Approve Lower Linda Mar- Alta Vista Groundwater Seepage Project C005 RECOMMENDED ACTION:
Adopt a Resolution:
A. Approving the Construction Contract with Casey Construction, Inc. in an amount of $68,790.00.
B. Authorizing a budget authority in the amount of $85,987.50, which includes contingencies in an amount not to exceed twenty percent (25%) of the Construction Contract amount.
D. Authorizing staff to Execute Future Change Orders not to exceed the contingency amount; and
E. Authorizing the City Manager and Designated Personnel to Sign Contract Documents related to the Alta Vista Groundwater Project C005.

BACKGROUND/DISCUSSION:
On March 3rd, 2026, the city was notified by a resident on Alta Vista drive of groundwater seepage in front of their house. The city contacted the civil engineer (Schaaf & Wheeler) who was involved in the Lower Linda Mar R&R project to investigate. After a few site meetings with the civil engineer and geotechnical consultant, the city received project recommendations. The city contacted five local contractors on June 3, 2026 to provide proposals per the informal bid process.
The city received four (4) proposals by June 12, 2026. The city waste water engineering department reviewed all proposals on Monday June 15, 2026 and the result is as follows:

The apparent low bidder is Casey Construction, Inc. with a bid amount of $68,790.00. Casey Construction, Inc. has performed satisfactory work on wastewater and public works projects around the Bay Area. As there are sufficient project funds, the City Manager recommends the award of contract (Attachment "1") to the apparent low bidder, Casey Construction, Inc. Staff recommends authorizing a budget authority for construction in the amount of $85,987.50, which includes contingencies in an amount not to exceed twenty five percent (25%) of the Construction Services Agreement amount for any unforeseen conditions and/or additional work required.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and not approve the construction contract.
However, this will result in project delays, possible increase in construction cost, and will subject the City to possible regulatory violations at the pump station and wastewater treatment facility.
Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure, streets and facilities: includes repairing/replacing outdated city facilities such as city hall, the libraries, fire stations, etc., improving streets, and responding to impacts of sea level rise. This construction project will improve existing the groundwater seepage from damaging existing pavement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA APPROVING THE CONSTRUCTION CONTRACT WITH CASEY CONSTRUCTION INC. IN AN AMOUNT OF $68,790.00; AUTHORIZE A BUDGET AUTHORITY IN THE AMOUNT OF $85,987.50, WHICH
INCLUDES CONTINGENCIES IN AN AMOUNT NOT TO EXCEED TWENTY FIVE PERCENT (25%) OF THE CONSTRUCTION CONTRACT AMOUNT; AUTHORIZE STAFF TO EXECUTE FUTURE CHANGE ORDERS NOT TO EXCEED THE CONTINGENCY AMOUNT; AND
AUTHORIZE THE CITY MANAGER AND DESIGNATED PERSONNEL TO SIGN CONTRACT

WHEREAS, consistent with the City of Pacifica’s Bidding Procedures for Public Projects (Municipal Code Title 3 Chapter 15) the City of Pacifica Requested Bids for Lower Linda MarAlta Vista Groundwater Seepage Project C005 on June 3, 2026; and WHEREAS, the low bidder was Casey Construction Inc.;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Pacifica to Approve the Construction Agreement between the City of Pacifica and Casey Construction Inc., in the amount of $68,790.00; and Authorize a budget authority in the amount of $85,987.50, which includes contingencies in an amount not to exceed twenty five percent (25%) of the Construction Contract amount; and authorize the City Manager to execute all documents related to the project.
