BACKGROUND/DISCUSSION:
On March 20, 2023, the Planning Commission adopted Planning Commission Resolution No. 2023-006, certifying the Final EIR and approving the Rezoning RZ-205-20, Development Plan DP-81-20, Development Agreement DA-3-20, Specific Plan SP-173-20, Vesting Tentative Subdivision Map SUB-248-20, and Heritage Tree Removal Authorization to allow construction of a residential project consisting of 70 residential rental units at 930 Oddstad Boulevard (APN 023-672-600) for the Pacifica School District Workforce Housing Project.
On April 24, 2024, City Council approved Resolution No. 39-2023, certifying the Final EIR and adopting findings, a statement of overriding considerations, and a mitigation monitoring and reporting program from the Pacifica School District Workforce Housing Project to construct 70 residential units at 930 Oddstad Boulevard (APN 023-672-600).
The Final Map provides for the merger and re-subdivision of the existing property into three lots.
The subdivision encompasses portions of the existing lots and right-of-way areas established by the Park Pacifica Highlands No. 1 subdivision map, including the rights-of-way for Everglades Court, Shenandoah Court, Carlsbad Court, and Big Bend Court.
As part of the subdivision, the existing rights-of-way for Everglades Court, Shenandoah Court, Carlsbad Court, and Big Bend Court are being abandoned/vacated as they are no longer necessary for the proposed development configuration. Pursuant to the California Subdivision Pacifica City Council 2
September 14, 2026
Map Act, recordation of the Final Map constitutes the abandonment of these four rights-of-way, as well as the associated Public Utility Easement shown on the original subdivision map. The former rights-of-way are shown on the Final Map solely as necessary to control the reestablishment of the subdivision boundary.
Following the abandonment of the four existing cul-de-sac rights-of-way, the former right-of-way areas are incorporated into the new subdivision configuration. The Final Map also establishes the necessary Public Utility Easements and an Emergency Vehicle Access Easement to support the development.
Per the Subdivision Map Act, a Subdivision Improvement Agreement (SIA) was prepared to guarantee the installation of improvements shown on the Vesting Tentative Map pursuant to the Conditions of Approval. The improvements guaranteed by the SIA will include construction of new ADA curb ramps, driveway approaches, sidewalk, curb, and gutter, storm drain and sanitary sewer connections and manhole installations, fire hydrants, and other utility work within the public right-of-way on Oddstad Boulevard.
The SIA was reviewed by staff and approved by the City Attorney’s office. All required bonds to ensure completion of all subdivision improvements will be submitted to the City after the City Council approves.
ALTERNATIVE ACTION:
Council may choose not to approve the Final Map, but this will prevent the subdivision of the property and the 70-unit residential development. Staff do not recommend this alternative action.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
Approval of the Final Map and SIA is consistent with the following Council adopted Goat:
• Fiscal Sustainability: This project will invest in the economic development of the community by increasing revenues through property taxes.
FISCAL IMPACT:
There is no fiscal impact associated with the approval of the Final Map or SIA.
