BACKGROUND/DISCUSSION:
At the June 8, 2026 City Council meeting, the recommended Fiscal Year 2026-27 was discussed as Budget Study Session No. 3, which included a recommended budget reduction consisting of phasing out the City of Pacifica’s Aquatics Services due to the structural deficit to coincide with the expiration of the current Agreement between the City of Pacifica and Jefferson Union High School District on December 31, 2026. As a result of this discussion, staff have agendized the consideration of appointing a City Council Ad Hoc Subcommittee consisting of two Councilmembers for the purpose of collaborating with Jefferson Union High School District to explore and discuss potential options for continuing the joint use of the Jean E Brink Pool at Oceana High School following the expiration of the current agreement on December 31, 2026 to allow for continuing the City of Pacifica’s Aquatics Services.
The Council is requested to discuss and consider establishing a limited duration City Council Ad Hoc Subcommittee for this purpose consisting of two Councilmembers.
At the June 8, 2026 City Council Budget Study Session No. 3 discussion of recommended Fiscal Year 2026-27 Budget options, the Council also discussed support services for the unhoused population through the Temporary Safe Parking Program (TSPP) that consists of leased RV spaces at the San Francisco RV Resort, designated on-street RV spaces, support services as provided by Pacifica Resource Center (PRC), and the other associated expenses of the program. As a result of this discussion, staff have agendized the consideration of appointing a limited duration City Council Ad Hoc Subcommittee consisting of two Councilmembers for the purpose of reviewing options for the TSPP, with collaboration from stakeholders such as the PRC.
The Council is requested to discuss and consider establishing a limited duration City Council Ad Hoc Subcommittee for this purpose consisting of two Councilmembers.
Pacifica City Council 2
June 22, 2026
Ad hoc committees must have a specifically designated scope/focus and are limited in duration.
If the Council is interested in appointing ad hoc council subcommittees, a limited scope/focus and duration must be specified. Suggested scope for each has been proposed in the above discussion, but may be further amended or refined by Council upon direction to establish and appoint the Ad Hoc Subcommittees.
ALTERNATIVE ACTION:
City Council may choose to create one of the City Council Ad Hoc Subcommittees, create no additional Ad Hoc Subcommittees at this time, and instead provide direction to staff for next steps regarding the Temporary Safe Parking Program and options regarding joint facilities use of the Jean E Brink Pool at Oceana High School.
FISCAL IMPACT:
There is no fiscal impact associated with creation of the City Council Ad Hoc Subcommittees.
However, recommendations from the City Council Ad Hoc Subcommittee(s) may result in a fiscal impact to the City to-be-determined.
