June 12, 2026
Samantha Updegrave
Director, Community Development Department
City of Pacifica
RE: Consultant Services Agreement Amendment Request
Dear Samantha,
Good City Company appreciates the opportunity to provide on-call planning services to the City of Pacifica for current planning, long-range planning, housing, and special projects support. We understand the City of Pacifica seeks assistance in review and coordination of active planning proposals, support for long-range planning initiatives including housing element implementation, and analysis and outreach support regarding planning for affordable housing on public land, zoning code modernization, and objective standards development.
Good City is grateful for the opportunity to support the City of Pacifica as reflected in the Consultant Services Agreement and amendments. We propose a modified scope and cost estimate to reflect the current goals articulated by the City. We propose a revised scope and cost estimate covering the period from July 2026 to June 2027. We also propose a high-level overview scope of work and cost estimate for the period from July 2027 to June 2028. Both documents are attached. It is assumed that work during Fiscal Year 2027-2028 would commence following approval of a more detailed scope of work and cost estimate.
We also propose a Consultant Services Agreement amendment to extend the term of the Consultant Services Agreement through June 2028 and to increase the overall cost ceiling from the current total of $1,632,351 by $1,440,627 to a new cost ceiling of $3,072,978. The proposed increase of $1,440,627 includes an increase of $500,627 for FY 2026-2027 (inclusive of an additional $25,000 for optional tasks as described below) and an increase of $940,000 to cover projected expenses throughout FY 2027-2028.
The overall project manager and primary point of contact will be Nicholas Hamilton. Stephanie BertolloDavis and Jacob Garcia will continue to serve as points of contact for current planning projects. Good City Company Principal Aaron Aknin will serve as Principal-in-Charge. Additional Good City team members may be available on an as needed basis.
Estimated Fees
The estimated monthly hours and fees for FY 2026-2027 and 2027-2028 are summarized below and described in greater detail in the attachments. Each attached cost estimate assumes staffing levels as indicated in the attachment for approximately twelve months. A 15% contingency, materials, and $75,000 in optional tasks is also included. The estimate summary below is based on 2026 billing rates, Good City Company | www.goodcityco.com
which are generally increased on January 1st of each year in accordance with the Consultant Services Agreement (CSA). A copy of our 2026 billing rates is also attached. As the project evolves, we suggest checking in monthly to review the current expenses and projections.
