shared equally between both agencies. The clinician would provide crisis intervention, behavioral health assessments, de-escalation, substance use disorder (SUD) intervention, diversion, outreach, and resource coordination services for individuals experiencing mental health and substance use crises.
Factors Driving the Request for Change
The Pacifica Police Department continues to experience an increase in calls involving mental health crises, substance use disorders, and individuals requiring behavioral health intervention rather than traditional law enforcement responses alone.
The proposed Community Wellness and Crisis Response Team model would embed a licensed clinician alongside Pacifica Police personnel to provide immediate crisis stabilization, de-escalation, care coordination, follow-up outreach, and referrals to treatment and support services.
This program aligns with allowable opioid settlement fund uses identified by the California Department of Health Care Services under High Impact Abatement Activity #4, which supports diversion of individuals with substance use disorders from the justice system into treatment, recovery, outreach, and harm reduction services.
The partnership with the San Bruno Police Department would maximize limited resources while expanding access to behavioral health expertise across both communities.
Impact of Change
Approval of this request would allow the Police Department to implement a co-response model pairing officers with a licensed mental health clinician to respond to behavioral health- and substance userelated calls for service.
The clinician would support:
• Crisis intervention and de-escalation
• Behavioral health and SUD (Substance Use Disorder) assessments • Diversion from incarceration and emergency room utilization • Referrals to treatment and support services

REVENUE REQUEST – PROGRAM CHANGE FORM
PROGRAM: Community Development Department
REQUEST TITLE: Reduction in Contract Planner Services for Standard Development Review Request Summary (select one):
Service Category (select one):
Community Development proposes to shift contract planner services away from standard development review toward major and complex development projects. As Planning Division staffing reaches full capacity, in-house staff will assume direct review of smaller, routine applications. Increased consultant use on major projects is estimated at $177,640, offset by equivalent applicant fee recovery, for a net zero impact on those services. Reduced consultant use on standard projects will decrease contractual expenses by $100,000 and shift cost recovery from pass-through consultant reimbursement to fully burdened staff time and materials charges, generating an estimated net revenue increase of $100,000 to the General Fund. This change is expected to take effect in FY 2026-27.
Factors Driving the Request for Change
As the Planning Division approaches full staffing, the department has an opportunity to restructure its consultant model to better align with operational capacity and fiscal goals. Currently, contract planners are used across a broad range of project types, including routine applications that can be efficiently handled by in-house staff. Redirecting consultant resources to major and complex projects — where specialized expertise and surge capacity are most needed — allows the department to deploy its resources more strategically.
This shift also improves cost recovery. Consultant charges are recovered at cost with no margin, while staff time and materials charges are billed at the fully burdened rate, which recovers the full cost of City processing including overhead. By moving standard project review in-house, the department increases the revenue yield per application and strengthens the long-term fiscal sustainability of the Planning Division.
Alternatives
Maintaining the current consultant model for standard development review remains an option; however, it foregoes the revenue recovery advantage of fully burdened staff billing and does not leverage the department's growing in-house capacity. Continuing to use contract planners across all project types also limits staff development and institutional knowledge-building, which are important given recent turnover and the need for long-term staffing stability.
