City of Palm Desert Staff Report
Meeting Date: May 27, 2026
Prepared By: Monique Lomeli, Senior Deputy Clerk
Department: City Clerk’s Office
Subject: Review of Applications and Candidate Interviews for Committees and Commissions Recommendation
Conduct interviews for existing and scheduled vacancies on the Architectural Review Commission, Cultural Arts Committee, Civic Engagement Committee, Finance Committee, Housing Commission, Library Advisory Committee, Parks and Recreation Committee, and Planning Commission.

Background
The City is currently conducting its annual recruitment and appointment process to fill vacancies on several City commissions, and committees. The terms for current appointees serving on the Architectural Review Commission, Cultural Arts Committee, Civic Engagement Committee, Finance Committee, Housing Commission, Library Advisory Committee, Parks and Recreation Committee, and Planning Commission are scheduled to expire on June 30, 2026.

In addition to the scheduled vacancies, the City is also seeking to fill existing unscheduled vacancies with terms that expire on different dates.

In accordance with the City’s adopted Interview and Appointment Policy for Boards, Commissions, Committees, Task Forces, and Regional or External Bodies, staff initiated the annual recruitment process through public notices, social media outreach, the City’s website, and postings at City Hall. Applications were accepted during the established recruitment period and reviewed by the City Clerk’s Office for completeness and eligibility.

The City Council will conduct interviews during the May 27, 2026, Study Session to evaluate applicants for the available positions. Interviews will generally be limited to 10 minutes per applicant and will be conducted as outlined in the City’s adopted interview policy and procedures.

New appointments to scheduled vacancies will serve four-year terms beginning July 1, 2026, and ending June 30, 2030, unless otherwise specified by ordinance or resolution.

Appointments to unscheduled vacancies will serve the remainder of the existing terms associated with the vacancies.

Consistent with the policy, participating Councilmembers will complete applicant evaluation forms following the interviews. Applicants will be evaluated in the following categories:
3

Page 2 ends

1. Qualifications and relevant experience;

2. Interest and commitment to serve; and

3. Communication and judgment.

Each category will be scored on a scale of 0 to 5, for a maximum possible score of 15 points per evaluation form. Following the interviews, the City Clerk will tabulate all submitted evaluation forms and calculate an average score for each applicant. Applicants with the highest average scores will be identified as the recommended appointees. The tabulated results are advisory only, and final appointments will be made by the City Council at a future public meeting. Sample evaluation forms and tabulation sheets illustrating the process are included as attachments for reference.

Following completion of the interview and tabulation process, staff will return to the City Council on June 11, 2026, for formal consideration and approval of the appointments.

Financial Impact
There is no direct fiscal impact associated with this item beyond the normal staff time required to administer the recruitment, interview, and appointment process.
