Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría Review, evaluate and approve property/building applications seeking historic designation.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? My background is in the Hollywood entertainment industry for 30+ years and have worked with and for persons and clients having large & diverse personalities and high expectations. My roles have always been customer-facing in which a level temperament and timely problem-solving abilities are critical. I was also the building manager for a 32 unit condominium in Los Angeles for 4 years. I was responsible for fielding resident issues, comments, and complaints, plus interfaced directly with all vendors. I have a keen eye for detail and professional, courteous demeanor.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? While I have not been actively involved in the commission's preservation efforts and meetings, I would suspect that funding and awareness might be constant priorities. Another issue would likely be property owners that neglect historical properties and/or illegally demolish those that are being considered for historic designation.

There wouldn’t be the success you see today at Loot Crate without Jack. Every member of our Looter family is important and serves a valuable role, and Jack went above and beyond through his whole time with the company. I personally thank him for the education of the toy world and commerce in general, his advice and thoughtful reflections, as well as his incredible work and relationship management.

Director of Licensing at Gertmenian & Sons
I have known Jack since 2002 when he was a co-worker at Primedia, who worked with me closely on product development. It would be hard to describe all his qualities in this limited space. He is professional, hard-working and creative. He is committed and comes up with workable solutions. He is also enthusiastic about his work and takes pride in it. But by far Jack’s best quality is that he is the kind of person you want to have working for you or by your side. He gets along with everyone; he is generous and fun, while also being very good at his job. He is liked by co-workers, employers and clients alike.
Special Item 1 - Page 13
There are few people who possess all these qualities and are as talented and creative as Jack.
At
Primedia he was particularly well-suited to working with car and motor magazines and being a liaison to the magazine staff. Magazine licensing is tricky because the editors and publishers have different interests and it’s a fine line to walk while keeping all parties happy. Jack did this well and with little friction. Jack was also very adept at working with Radio Shack on their XMODS vehicles, one of our most important retail accounts that contributed greatly to our bottom line.
In the end the best kind of
people to have on your team are those that make working a pleasant, productive and rewarding experience. Jack is one of those people.

I graduated from the University of Chicago with a B.A. in Medieval Studies in June of 2023 Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica My love of historic buildings stems from having lived in historic homes my whole life. I spent my childhood in Pasadena, where I grew up in a Craftsman bungalow and two incredible mid-century homes. When I went to university, I specifically requested to live in the gothic revival dorm complete with turrets, gargoyles, and extremely poor temperature regulation. I could have imagined nothing better. I graduated last June with a B.A. in medieval studies after doing my thesis on Victorian reproductions of medieval decorative arts- including Gothic Revival architecture. My parents moved to Palm Springs in 2020, after having brought me here vacations my whole life to see my mother’s family when they visited from Minnesota. Palm Springs has been and will continue to be an important place for me and my family. Currently, I am a Design Associate and Project Coordinator at an interior design and architecture firm in Palm Springs, where one of our primary projects is remodeling a Spanish Revival home in a designated historic landmark district in Los Angeles. My goal is to go into business for myself restoring and preserving historic homes. Outside of work, I volunteer with Planned Parenthood and am looking for opportunities in Palm Springs to continue my involvement in public education after having volunteered in elementary and middle school classrooms in high school and at college in Chicago.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría The commission was formed to assess and advise the city council on the designation of sites as historic landmarks and to consider applications to make alterations to those sited designated as historic. This involves a review process wherein applications for major alterations or demolitions of designated historic properties are thoroughly evaluated to ensure preservation of their historical integrity. In addition to its regulatory and advisory role, the board is tasked with educating the public about historic sites in Palm Springs and their significance in the broader context of local history. This duty is executed in a variety of ways, including partnering with schools and organizing a biennial symposium next scheduled for April 2025. In preparation to apply, I have reviewed agendas and minutes of the board’s meetings to familiarize myself with the typical meeting structure and items for discussion. My participation in the YMCA's Youth and Government program during high school has equipped me with a familiarity with -
Special Item 1 - Page 17
procedures common in public government meetings.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? My background in medieval history, with a particular focus on the reinterpretation of historic sites and objects, equips me with a unique perspective that I believe would be an asset to the board. In my studies, I explored ways in which historic sites are interpreted, reinterpreted, and appreciated by successive generations. This process allowed me to develop an understanding of the ways that people have honored as well as destroyed historic sites and objects. As a result, I view an ideal stewardship of a historic site as a caretaking rather than a traditional ownership role. I firmly believe that historic sites possess a cultural, historic, and artistic character independent of perfectly serving present-day tastes and functions, and it is our duty to preserve their characters and histories for the future.
However, I also believe that an important way to honor history is to weave it into our daily lives and environment and know that alterations are necessary to ensure their continued use and value. My experience in interior design and architecture and my lifelong interest in restoration has given me insight into the delicate balance between modern functionality and historical integrity when reimagining historic properties. I know there are ways to make temporary changes to a property to suit modern tastes, and ways to make permanent alterations that honor a property’s original character. My goal is to go into business for myself restoring and preserving the unique personality of historic homes. Additionally, I have a familial background in real estate development, which provides me with an understanding of the context within which preservation operates. Building new housing, retail and civic space, as well as reimagining existing spaces is an important part of how a community grows, supports existing residents and attracts new ones. Change and development can be done in a way that respects and showcases the historic fabric of the city and its residents.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos?
1. Engaging younger generations: The board faces the challenge of attracting younger demographics and fostering their appreciation for historic sites and Palm Springs' history. • Suggestions: Incorporate programming tailored to appeal to younger audiences in the symposium for 2025 and collaborate with organizations like the Chamber of Commerce Emerge program to host events combining historical tours with food and alcohol. 2. Broadening the scope of the symposium: The symposium has predominantly focused on mid-century architecture and history post- 1950, at times overlooking the rich and diverse history of Palm Springs. • Suggestion: Expand the scope of the symposium to cover a wider range of historical topics and periods beyond mid-century architecture to attract a more diverse audience and enrich the overall experience. 3. Ensuring an enjoyable symposium experience: To an academic historian at heart, the symposium’s past programming sounds awesome. However, it's essential to present content in an engaging and exciting way to attract a larger and more diverse audience. • Suggestion:
Provide support to presenters in developing their presentations to be more interactive and in writing engaging titles and descriptions. 4. Utilizing digital platforms for outreach: Leveraging digital platforms like Instagram to reach younger audiences and generate interest in historic preservation. • Suggestion: Establish a stronger social media presence to promote upcoming events, share photos of historic sites and stories, and foster community engagement. 5. Expanding outreach to educational institutions: Grow the board’s connections and programming with educational institutions to spark interest in local history among students. • Suggestion: Introduce recurring collaborations with teachers and professors to develop programming, making history education more accessible and interactive.

Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría From researching f Measure J's inception in 2011 and also attending/watching the Commission for 23-24 season, the commissioners receive monthly updates from Kris Mooney on the financials of the initiatives approved from prior years. When approached they review & discuss initiatives brought to their attention and vote to approve which then moves the initiative to the the City Council for final approval. The Commission will challenge Joel and Kris and Yvonne (when she is at the meeting) on initiative updates and funding priorities. The commissioners took a break from accepting new applications but starting this up again in 24-25 session. This will be a huge initiative for Commissioners and should be managed correctly. With the assistance of Melissa Sanchez the meetings are standard and well documented and procedures are well followed. The commission appears to be governed by CA Code 65300 and follows the City's 2040 General Plan.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? I am a results-oriented, self starter who has the available time and energy to dedicate to the Commission. I have been described as high energy, venturesome and a creative person capable of developing new ideas, systems, plans or of analyzing and improving old ones. In my career I have focused on being reasonable and conservative thinking in an effort to obtain results and I am firm believer in accountability and Integrity. -
Special Item 1 - Page 28
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? I feel the biggest challenge for Commissioners will be financials associated with the multiple large capital projects facing the city in combination with the upcoming Community Initiated Project requests. I believe this focus should include balancing the initiatives and holding full accountability for the distributed funds "grants" with the CIP initiatives. In November the commissioners were educated that the financials supplied to the commissioners are a 2 year scope for Measure J funds but Joel in Engineering has a 5 year capital budget which may include portions of Measure J initiatives. Having a full view of the city's Financials and all the initiatives and not just under Measure J would allow the Commissioners to better understand the big picture for city initiatives. I also have several ideas regarding Marketing Measure J. The Measure J website pages are outdated yet offer a lot of information. If someone just edits the information with updated with more details the site can be a great marketing tool. Perhaps send an updated brochure (already created) to the PS Tribune to publish? Another idea is to educate the Commissioners on the initiatives. Once initiatives were approved I do not believe the original applications are available to review or fall back on especially for new Commissioners. Each initiative should also have proper project management reporting to include start and anticipated completion dates, Milestone dates and perhaps a Gantt chart of the projects to see progress or issues presented in a better view. It appears the newer commissioners lack information on each initiative to accurately have oversite for the projects and its up to Joel and Kris and city staff to do this. Many Commissioners seem to ask the same question month after month on "where are we with this project?"

