SUBJECT: Scope Amendment #2 for City of Pacifica Wastewater CIP Funding Plan Proposal — Task Order 3 Funding Services For Wastewater CIP Project Implementation
Dear Mr. Patten:

Luhdorff and Scalmanini, Consulting Engineers (LSCE) was hired on August 18, 2023, through the executed Master Agreement and Task Order 1 to support the development and implementation of the wastewater CIP funding project to design and construct necessary wastewater improvement projects to reduce future infrastructure risk while maintaining reasonable wastewater rates. LSCE assisted the City establish an overall funding strategy involving the use of IBank ($21M) and WIFIA ($20M) loans to complete these projects with minimal impact to City sewer rates. To date LSCE has assisted the City with IBank loan approval, agreement execution, and completion of the Lower Linda Mar and UV Disinfection Projects with the final IBank funding reimbursement submitted in May 2026. Additionally, LSCE has assisted the City with WIFIA loan approval and is in the agreement execution phase of the project with construction to follow. The City’s WIFIA funding application was approved to secure up to $20M to complete the sewer R&R project in the Vallemar and Rockaway areas identified as high priority sewer replacement projects. Task Order #2 was approved authorizing LSCE to support the City with additional work to ensure approval of the WIFIA funding application which was accomplished in April 2026 to achieve long-term wastewater system benefits the Project can provide once implemented. LSCE has prepared this scope amendment (No. 2) for providing WIFIA loan support services during the project implementation period (July 1, 2026, through March 31, 2029) to complete timely reimbursement of the $20M WIFIA loan amount to the City as work is completed.

The additional scope of work was presented to City staff based on LSCE’s expertise in the WIFIA funding program, success with achieving City funding support services to date, and agreed to as cost effective to provide necessary support services during the project implementation period as summarized below.
