BACKGROUND/DISCUSSION:

On May 11, 2026, during the FY 2025-26 Capital Improvements Program (CIP) budget approval process, the Council approved funding for the CCWRP Process Optimization Projects.

The City entered into an agreement, Task Order 1 and Task Order 2 with DHI on February 5, 2025, to begin an operational review of the Calera Creek Water Recycling Plant (CCWRP). Task Order 2 included the development of DHI’s digital model of the CCWRP and holding workshops to identify future operational strategies.

On October 10, 2025, City Council approved Task Order 3 that included further development of the digital model and an operational report outlining process improvements as follows:
• A control strategy based on concentrations of various nitrogen compounds in the wastewater treatment process. DHI estimates that this strategy may reduce aeration demands by up to 40%, potentially saving the City approximately $177,000 per year in energy costs, increasing the Plant’s treatment capacity while reducing its carbon footprint. • Implementation of a Sludge Residence Time (SRT) Controller to improve biological treatment and solids operations.

Task Orders 4 and 5 continue to build on these findings. Task Order 4 will include sampling of the wastewater process throughout the CCWRP to calibrate the model developed in Tasks 2 and 3 and refine the conclusions and recommendations of the report provided in Task 3. Task Order 5 will provide controller designs in the form of detailed control diagrams and a written control narrative describing the methods to be used for future scripting and integration. The Pacifica City Council 2

controllers will be implemented through a future design scope to add the necessary instrumentation, control hardware, and software.

DHI has unique experience analyzing CCWRP processes and developing a digital mass balance model of the plant. Procuring consulting services from a separate vendor would require the development of a new digital model and additional data collection. City of Pacifica Administrative Policy #76, Purchasing Policy, section 7.4, authorizes the City Manager to waive bidding requirements for sole source purchases if the City Manager determines sufficient justification exists.

The following table summarizes the schedule anticipated for the CCWRP Process Optimization Projects:

Description Date
Council Approval of Task 4 and 5 September 28, 2026
Task Order 4 Completion 2
nd Quarter, 2027
Task Order 5 Completion 4
th Quarter, 2027
ALTERNATIVE ACTION:

Council may choose not to approve Amendment 1, Task Orders No. 4 and 5; however, doing so would delay the project and the potential realization of wastewater treatment capacity increases and energy-efficiency benefits including cost savings and carbon footprint reduction.

RELATION TO CITY COUNCIL GOALS AND WORK PLAN:

Approval of these Task Orders is consistent with the following Council adopted Goals:

Stewardship of City Infrastructure, street, and facilities:

The Project will help reduce energy usage at the Calera Creek Water Recycling Plant and potentially increase treatment capacity.

FISCAL IMPACT:

The combined cost of Task Orders No. 4 and 5 is $49,600, which aligns with the $50,000 budgeted for the CCWRP Process Optimization Projects under account 518452-51206 -P0036 this year. City Manager recommends including a 10% contingency of $4,960 (to be utilized if and only if necessary) for additional work that may be required due to the complexity of the project, resulting in the total requested budget authority of $54,560. Once approved, the variance will be included in the FY26-27 Wastewater Fund Budget at midyear. There are sufficient reserves in the Unassigned Wastewater Fund Balance (approx. $12.4 million) to accommodate this request.
