BACKGROUND/DISCUSSION:
The City of Pacifica Parks, Beaches & Recreation (PB&R) has partnered with the Pacifica School District (District) for many years to provide licensed before- and after-school childcare services at District elementary school campuses. These established programs provide safe, enriching, and affordable childcare opportunities while supporting the needs of working families throughout the community.
The District recently received State After School Education and Safety (ASES) grant funding to expand after-school learning opportunities for eligible students. Following discussions between City and District staff, the agencies developed a partnership model that integrates ASES-funded participants into the City’s existing licensed childcare programs rather than creating a separate stand-alone after-school program.
The Pacifica School District Board of Trustees approved the agreement at its June 24, 2026 meeting. The agreement is now before the City Council for approval and authorization for the City Manager to execute the agreement on behalf of the City.
The proposed agreement would be between the City of Pacifica and the Pacifica School District for the 2026-2027 school year.
Under the agreement, the District will reserve twenty (20) childcare spaces within PB&R’s existing licensed before- and after-school childcare programs for students participating in the ASES program. The annual contract amount is $146,400, fully funded through the District’s ASES grant at a rate of $7,320 per student.
ASES participants will be integrated into PB&R’s existing licensed childcare programs located at:
· Cabrillo School
· Sunset Ridge / Ocean Shore School

· Vallemar School
Students enrolled through the Agreement will receive homework assistance, academic support, literacy activities, STEM enrichment, arts and crafts, recreation and sports, leadership development, social-emotional learning opportunities, outdoor play, enrichment workshops, supervised transitions, and daily nutritional snack service.
Rather than creating a separate after-school program, this Agreement utilizes the City’s existing licensed childcare facilities, trained staff, administrative systems, registration processes, attendance tracking, and family communication systems. This collaborative approach maximizes public resources, avoids duplication of services, and provides a seamless experience for participating families.
Under the agreement, the City will be responsible for:
· Childcare program operations
· Program staffing and supervision
· Enrichment programming
· Attendance tracking
· Family communication
· Snack purchasing and distribution
· Compliance with childcare licensing requirements
The Pacifica School District will be responsible for:
· Administration of the ASES grant
· Student eligibility determination
· Program compliance and State reporting
· Audit requirements
· Nutritional standards and approved snack guidance
· Overall program oversight
The agreement term is July 1, 2026 through June 30, 2027. The District will reimburse the City through monthly payments totaling up to $146,400 over the contract term.
This Agreement strengthens the longstanding relationship between the City and the Pacifica School District while expanding access to affordable after-school childcare and enrichment opportunities for Pacifica families. By leveraging existing City infrastructure and State grant funding, the agreement provides an efficient and cost-effective model for delivering expanded learning opportunities without creating duplicate programs or administrative systems.
ALTERNATIVE ACTION:
Do not approve the Agreement and provide direction to staff.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of this item supports the City Council's goal of fostering a healthy and compassionate community by expanding access to quality after-school childcare and enrichment opportunities for Pacifica youth.
FISCAL IMPACT:
Pacifica City Council 3
July 13, 2026
The agreement provides $146,400 in child care registration fees to cover up to twenty (20) ASES enrollment slots, as part of the City’s Child Care Division during Fiscal Year 2026-2027.
Funding is provided entirely through the Pacifica School District’s ASES grant and requires no additional General Fund appropriation.
The reimbursement from the grant through the Pacifica School District will offset personnel, program supplies, nutritional snack service, and operational costs associated with providing childcare and enrichment services for participating students. Because the program utilizes existing licensed childcare facilities and staffing, the partnership improves operational efficiency while expanding services to Pacifica families. Staff will review actual enrollment at midyear to evaluate program performance and adjust staffing, expenditures, and budget projections as needed at that time.
CEQA:
The approval of this of Agreement with Pacifica School District for After School Education and Safety (ASES) Childcare for the 2026-2027 School Year is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including without limitation, Public Resources Code section 21065 and California Code of Regulations 15378 as this is not a “project” that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.
