Authorizing Submittal of an Individual Application to CalRecycle for the Beverage Container Recycling Grant Program (FY 2026-27 and FY 2027-28)
RECOMMENDED ACTION:
Adopt a Resolution authorizing submittal of an individual application to the California Department of Resources Recycling and Recovery (CalRecycle) for the Beverage Container Recycling Grant Program for FY 2026-27 and FY 2027-28, and authorizing the City Manager, or their designee, as Signature Authority to execute grant-related documents necessary to secure grant funds and implement an approved project.

BACKGROUND/DISCUSSION:
The California Department of Resources Recycling and Recovery (CalRecycle) administers the Beverage Container Recycling Grant Program to increase beverage container recycling opportunities and reduce beverage container litter in the waste stream. California cities and other local government entities are eligible applicants, and eligible project settings include parks and recreational areas, community events, and other qualifying collection locations. Eligible expenditures also include water refill stations and related installation, infrastructure, maintenance, and educational or outreach activities.
For the FY 2026-27 and FY 2027-28 grant cycles (RBC38 and RBC39), CalRecycle has made $1.5 million available for each fiscal year. Individual grant requests must be at least $75,000 and may not exceed $275,000. Applicants submit one application covering both fiscal-year cycles; if selected, an applicant will be awarded under one of the two cycles.
The Parks, Beaches & Recreation Department is pursuing grant funding to expand beverage container recycling and source-reduction opportunities at City parks and recreational facilities. If awarded, grant funds would be used for eligible recycling infrastructure and related improvements, including beverage container recycling receptacles and water refill stations, together with associated installation and public education or outreach as approved by CalRecycle.
The CalRecycle application deadline for this cycle was August 11, 2026. CalRecycle permits required governing-body authorization documents, including an approved resolution, to be submitted after the application by a secondary due date of September 10, 2026. The attached Pacifica City Council 2

Resolution is therefore being presented to the City Council on August 24, 2026 to complete the required authorization documentation within CalRecycle’s established timeline.
For an individual application from an agency that is subject to governing-body approval, CalRecycle requires the authorizing resolution to:
• Authorize submittal of the grant application;
• Identify the job title of the person authorized to sign grant-related documents, including any permitted designee authority;
• Identify the period during which the authorization is valid; and • Be certified by the governing body.
The attached Resolution satisfies these requirements by authorizing the City of Pacifica to submit an application for the Beverage Container Recycling Grant Program, naming the City Manager or their designee as Signature Authority, and establishing a five-year authorization period from the date of adoption. Adoption will allow the City to complete the required authorization documentation and, if a grant is awarded, execute the grant documents necessary to accept funds and implement the approved project.
ALTERNATIVE ACTION:
Do not adopt the Resolution and provide alternative direction to staff. Failure to adopt the Resolution by CalRecycle’s September 10, 2026 deadline would result in the City being unable to complete the required authorization documentation for the current grant application cycle.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
The recommended action supports City priorities related to environmental sustainability, waste reduction, and investment in public parks and recreational facilities by pursuing outside funding for recycling and source-reduction infrastructure.
FISCAL IMPACT:
Adoption of the Resolution has no immediate General Fund impact. If the City is awarded funding, the grant may provide between $75,000 and $275,000 for eligible project costs, with the final award amount determined by CalRecycle. Any grant revenues and expenditures would be budgeted and administered in accordance with the final grant agreement and City financial procedures. Adoption of the Resolution alone does not authorize project expenditures beyond existing budget authority.
