B. Authorizing a budget authority in the amount of $200,000.
C. Authorizing the City Manager and Designated Personnel to Sign Contract Documents related to the CCWRP On-Call Maintenance Services P033.

BACKGROUND/DISCUSSION:
The CCWRP Repair and Rehabilitation Project fund is an ongoing Capital Improvement Project that is utilized for both planned and emergency maintenance work required to meet permit requirements and maintain reliability at the Calera Creek Water Recycling Plant. The services aide the operations and maintenance team at the plant with regular replacement of process equipment. This includes, replacing pumps, installing new equipment, repairing pipes, concrete walls, electrical systems, and other wastewater infrastructure.
On May 12, 2026 the City advertised an Invitation for Bids to solicit proposals from contractors to provide On-Call Services for ongoing operations and maintenance projects to ensure reliable wastewater treatment operations. On June 30, 2026, one firm bid on the Project, Corcus Construction, Inc. after attending the mandatory on-site pre-bid meeting at the Calera Creek Water Recycling Plant. Staff evaluated the proposal package, reviewed submittals and determined that the firm meets the requirements and expertise needed for services sought. The contractor will be on the On-Call list for Maintenance Services for the Plant through Fiscal Year 2027-2028.
The apparent low bidder is Corcus Construction, Inc.. As there are sufficient project funds, the City Manager recommends the award of contract (Attachment "1") to the apparent low bidder, Pacifica City Council 2

Corcus Construction, Inc. Staff recommends authorizing a budget authority for construction not to exceed in the amount of $200,000.
ALTERNATIVE ACTION:
Council may choose not to adopt the resolution and not approve the construction contract.
However, this will result in operations and maintenance staff not being able to complete needed equipment and infrastructure projects as well as all the day-to-day tasks of running the recycling plant. This could subject the City to possible regulatory violations at the wastewater recycling facility and cause increase in costs later on if outdated equipment fails and emergency work is required. Staff does not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the construction contract is consistent with the following Council adopted Goals:
• Stewardship of City Infrastructure, streets and facilities: includes repairing/replacing outdated city facilities and infrastructure such as the wastewater recycling plant. These services will improve aging process equipment and ensure reliable treatment operations.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PACIFICA APPROVING THE CONSTRUCTION CONTRACT WITH CORCUS CONSTRUCTION INC. IN AN AMOUNT OF $200,000; AUTHORIZE A BUDGET AUTHORITY IN THE AMOUNT OF $200,000; AND
AUTHORIZE THE CITY MANAGER AND DESIGNATED PERSONNEL TO SIGN CONTRACT
DOCUMENTS RELATED TO THE CALERA CREEK WATER RECYCLING PLANT ON-CALL MAINTENANCE SERVICES PROJECT P033.
WHEREAS, consistent with the City of Pacifica’s Bidding Procedures for Public Projects (Municipal Code Title 3 Chapter 15) the City of Pacifica Requested Bids for Calera Creek Water Recycling Plant On-Call Maintenance Services Project P033 on May 12, 2026; and WHEREAS, the low bidder was Corcus Construction Inc.;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Pacifica to Approve the Construction Agreement between the City of Pacifica and Corcus Construction Inc., in the amount of $200,000; and Authorize a budget authority in the amount of $200,000; and authorize the City Manager to execute all documents related to the project. • • • • •
