BACKGROUND/DISCUSSION:

Between December 2022 through March 2023, the City of Pacifica was affected by severe winter storms, flooding, landslides, and mudslides. On January 14th, 2023, President Joe Biden declared that federal disaster assistance has been made to the state of California to supplement state, local, and tribal recovery efforts in the area affected by the severe storms. The declaration, FEMA-4683-DR-CA and FEMA-4699-DR-CA, has authorized individual assistance for several Counties throughout California, including San Mateo County.

On May 13, 2024, the City Council approved a Consultant Services Agreement with Cotton, Shires and Associates for geotechnical services related to the 2023 winter storm projects. There were various locations throughout the City affected by the storm and caused landslides including 31 Idlewild Court, Higgins Way & Adobe Drive, 601 Talbot Avenue, 1475 Rosita Road, and 500 Rockaway Beach Road. The existing landslide at the end of Sharp Park Road was also designed by the geotechnical engineers with this agreement. 1475 Rosita Road was the first of the sites to be obligated by FEMA, with Higgins Way & Adobe Drive and 601 Talbot Avenue in progress. The remaining sites were denied by FEMA as they do not pose an immediate threat to life or property. The project plans are available to view on the City's website at:

projects/14675-rosita-sharp-park-slope-stabilization-projects The 1475 Rosita Road Slope Stabilization Project includes stabilization of the existing hillside through construction of retaining walls, drainage improvements, erosion control measures, and associated site restoration work . The add alternate Sharp Park Road Erosion Repair consists of stabilization and rehabilitation of the existing concrete V-ditch system to improve stormwater conveyance and prevent further deterioration of the roadway drainage infrastructure.

The project was advertised on May 27th, 2026, and June 3rd, 2026, in accordance with the formal bid process. Thirty nine (39) companies downloaded plans and specifications, and one (1) company submitted a bid. On June 11th, 2026, the bid opening was held via Zoom by the City Clerk, and the result is as follows:

Company Bid
W.R. Forde Associates $363,600.00
The apparent low bidder is W.R. Forde Associates. with a base bid amount of $363,600.00 and add alternate of $245,000.00. Only one bid was received for the project. The bid amount was approximately 25% above the Engineer's Estimate, which staff attributes to the specialized nature of the work, including construction on a steep hillside, limited site access, and associated construction risks may have limited the number of bidders. All required documentation was submitted with their bid. W.R. Forde Associates has previously performed construction work for the City of Pacifica. Staff conducted reference checks and confirmed that the contractor has successfully completed a similar project for the City of San Bruno. Based on these references, staff have determined W.R. Forde Associates to be a responsive and responsible bidder. Given the ongoing slope instability and the need to address the landslide conditions before further deterioration occurs, staff recommend proceeding with award of the contract.

As there are sufficient project funds from FEMA reimbursements and the Disaster Accounting Fund, the City Manager recommends the award of contract to the apparent low bidder, W.R.

Forde. In addition, a 10% contingency is recommended to allow enough funding to handle any unforeseen conditions and/or additional work that are identified during construction and authorizing a budget authority for construction of the base contract and the add alternate in the amount of $670,000.00.

ALTERNATIVE ACTION:

Council may choose not to adopt the resolution and not approve the construction contract.

However, this will result in project delays, threat to City infrastructure, and possible increase in construction costs. Staff does not recommend this alternative action.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of the consultant contract is consistent with the following Council adopted Goals:
· Improve and steward City infrastructure, streets and facilities: Approval of this action will improve the trash capture in the City’s stormwater infrastructure.
