BACKGROUND/DISCUSSION:
On March 9, 2026, the City Council approved resolution 10-2026 Resolution Approving Lease Agreement 4585 between the City of Pacifica and the State Lands Commission (“SLC”) for the Pacifica Pier.
On June 4, 2026, significant cracking and settlement developed at the Pier abutment and the landside span. City staff responded immediately, and the City closed the Pier and surrounding areas to protect public safety. The City proclaimed a local emergency, undertook interim protective measures, including emergency abatement work and the placement of stone around the abutment, and has monitored the site continuously since.
The City is currently in the emergency stabilization period to attempt to prevent any portion of the pier from additional damage during this upcoming winter. Upon completion of the emergency stabilization phase, the City will also begin the analysis of the options to bring the pier back to its original use.
Staff recommend rescinding Resolution No. 10-2026 given the current closure of the pier, the need for significant additional emergency stabilization work, and the subsequent analysis of the options to bring the pier back to its original use.
The current permit, which has been in effect since 1971, will still govern the contractual relationship with the State Lands Commission.
ALTERNATIVE ACTION:
Do not rescind Resolution No. 10-2026 and provide direction to the City Manager.
RELATION TO CITY COUNCIL GOALS AND WORK PLAN:
This issue relates to Goal 02, “Improve and Steward City Infrastructure, Streets, and Facilities” of the Pacifica Strategic Plan 2023 to 2030.
