CITY COUNCIL STAFF REPORT

DATE: MARCH 24, 2022 BUSINESS

SUBJECT: CONSIDERATION OF GUARANTEED INCOME PILOT PROGRAM AND

DIRECTION TO STAFF

FROM: Justin Clifton, City Manager

SUMMARY:

This agenda item is for Council to consider a request to provide $200,000 in financial support for a proposed guaranteed income pilot program. The request for financial support is submitted by a partnership between DAP Health and Queer Works. The request to place this item on the agenda was made by Council Member Holstege at the February 24, 2022, City Council meeting with support from Mayor Pro Tem Garner and Council Member Kors.

RECOMMENDATION:

Consider the request for financial support of a proposed guaranteed income pilot program and give additional direction to Staff as needed.

BACKGROUND:

According to materials submitted by Jacob Rostovsky, Founder & CEO of Queer Works, this initiative is part of a broader effort by Mayors for a Guaranteed Income. The request comes, in part, due to the State providing $35 million in funding for guaranteed income pilot programs over the next five years.

A guaranteed income program provides monthly cash payments to individuals to address the individual’s basic economic and social needs. Guaranteed income projects differ from other social safety net programs in that they provide the recipient choice in how to spend the funds. Most other programs that provide similar financial assistance are more narrowly focused and sometimes come with significant restrictions and/or conditions. For instance, food benefits provided by the Supplemental Nutrition Assistance Program (SNAP) can’t be used to help support housing costs, education, or healthcare. These targeted programs risk providing assistance in some areas while other, potentially higher needs, go unmet. Numerous studies also identify that traditional social safety net programs are insufficient to create upward mobility.

Item 3A - 1
City Council Staff Report
March 24, 2022 – Page 2
Consideration of Guaranteed Income Pilot Program

This proposal identifies transgender or nonbinary individuals living in Palm Springs as the targeted recipients of the pilot program. Transgender and nonbinary individuals are identified as particularly vulnerable to unemployme nt, homelessness, assault, and discrimination. More detailed information on the proposed pilot program is provided in the Guaranteed Income Proposal Summary included as Attachment A.

The proposal submitted by Queer Works outlines three broad phases for the guaranteed income pilot: 1) application and design, 2) announcement and launch; and 3) recruitment and onboarding. The $200,000 financial commitment is intended to support the application and design phase. This phase is expected to take approximately six months and will include drafting and submitting a proposal for additional state funding, raising additional funds needed as cash match for the project, community engagement and feedback and finalizing eligibility requirements. A more detailed explanation of the proposed project phasing is provided in the Guaranteed Income Phasing Summary included as Attachment B.

Funds requested from the City are intended to support hiring two staff members, materials and supplies, costs associated with an Advisory Council and other incentives. These activities are outlined in the Queer Works Proposal included as Attachment C.

STAFF ANALYSIS:

While Staff has a basic understanding of guaranteed income projects and the grant opportunities provided by state funding, this staff report largely reflects information provided by DAP Health and Queer Works. Staff has not conducted any further research but can do so at the request of Council. The program does address social equity, which is one of two principles underpinning City Council priorities.

The City has a General Fund balance that exceeds needed reserves and will also receive approximately $5,000,000 in American Rescue Plan Act (ARPA) funding from the federal government next year. However, Council should note that there are numerous projects and initiatives competing for limited City resources. Staff and Council have also expressed interest in providing funding for affordable housing, reparations, investments to address climate change and other social and wellness initiatives like Blue Zones as part of its Strategic Priorities. Most of those initiatives will require substantial funding.

Additionally, Staff anticipates numerous budgetary requests for additional staffing and program support to advance other strategic priorities and address service deficiencies.

There is virtually no doubt that total requests will greatly exceed available funding, creating a need to prioritize.

FISCAL IMPACT:

The financial support for phase one of this project is $200,000. However, Jacob Rostovsky indicates that a grant application to the state, plus donor support will likely Item 3A - 2

provide 40%-50% of a $2 million project budget. The remaining $1,000,000 – $1,200,000 would be requested to be paid by the City.

Guaranteed Income Proposal Summary

Cities throughout California are participating in Mayor’s for a Guaranteed Income Pilots (MGIP). A guaranteed income is a monthly, cash payment given directly to individuals to help supplement their income (or lack thereof). MGIP’s are a way to test the impact of these payments, while also providing a service to help financially stabilize community members and learn information to help create future, evidence-based policies, and programs.

Our MGIP will be a monthly, cash payment given directly to individuals in Palm Springs who identify as transgender or nonbinary (TGNB). The payments will come without the conditions, both socially and physically, that are often put on to the TGNB community.

These conditions, such as legal status, job history and education requirements, often block them from accessing other social welfare programs and sources of supplemental income. Participants will have a chance to apply and be selected at random. Those who do not receive the income supplement will still be given the tools and skills to learn how to access a vast amount of safe and affirming resources throughout Palm Springs.

The TGNB community is one of the most at-risk populations in our city, facing some of the highest levels of homelessness, unemployment, sexual and physical assault, and discrimination. The stories of our city’s TGNB community echoes those across the country. Our project will help to create the social and institutional change needed to help this vulnerable population begin to thrive.

The MGIP will have three phases: Application/Design, Announcement/Launch, Recruitment/Onboarding. We are asking for $200,000 for capital costs to begin the application and design phase. This phase will take 6 months and include the drafting and submission of our proposal to MGI, raising funds for the remainder of the project, community engagement and feedback, and finalizing of eligibility requirements.
