RESOLUTION NO.______

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA REVISING ADMINISTRATIVE POLICY NO. 76, “PURCHASING POLICY”, AND RESCINDING ADMINISTRATIVE POLICIES NO. 13 AND NO. 54
WHEREAS, the City of Pacifica first adopted Administrative Policy No. 76 (Purchasing Policy) on November 27, 2014, with the latest revision on February 26, 2024; and WHEREAS, the City periodically reviews and updates its administrative policies to reflect current laws, procurement best practices, operational needs, and organizational responsibilities; and
WHEREAS, the proposed revisions to Administrative Policy No. 76 are intended to improve operational efficiency while maintaining appropriate financial oversight, accountability, transparency, and fairness in the City's procurement processes; and WHEREAS, Administrative Policy No. 13, Contract (Agreement) Renewal, adopted in 1978, established procedures for contract retention, review, and renewal that have since been modernized and incorporated into the City's current contract administration and records management practices; and
WHEREAS, Administrative Policy No. 54, Selection of Professional Consultants, adopted in 1994, established procedures for the procurement and selection of professional consulting services, many of which are now addressed within Administrative Policy No. 76; and WHEREAS, the proposed revisions to Administrative Policy No. 76 incorporate and update the relevant provisions of Administrative Policies No. 13 and No. 54, creating a more comprehensive and centralized procurement policy framework and reducing the need for multiple standalone administrative policies; and
WHEREAS, rescinding Administrative Policies No. 13 and No. 54 will improve administrative efficiency, eliminate duplication, and provide a single, consolidated source of guidance for purchasing, contracting, consultant selection, and contract administration activities;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pacifica that it hereby adopts the revisions to Administrative Policy No. 76, "Purchasing Policy," attached hereto as Attachment A, and rescinds Administrative Policy No. 13, Contract (Agreement) Renewal, and Administrative Policy No. 54, Selection of Professional Consultants.
