Approval of 2026–2027 Lease Agreement with Pacifica School District for Use of School District Facilities for Extended Child Care Services
RECOMMENDED ACTION:
Approve the Lease Agreement between the City of Pacifica and the Pacifica School District for the use of school facilities to provide extended child care services during the 2026-2027 school year and adopt the attached resolution authorizing the City Manager to execute the agreement.

BACKGROUND/DISCUSSION:
The City of Pacifica and the Pacifica School District have maintained a longstanding partnership to provide licensed extended child care services for Pacifica families. Through this partnership, the City operates before-school, after-school, holiday, vacation, and preschool programs at various Pacifica School District campuses, helping meet the community’s need for safe, affordable, and reliable child care services.
The current lease agreement expires on June 30, 2026. Staff has worked collaboratively with the District to develop a new one-year agreement that will continue the City’s child care operations at District facilities for the 2026-2027 school year.
Approval of the proposed agreement will allow the City to continue operating licensed child care services that support working families throughout Pacifica. These programs provide safe and enriching environments for children while helping parents maintain employment and access dependable year-round care. Program costs are fully supported through child care program revenues.
The proposed agreement includes use of facilities at the following school sites:
· Cabrillo School (601 Crespi Drive): Three portable classrooms totaling approximately 2,880 square feet. Pacifica School District has agreed to waive rent for July 2026 due to planned site construction activities that will limit the City’s use of the facility during that month.
· Sunset Ridge School (340 Inverness Drive): Two portable classrooms and one classroom totaling approximately 2,880 square feet.
· Vallemar School (377 Reina Del Mar Avenue): Five portable classrooms totaling approximately 4,800 square feet, plus Band Room F2, which provides an additional 1,151 square feet of licensed program space to support enrollment needs.

Monthly lease costs are as follows:
School Site Monthly Rent
Cabrillo School $3,715.20 (July 2026 waived)
Sunset Ridge School $3,715.20
Vallemar School $7,676.79 less a monthly credit of $1,428.24 As part of the lease negotiations, Pacifica School District acknowledged a rent overcharge associated with the Vallemar facility during the 2025-2026 lease term. To address this issue, the District agreed to provide the City with a monthly rent credit of $1,428.24 throughout the 2026- 2027 agreement period.
The agreement maintains key provisions from prior years, including facility use requirements, maintenance responsibilities, insurance requirements, custodial obligations, utility responsibilities, internet access, and compliance with state child care licensing regulations. The agreement also continues the collaborative relationship between the City and District in support of Pacifica families.
ALTERNATIVE ACTION:
Do not approve the proposed Lease Agreement and direct staff to continue negotiations with Pacifica School District regarding lease terms and return to the City Council with a revised agreement for consideration.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
This action helps support youth services, which is a component of A Healthy and Compassionate Community.
FISCAL IMPACT:
The total annual cost of the lease agreement is $160,432.20. This cost will be funded through revenue generated by the City’s Child Care Services Program and is included within the Fiscal Year 2026-2027 Child Care Division operating budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA APPROVING THE 2026–2027 LEASE AGREEMENT WITH PACIFICA SCHOOL DISTRICT FOR CHILD
CARE SERVICES AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE
AGREEMENT
WHEREAS, the City of Pacifica (“City”) has a longstanding partnership with the Pacifica School District (“District”) to provide licensed before- and after-school child care and preschool services on District campuses; and
WHEREAS, the City and the District wish to continue this partnership for the 2026–2027 school year through a lease agreement that allows the City to use facilities at Cabrillo, Sunset Ridge, and Vallemar Schools for extended child care programming; and WHEREAS, the proposed agreement specifies lease terms, monthly rental fees, facility responsibilities, insurance requirements, and the scope of services to be provided by the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PACIFICA THAT:
1. The City Council hereby approves the Lease Agreement between the City of Pacifica and Pacifica School District for the 2026–2027 school year, as presented.
2. The City Council authorizes the City Manager or designee to execute the agreement and any related documents necessary to implement this action. • • • • •
