A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA ADOPTING THE FISCAL YEAR 2026-27 ANNUAL OPERATING AND CAPITAL BUDGET INCLUDING APPROPRIATIONS OF $79,110 FROM THE ROY DAVIES TRUST FUND WHEREAS, the City Council of the City of Pacifica has held public budget study sessions on April 13, 2026, May 11, 2026, and June 8, 2026, and a public hearing on June 22, 2026, for consideration of adoption of the Recommended Fiscal Year 2026-27 Operating and Capital Budget; and
WHEREAS, the recommended budget was prepared in accordance with governmental accounting standards and the financial policies of the City; and WHEREAS, the recommended budget is a balanced expenditure plan that ensures the maintenance of adequate reserves during Fiscal Year 2026-27; and WHEREAS, the City of Pacifica now desires to adopt the Operating and Capital Improvement Program Budgets for Fiscal Year 2026-27; and WHEREAS, expenditures from the Roy Davies Trust Fund are required to be approved by a 4/5 vote of the City Council, and the FY 2026-27 appropriation request includes $79,110 in expenditures from the Roy Davies Trust Fund; and WHEREAS, Sections 65400, 65401, and 65403 of the State Planning and Zoning Code require the Planning Commission to review Public Works capital projects for the next fiscal year to determine conformity with the adopted General Plan. The Planning Commission reviewed and approved the Capital Improvement Program Budget on June 1, 2026; and
WHEREAS, following adoption of the FY 2026–27 Budget, staff will complete the preparation and publication of the final budget document, including any necessary formatting, organizational, editorial, or clarifying revisions; and WHEREAS, such revisions shall be limited to non-substantive changes and shall not modify appropriations, authorized staffing levels, budget authority, or other matters requiring City Council approval;
NOW, THEREFORE, THE CITY COUNCIL HEREBY RESOLVES:
The City Council of the City of Pacifica hereby approves the Fiscal Year 2026-27 Operating and Capital Improvement Program Budgets with the citywide revenues and expenditures as follows:
Section 1. The summary balances shown above represent the Citywide Budget request for Fiscal Year 2026-27. Citywide revenues (including transfers) are budgeted at $109,624,748, and Citywide expenditures (including transfers) are budgeted at $117,251,773.
Section 2. The FY 2026-27 appropriation request includes $79,110 in expenditures from the Roy Davies Trust Fund.
Section 3. The Capital Improvement Program portion of the budget request totals $29.03 million.
Section 4. The Administrative Services Director shall be authorized to make all necessary budgetary and accounting entries.
Section 5. The City Manager shall be authorized to redistribute budgeted appropriations from one department to another or one capital project to another within the same fund. However, any transfers between the funds shall be approved by the City Council.
A copy of the Operating and Capital budgets is on file with the City Clerk and are hereby adopted.
The funds appropriated by this resolution are authorized to be expended as necessary and properly used for municipal purposes.
