I have actively engaged in pertinent meetings to stay informed and involved. Specifically, I have diligently attended all Affordable Housing-related meetings since moving back to Palm Springs in 2019. Additionally, I have regularly followed the proceedings of the Planning Commission meetings on a weekly basis to ensure I am well-versed with ongoing discussions, developments, and decisions pertaining to the matters under consideration. Staying informed through these meetings has been instrumental in my commitment to remaining knowledgeable and updated within the scope of this commission's responsibilities.
Education / Educación
With a strong educational background in public policy from the University of California, Riverside, my academic journey has been enriched by practical experiences in the realm of affordable housing development and finance.
Completing the Master of Public Policy program at UC, I cultivated a multifaceted skill set and refined my research abilities. Mentorship under Dr. Cecilia Ayón allowed me to immerse myself in Community-Based Research Projects aimed at empowering marginalized communities. Notably, I collaborated on impactful initiatives, such as mapping street vendors in collaboration with esteemed organizations like the Inland Coalition of Immigrant Justice. These experiences broadened my perspective and equipped me with the expertise needed to take on sophisticated roles within this field, firmly establishing my qualifications for meaningful contributions.
Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica Among my most impactful endeavors was our collective action to aid farmworkers in the Eastern Coachella Valley amidst the challenges posed by COVID-19. Leveraging my background in community organizing and advocacy, I spearheaded efforts alongside my peers to address the pressing need to support these essential workers. Leading a dedicated team, I played a central role in orchestrating fundraising initiatives and overseeing team meetings, ensuring efficient coordination of our financial and external operations. Through swift and concerted action, our grassroots campaign swiftly garnered over $13,000, providing crucial assistance to those in need. This initiative represents just one facet of our ongoing dedication to serving the communities that have nurtured and shaped us.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría During my tenure at Lift to Rise in Palm Desert, I honed my skills in affordable housing as an Affordable Housing Pipeline Manager. I spearheaded initiatives to foster collaboration among stakeholders across nine Coachella Valley cities and Riverside County. I worked closely with affordable housing developers to spot, track, and frame affordable housing in the Coachella Valley. With local municipalities, I kept an inventory of sites that could be rezoned to residential as well as city-owned property that could score well for federal and state tax credits. In addition, I would track and frame developments. Notably, I have navigated the complexities of funding sources, project progress tracking, and engaging in policy workgroups—skills essential for guiding clients on structuring financial strategies and obtaining funding from diverse programs including LIHTC, Tax-Exempt Bond Financing, and HUD programs.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué
actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? My experience dovetails directly with the outlined responsibilities for a Palm Springs Planning Commissioner. What truly excites me about the Palm Springs Planning Commissioner position is its unwavering dedication to the advancement of Palm Springs. I bring to the table a track record of mentoring less experienced project managers, fostering their growth, and actively engaging in nuanced discussions with seasoned Directors of Housing Development. This approach resonates deeply with my commitment to collaborative and insightful decision-making processes. I believe my ability to mentor and collaborate across diverse skill levels, coupled with a keen understanding of housing development intricacies, will significantly contribute to the commission's efforts in shaping a thriving and sustainable Palm Springs.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? The board/commission faces challenges in terms of diversity representation and ensuring the inclusion of voices from the working residents within the community. To address these issues, it's crucial to implement proactive measures that encourage and prioritize diversity in board membership. Initiatives such as targeted outreach programs, partnerships with community organizations representing diverse demographics, and actively seeking candidates from varied backgrounds could help enhance the diversity on the board. Additionally, creating platforms or designated sessions specifically tailored to engage and listen to the concerns of working residents is imperative.
This could involve town hall meetings, surveys, or focus groups conducted during non-working hours to ensure accessibility. Providing multiple avenues for participation, such as digital platforms or multilingual resources, can further amplify the voices of working residents. Collaborating with local unions, worker advocacy groups, and neighborhood associations could also bridge the gap and ensure that the perspectives and needs of working residents are effectively communicated and considered in the board's decision-making processes.

I've been coming to Palm Springs since I was 18 years old which is many years ago... Prior to moving here 6 years ago I was a resident of signal Hill California as well as commissioner of that city. I would like to be considered on the planning commission especially for the vacancy that is at the airport planning commission. I believe the people of Palm Springs especially those surrounding the airport need to be heard in regards to noise levels and flight patterns.
I'm available for the meetings and happy to help where ever I'm able to.
Education / Educación
My major was economics at Cal poly Pomona, University of uppsala in Sweden and Cal State Long Beach. I've been in the travel industry in upper management positions and contract negotiations for the last 30 years.
Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica City of signal Hill commissioner Corporate management in contract negotiations for Exxon corporation. Owner of travel companies as well as an upper management employee of major travel companies worldwide. I travel a great deal out of the country on many of the airlines that represent themselves here in Palm Springs.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría The commissioner of a city where's many hats not only overseeing desired outcomes but the contract negotiations through obtain those outcomes. I not only have the insight of what my fellow citizens desire but also a working knowledge of the interactions of travel companies and their negotiating tools and thoughts on what they can and cannot accept. I think that knowledge will gain us an upper hand on negotiating with the airlines over items that need to be discussed. Landing and takeoff routings Noise reduction due to the fact they are using older planes instead of the more quiet ones Airline routings and time restraints What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? I'm a very good negotiator over contracts and have the ability to understand what the minuscule steps are in a contractual agreement for change. I'm able to see three or four steps ahead of the contract negotiations and how to arrange our thoughts to obtain the needed outcome we desire. Also I work very well with others I'm willing to listen I'm willing to change my mind and I'm willing to respect others opinions.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? With the proposed expansion of the airport it is going to be extremely difficult to retain the quiet atmosphere around the airport for those living there. We need to sit down and find out why the airlines in White Palm Springs has not come up with noise reduction requirements for new carriers and existing carriers here at our airport. Also need to look at the feasibility of arrivals and departures coming in from the south. The airlines will say it cost them more in gas for that extra 10 minute swing around to the opposite end of the airport but they can build that into their profit margin very easily. (Of course they won't tell you that) The south end of the airport has very few homes
and the businesses that are there are not affected by the noise levels.... For the North area homes are constantly bombarded by the sounds of planes landing and taking off. Our airport is noted for its ease of access and the ease of exiting the airport... With a third more terminal area that picture of the Palm Springs airport being small and friendly will change unless we think it through very carefully.

Education / Educación
College: BA UC Irvine, Physics, 1972 Education should be a lifelong process; it was for me. In 1972 I graduated from UC with a Physics degree; my secondary focus was planning. The rigor of a physics degree provided the analytical skills for quickly gaining new knowledge. I volunteered for the Irvine Citizens' Bicycle Trails Committee, I very quickly learned a lot about bicycle trails, enough to prepare a Master Plan of Bicycle Facilities for Irvine that was incorporated into the City’s General Plan and implemented as part of the City's development process. Nearly 50 years later, the network of off-street and on-street trails that we planned is now in place and is one of the best networks in all of California (and is heavily advertised as an amenity by Irvine’s developers). These same skills led me to become a transportation planner and environmental planner; my scope of projects expanded to include highways. freeways and airport runways; all necessitating a lifetime of learning.
Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica (Most Recent First) • City of Palm Springs General Plan Steering Committee (2019 - Present) • City of Plam Springs Planning Commission (2011-2018) • Managing Principal, LSA Associates, Inc., Palm Springs Office (2003-2015):
Managed environmental approvals of transportation and development projects for agencies such as Caltrans, RCTC, CVAG, and local valley Cities and agencies in the Coachella Valley including, Riverside County, Palm Springs, Indio, Palm Desert, Cathedral City, Desert Hot Springs, and La Quinta • San Francisco International Airport (SFO) Environmental Planning Manager (1996-2000). Responsible for environmental planning and permitting for the new International Terminal, upgrades to existing terminals, BART Connection, Light Rail System, and Rental Car Center.
Oversaw project permitting from EPA, USFWS RWQCB, San Francisco Bay Commission. • Elections Committee of the County of Orange, Board Member and Co-Chair of Orange County Lesbian and Gay (LGBQT+) Political Action Committee (PAC) (1988-1996) • City of Irvine Planning Commission (1981-1984): Member of the City of Irvine Planning Commission during review and approval of some of the most significant developments in Irvine's history including: Zoning/GPA for the Irvine Business Complex (redevelopment of the old Irvine Industrial Complex surrounding John Wayne Airport), Phase 3 of the Woodbridge Development, portions of the Northwood Development, and the Open Space preservation elements for the Irvine General Plan, which preserved most of the north and south hillside areas of the City in exchange for increased development intensity in the central flatlands of the City. • City of Irvine Transportation Commission (1975-1981. • City of Irvine Bicycle Trails Committee (1974- 1984)
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría My seven previous years on the Palm Springs Planning Commission plus earlier on the Irvine Planning Commission have given a well-versed understanding of the functions of the functions, regulations and procedures of the
Commission. In particular. I understand the opportunities of the Commission, as well as limitations on the Commission as set by State law, the City Charter and regulations, as well as standard Palm Springs City practice. On certain actions where the Commission rules on compliance on City regulations, the Commission action is final, unless appealed to the Council. On other actions where the City is setting policy such as in General Plan and Zoning actions, the Commission provides recommendations to the Council.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? My previous experience on the Planning Commission is my key qualification. I will hit the ground running; no spool up time is necessary. As demonstrated during my previous term, I work collaboratively with other Commissioners, and I readily volunteer for extra assignments. I also seek to work collaboratively with City Staff. If I have concerns/questions about an agenda item, I usually provide staff with written comments in advance of the meeting so that staff can provide well researched answers and provide clarity to the Commission regarding its options.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos?
1. Based upon her experience, one person (the Chair) appears to be handling a substantial amount of the Commission workload. Additional Commissioners with experience could lighten her workload. 2. One perennial problem is keeping the Commission in sync with City policy as established by the Council, and making sure that the Council understands the Commissions actions or recommendations on items that go before the Council. In my experience, this is a problem that is best managed through establishing extra lines of communication such as the Council/Commission liaison. Planning Commissioners should be sure to review the tapes of Council agenda items that touch on Commission business, so as to better understand the direction that the Council members are heading.
One suggestion: On the Monday of the weeks when the Council is meeting, Staff could provide the Commissioners with a list of planning related items on the Council agenda with crosslinks to the relevant staff reports.
