BACKGROUND/DISCUSSION
CDD processes complex development applications, many of which are subject to environmental review under the California Environmental Quality Act (CEQA). These projects include large residential developments and long-range planning efforts, all of which require thorough, legally defensible environmental documentation. Due to limited in-house CEQA expertise, the City relies on outside consulting support to assist the City in fulfilling its CEQA obligations in a timely and comprehensive manner.

Rincon has served the City on a variety of projects. This contract focuses on CEQA-related services for the Hillside Meadows Residential Project. Originally submitted in 2019, the applicant placed the project on hold in 2024. The City and Rincon entered into a Consultant Services Agreement for environmental review services on November 30, 2021, and amended the contract by adopting Resolution No. 09-2023 on January 9, 2023. The contract expired on December 31, 2024. The applicant is now pursuing the project, and the City must conduct the appropriate environmental review. Therefore, staff recommends approval of the new consultant services agreement to complete the environmental review for this project to ensure continued access to the CEQA expertise necessary to support project review and environmental compliance.

ALTERNATIVE ACTION:

Not approve the consulting services agreement.

This initiative enhances organizational capacity by leveraging external expertise. This reflects Pacifica City Council 2

ENVIRONMENTAL:

The proposed action does not constitute a “Project” within the meaning of the California Environmental Quality Act (“CEQA”), pursuant to CEQA Guidelines sections 15378(b)(4) and (5), as it is a governmental administrative, fiscal, organizational, or administrative activity that will not result in direct or indirect changes to the environment.
