Approve the Flock Safety Amendment Order Form to Contract No.

C47070.

1. Authorize the City Manager to execute the Amendment Order Form and related documents.

2. Authorize the City Manager or designee to execute future order forms, amendments, equipment additions, relocations, and related documents necessary to maintain and expand the City’s public safety camera system, provided the total contract amount does not exceed $2,500,000 through June 30, 2029.

3. Find that the action is exempt from further environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 and 15303.

Authorize the City Manager to approve the purchase of 158,500 pounds of grass seed from the lowest responsible bidder in an amount not to exceed $280,000 for Fiscal Year 2026-27.

1. Pursuant to Palm Desert Municipal Code Section 3.30.160(I), make a finding that such purchase is in the best interest of the City.

2. Authorize the City Attorney to make necessary nonmonetary changes to the agreement.

3. Authorize the City Manager to execute the agreement and any other documents, changes, or amendments necessary to effectuate this action.

4. 9.n Award a Maintenance Services Agreement to US Metro Group, Inc., for Janitorial Services at City-Owned Facilities

Authorize the termination of Maintenance Services Agreement, Contract No. C42320, with Merchants Building Maintenance, LLC, for janitorial services at City-owned facilities in accordance with Section 3.4.1 of the agreement, with an effective termination date of August 31, 2026.

1. Award a Maintenance Services Agreement to US Metro Group, Inc., for janitorial services at City-owned facilities in the amount of $465,664.87, subject to cost price index (CPI) increase, for a threeyear term with the option of two, one-year extensions.

2. Authorize allowable extra work and services in an annual amount of $40,000.

3. Authorize the City Attorney to make necessary nonmonetary changes to the agreement.

4. Authorize the City Manager to execute the agreement, amendments, and any other documents necessary to effectuate this action, in accordance with Municipal Code Section 3.30.170(B).

Approve a sponsorship contribution in the amount of $75,000 for the 2026 International Surfing Association (ISA) World Para Surfing Championship, contingent upon a matching sponsorship contribution of $75,000 from Visit Greater Palm Springs and a contribution of $150,000 from DSRT Surf and its partners, for a total event sponsorship package of $300,000.

1. Authorize the City Manager to execute any necessary agreements and related documents associated with the sponsorship, subject to City Attorney review.

2. 10.c Approve a Professional Services Agreement with Jewish Family Service of San Diego for Homeless Outreach and Engagement Services 483

Approve a Professional Services Agreement with Jewish Family Service of San Diego in an amount not to exceed $200,000 for homeless outreach and engagement services from July 1, 2026, through June 30, 2027, with two optional one-year extensions.

1. Authorize the City Attorney to make necessary nonmonetary changes to the agreement.

2. Authorize the City Manager to execute the agreement, exercise the two optional one-year extensions, and execute any documents necessary to effectuate this action, subject to available budget authority.

3. 10.d Consideration of an Extension to the Temporary Outdoor Dining Deck Program and Direction to Evaluate a Permanent Outdoor Dining Program 547
RECOMMENDATION:

Direct staff to explore the feasibility of establishing a permanent outdoor dining program within El Paseo’s public right-of-way, including evaluation of potential permanent sidewalk structure options, such as a pedestal paver system for an elevated sidewalk, and re-evaluation of the existing lease rate structure adopted for the temporary outdoor dining program, and return to City Council with recommendations and a proposed program framework.

WHEREAS, both the eastern and western monarch butterfly populations have experienced steep declines due to habitat loss, climate change, pesticide use, and other environmental threats; and
WHEREAS, pollinators such as monarchs, honeybees, native bees, birds, and bats are vital to the health of our ecosystems, supporting biodiversity and playing an essential role in the production of fruits, vegetables, nuts, and other crops; and WHEREAS, the City of Palm Desert recognizes the urgent need to protect pollinator species and has taken the Mayors’ Monarch Pledge, joining communities across the United States in committing to create pollinator-friendly habitats and raise awareness about pollinator conservation; and
WHEREAS, local governments play an important role in supporting pollinators through the use of parks, open spaces, and community areas to expand and enhance habitat; and
WHEREAS, the City of Palm Desert is committed to environmental efforts that ensure the benefits of pollinator conservation and green space improvements are shared by all members of our community; and

2. STUDY SESSION TOPICS

2.a Potential Drone as First Responder Program and Real-Time Crime Center Daniel Hurtado, Public Safety Analyst, introduced Chief Deputy Ken Reichle, of Riverside County Sheriff’s Department, who narrated a PowerPoint presentation and responded to City Council inquiries.

During discussion, the City Council discussed privacy protections, program effectiveness, implementation strategies, and regional cost sharing, and expressed support for receiving additional information regarding funding and implementation options at a future meeting.

2.b Dave Erwin Park Project Update – Design Progress, Budget Assessment, and Strategic Options
Ryan Lamb, Senior Project Manager, and Shawn Muir, Community Services Manager, narrated a PowerPoint presentation and responded to City Council inquiries.

During discussion, the City Council discussed park amenities, project timing, escalating construction costs, reserve impacts, and the feasibility of completing the project in phases versus a single build out, and expressed interest in receiving additional information regarding project components, financing options, and final construction costs associated with full build out of the community park at a future meeting.

3 10.b Cal Fire/Riverside County Fire Department Quarterly Update Chief Cody Wright, Cal Fire/Riverside County Fire Department, narrated a PowerPoint presentation on recent department activity between January and March,2026, and responded to City Council inquiries.

