Designation of Voting Delegate for League of California Cities Annual Conference RECOMMENDED ACTION:
Designate a voting delegate and alternate(s) who will attend the 2026 League of California Cities (CalCities) Annual Conference General Assembly Meeting on Friday, September 25, 2026.

BACKGROUND/DISCUSSION:
Pacifica is a member of the League of California Cities (CalCities), an association based in Sacramento that represents the interests of California’s cities to the state legislature and provides cities with information on federal and state legislative and administrative affairs.
CalCities maintains a staff that assists cities in solving problems including reference and research services, publications, conferences, and seminars.
This year's League of California Cities Annual Conference is being held in person at the Anaheim Convention Center in Anaheim, CA from September 23 - 25, 2026. The attached May 13, 2026 correspondence regarding the CalCities 2026 Annual Conference indicates that Council action must be taken to designate a voting delegate and may appoint up to two alternates.
The General Assembly Meeting will be held on Friday, September 25, 2026, from 8:30 a.m. - 10:30 a.m. for consideration of resolutions. At this meeting the League membership considers and takes action on resolutions that establish League policy. Any Council member attending is eligible to be a delegate. Designating the voting delegate and alternate(s) must be done by City Council action and cannot be accomplished by individual action of Mayor or City Manager alone. City Council action must be taken and the designations submitted to the League of California Cities by September 1, 2026.
Following the Council's deliberation regarding the selection of a voting delegate and alternate(s), any Council member may make a motion to designate by name the voting delegate and up to two alternate(s) who will be attending the League of California Cities Annual Conference General Assembly meeting. The City Clerk will transmit the Voting Delegate / Alternate selections on the League of California Cities online submission portal as directed by Council.
