BACKGROUND/DISCUSSION:

Pacifica is a member of CalCities (formerly the League of California Cities), an association based in Sacramento that represents the interests of California's cities to the state legislature and provides cities with information on federal and state legislative and administrative affairs.

The CalCities 2026 Annual Conference is being held in Anaheim, September 23-25, 2026.

At this meeting CalCities membership will consider and take action on a resolution that will call for Working Group to Consider State Constitutional Amendment or Other Form of Initiative to Ensure Final Local Authority Over Housing and Land Use Decisions, as submitted by the City of Murrieta. CalCities has provided the 2026 Proposed Resolution Packet (Attachment A) for consideration. There were no additional resolutions submitted by the deadline for consideration at the League of California Cities 2026 Annual Conference General Assembly.

At its meeting on August 24, 2026, the Pacifica City Council will select a Councilmember as a voting delegate and alternate for the General Assembly meeting to be held on Friday, September 25, 2026 at the CalCities 2026 Annual Conference at which the Resolution will be considered and voted upon.

The CalCities 2026 Resolution Packet (provided as Attachment A) includes information on the resolution process and voting procedures, the full text of the proposed resolution, background information, a summary of the League of California Cities staff analysis of the proposed resolution, and five letters of concurrence the cities City of Banning, City of Calimesa, City of Canyon Lake, City of Moreno Valley, City of Norco, City of Torrance, and City of Temecula.

The background information notes that since 2010, the State has adopted more than 500 housing related laws that have shifted housing and land use authority away from local governments.

Specifically, the Resolution states that the League of California Cities support the development and advancement of a state constitutional amendment or other legislative, policy, or ballot based strategies that restore and strengthen local authority over housing and land use matters within municipal boundaries, including general plans, housing elements, zoning, density, design and development standards, project siting, and the approval or denial of housing development applications.

The City Manager recommends that Pacifica's voting delegate communicate the City of Pacifica's position on the proposed resolution as follows: Support.

ALTERNATIVE ACTION:

The City Council may alternatively direct Pacifica's voting delegate to Disapprove or Take No Action on the resolution on Working Group to Consider State Constitutional Amendment or Other Form of Initiative to Ensure Final Local Authority Over Housing and Land Use Decisions.

FISCAL IMPACT:

None.