10.c Library Department Update
Lauren Hancock, Library Manager, provided updates on the Library’s Children Summer Reading Cup challenge and the search for a new Poet Laureate.

10.d Internship Program Update
Todd Butts, Marketing and Communications Coordinator, Gael Gomez and Analiese Torres, Communications Interns, provided an update on the Internship Program and presented a brief video.

11. MAYOR/COUNCILMEMBER REPORTS AND REQUESTS FOR ACTION Councilmembers provided updates on their attendance at various meetings and events.

Councilmember Moreno, with the support of Mayor Trubee, requested that staff return with options for a potential ban on data centers. Mayor Pro Tem Pradetto, with the support of Councilmember Moreno, recommended that the matter be reviewed in conjunction with the development code update.

Leslie Miller, Palm Desert resident, expressed concerns related to a transformer blowout and possible dangers to the community.

Donald Zeigler, Palm Desert resident, requested the City's website be updated in relation to the former Environmental Resource Committee.

6 3. Authorize the City Attorney to make necessary non-monetary changes to the agreement.

4. Authorize the City Manager to execute the agreement and any written requests for change orders up to the contingency amount, amendments, and any other documents necessary to effectuate this action, in accordance with Palm Desert Municipal Code Section 3.30.170(B).

5. Authorize the City Manager to execute the Notice of Completion (NOC) and the City Clerk to file the NOC upon satisfactory completion of the Project.

6. Find that the Proposed Action is Categorically Exempt from CEQA Pursuant to CEQA Guidelines Section 15301, Class 1, Existing Facilities.

Amber Molina, Senior Human Resources Analyst, provided a staff report and responded to City Council inquiries.

15.b Appeal of Planning Commission Decision Approving an Addendum to Mitigated Negative Declaration, Finding the Project Exempt from CEQA Under Guidelines Section 15183, and Approving a Precise Plan and Tentative Tract Map 39307, Portola Springs Project
Carlos Flores, Deputy Director of Development Services, narrated a PowerPoint presentation and responded to City Council inquiries.

Mayor Trubee opened the public hearing.

David Hubbard, attorney representing the applicant, stated the project is consistent with the City's General Plan, zoning, and density standards and qualifies for streamlined environmental review under CEQA Guidelines Section 15183; asserted the appeal lacks substantial evidence and that no significant and peculiar impacts unique to the project site have been identified; requested the 19 Palm Desert City Council Regular Meeting Minutes

8 Council deny the appeal and uphold the Planning Commission's approval of the project, including the addendum to the Mitigated Negative Declaration.

Representatives of the applicant also submitted materials asserting that the appellant has historically utilized CEQA challenges to obtain labor-related agreements rather than to address environmental concerns.

Brian Flynn, attorney representing the appellant, requested the Council grant the appeal and remand the project for additional environmental review; asserted the project does not qualify for a CEQA Guidelines Section 15183 exemption and that the addendum is inadequate; argued that either an Environmental Impact Report or a Mitigated Negative Declaration is required; contended that cumulative impacts were not properly analyzed and maintained that the appellant has standing to challenge the project due to its geographic proximity to the site.

During rebuttal, Mr. Flynn reiterated that CEQA Guidelines Section 15183 does not apply to the project and argued that additional environmental review is required to adequately evaluate project impacts.

During rebuttal, Mr. Hubbard reiterated that the project is consistent with the City's General Plan, zoning, and density standards, and that the appellant failed to present substantial evidence demonstrating a significant and peculiar impact unique to the site; requested the Council deny the appeal and uphold the environmental determinations supporting the project.

Mayor Trubee closed the public hearing there being no other members of the public wishing to speak.

During the course of the discussion, Councilmembers commented on the continuing challenges associated with CEQA implementation and expressed concern regarding the use of environmental review processes to delay housing projects; noted the City's ongoing need for housing and observed that similar environmental challenges are likely to continue absent legislative reforms to CEQA.

Adopt a Resolution 2026-025 entitled “A Resolution of the City Council of the City of Palm Desert, California, Denying an Appeal and Confirming the Decision of the Planning Commission of the City of Palm Desert, California, Approving a Precise Plan and Tentative Tract Map 39307 for the Development of a 156 Single-Family Residential Lots Located at the Southwest Corner of Frank Sinatra Drive and Portola Avenue and Approving an Addendum to the Previously Approved Initial Study and Mitigated Negative Declaration Pursuant to the California Environmental Quality Act (CEQA) and Finding the Project Exempt from CEQA Pursuant to State CEQA Guidelines Section 15183.”

Overview
This report summarizes the City’s financial performance for the quarter ending March 31, 2026.

Financial analysis in this report is provided for the General Fund.

Revenue Notes
• Property tax is received primarily in January and June and includes the former County Library property tax. The reported variance also reflects prior-year one-time timeshare mitigation revenue. • Sales tax is generally highest in the fourth and first quarters of the fiscal year. • Transient occupancy tax is also strongest in the fourth and first quarters because those periods are considered peak season in the desert.
• Interest revenue declined due to lower market interest rates. • The increase in All Others includes $3,069,430 in reimbursement related to the Hilary property damage insurance claim.
• General Government costs include annual retirement contributions. • The Fire Fund includes Fire Station 102 construction and Fire Services.
