BACKGROUND/DISCUSSION:

Pacifica has an aging sanitary sewer system including our Pump Stations with identified improvement needs that require constant maintenance to avoid the release of wastewater from a Sanitary Sewer Spill (SSS) into the environment. The 6-Inch Trailer Pump is a vital piece of equipment in the Wastewater Division that is used for the maintenance and repairs of sanitary sewer lines, pump stations and treatment plant projects; more importantly it is used as the emergency bypass pump capable of bypassing our pump stations in case of emergency and is listed as one of our contingency plans in our Spill Emergency Response Plan (SERP).

Pacifica’s existing 6-Inch Trailer Pump for the Public Works Wastewater Division is over 20 years old, out of warranty, and needed constant repair because of age related problems. These constant repairs and performance issues lead to frequent down time, which increases the risk of maintenance activities falling behind schedule and SSS occurrences. A new 6-Inch Emergency Bypass Trailer Pump would address these issues. Other benefits of a new Trailer Pump include:
1) In the past, when our pump was down, PW-WW staff had to rent this specific Prime Trailer Pump capable of handling the pumping curves needed to move high head pressure to complete pump station bypasses for pump station and treatment plant maintenance and hope it was available when needed.

2) The new trailer pump has better starting abilities so in an emergency not only will it be more dependable, but we will also be able to set up a faster emergency response with a trailer that is more efficient in every way.
3) Our existing pump station contingency plans at Dave Davis and Rockaway consist of valves, and 6-Inch cam lock coupling systems on our hoses and set connective points. This new pump will fit with our existing equipment; and will allow us to develop similar emergency bypass systems with other wastewater structures.
4) Other improvements with the new Prime Trailer Pump will include better metering and diagnostic systems, with a display screen for accurate flow monitoring. This new data acquisition feature will allow us to document trends and be better prepared with more specified trainings. Improved data acquisition and documentation abilities will allow Wastewater to be better prepared for routine maintenance and more efficiently address unscheduled repairs situations.

ALTERNATIVE ACTION:

Council may choose to not approve the 6-Inch Prime Emergency Bypass Trailer Pump; however, this will result in potential increased risk of SSS occurrences at said pumpstations and the inability to remediate any other spill requiring an emergency bypass; Therefore, staff does not recommend this alternate action.

RELATION TO CITY GOALS AND WORK PLAN:

Adoption of the Resolution is consistent the these adopted City Goals:

Stewardship of City Infrastructure and Maintaining a Safe Community: Adoption of the Resolution to purchase this emergency equipment will assist with emergency response to protecting public health and safety from sewer system overflows, allowing the safe bypass of damaged sewer mains, and will facilitate preventative and corrective maintenance and repairs to the City sewer collection system and would help reduce Inflow & Infiltration and potential for permit violating overflows. It will also allow Wastewater Collections to support preventative and corrective maintenance activities and capital improvement projects at the Calera Creek Water Recycling Plant, facilitating the continuous, uninterrupted, reliable wastewater treatment in protection the ocean and wetland habitats.