Memo
To: Palm Springs City Council
From: David Reilly
CC: PS City Clerk’s Office
Palm Springs City Council,
I wanted to introduce myself as a candidate for the Measure J commission. I have completed the online application and attached this document followed by my professional Resume so that you may have an opportunity to know me quickly.
I am a full time, permanent, Palm Springs resident, residing at VUE PS in Section 3 since April 2, 2023, however I had owned a Condo in the Tierra Hermosa community in PS since 2020. My prior employment consisted of overseeing the operations for a Northeast Regional Financial Institution in Boston Ma. One division of my responsibilities was facilities and maintenance. As such, I have over 14 years of experience managing development contractors and sub-contractors including working with city planners, interior designers, architects, and landscapers and of course the financing of the initiatives.
Since arriving in Palm Springs, my goal has been to focus on Community. In addition to my volunteering for the REAF foundation (Richmond Emmet Aids Foundation) events in Palm Springs, I have taken deep dives into Measure J and Parks and Recreation commissions and the many Master plans within the city.
With early retirement I frequently (at least twice a week) walk the grounds in each of the parks in the city which allows me to drive throughout the city, from Demuth to Desert Highland including the small Baristo park. In March I was voted onto the Board of Directors for the Baristo Neighborhood Organization and assigned as the Treasurer. To ensure I engage in the culture of Palm Springs I have emersed myself over the past 12 months into different activities including attending Village Fest, Concert in the Downtown Park, attending last falls’ Section 3 Community meeting with Mayor Pro Tem DeHart, the PSPD community Outreach sessions, PS-One Picnic (my dog Fred won second place prize in most original), Modernism week, International Film festival and art festivals in Frances Stevens Park. I am following the Parks and Recs Master Plan process and researched the Section 14 events and Section 14 Specific Plan and recently started reviewing the City General Plan. In preparing for the March Baristo Neighborhood annual meeting, Board members met with David Newell (Assistant Director of Planning) to better understand the Housing Planning Element and the challenges for the city in this area.
Special Item 1 - Page 30
As the commission moves into 24-25 session, I suspect they will be generating many new initiatives via the new CIP application process. This will require a considerable amount of time and effort on the Commissioners. Knowledge of all city components is critical, including the many different initiatives outside of Measure J and the understanding of the different Master Plans completed or in the works would benefit the commissions effectiveness. I believe having detailed knowledge of Project Management and Financial reporting is critical to being a successful Measure J commissioner and I feel I bring all this to the table.
Personally, I take a collaborative approach to all opportunities and address every initiative or issue with Integrity, accountability, and communication, and expect the same from any associate, business partner.
For many years I had wished I had the time to dedicate to community initiatives, I am very excited about Palm Springs and the opportunity to participate in the growth and development of a community driven city such as Palm Springs.
Thank you for your consideration.
David Reilly

Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica I have been voted to be Vice Chairperson of the El Rancho Vista Estates Neighborhood Association (a part of ONE- PS) for 2024 Most of my professional experience has been in the tech industry, and some in market research and consulting. Most recently, I have been in San Francisco working at companies like Cisco, Airbnb, and Carta in a program management/strategy and operations role partnering with Product and Engineering teams. Civic involvement: I have interned at the federal level in the White House (George W Bush Administration 2007-2008) and the US Senate (Barack Obama, fall 2008) I have also been an active member in alumni clubs for Georgetown University throughout 3 cities (DC, Chicago, the SF Bay Area) Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría The Measure J Commission in Palm Springs was established to oversee the allocation of funds generated by a 1% supplemental sales tax, enacted by voters in 2012. The commission's role is to review projects that enhance the city's livability and quality of life and make recommendations to the City Council regarding the use of these funds.
The funding available is up to $6 million, with a $500,000 maximum per project. The two types of Measure J projects are: 1. Fully-Funded and City-Implemented Projects: City staff execute these with Measure J funds, including downtown projects, streets and sidewalks, police and fire facilities, and parks and recreation. 2. External Project Grants: Organizations implement these with minimal city involvement and may seek additional funding. These are proposals from citizens, neighborhood groups, and nonprofits in Palm Springs. Evaluation Criteria: Projects are assessed based on alignment with Measure J goals, city plans, safety, tourism, and long-term community benefits, while requiring little to no ongoing costs or city resources. Application Process: -Applications available from June 3 to September 30, 2024. -Reviewed by the Measure J Commission from October 1, 2024, to January 31, 2025. -City staff assess feasibility and provide recommendations. -Final recommendations made to the City Council for approval. -Approved projects are notified and proceed with next steps.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué -
Special Item 1 - Page 36
actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? I believe I can enhance the effectiveness of the Commission in three main ways: 1. Stakeholder management:
Throughout my career, I have successfully managed stakeholders with diverse interests and constraints, ensuring alignment on collective goals and developing strategies for moving forward. I am equipped to navigate the various stakeholders involved in Measure J projects and manage their expectations effectively. 2. Ability to zoom in and out:
With a background in strategy and operations, I excel at crafting high-level strategies with clear objectives, risk assessment, and comprehensive context awareness. Additionally, my operational mindset allows me to create detailed plans while keeping the broader strategic picture in mind, which is important in keeping the higher-level objectives of Measure J in perspective while considering all requested projects. 3. Adaptability and quick learning: As a project and program manager, I have been deployed to numerous projects with little prior context. This experience has honed my ability to quickly adapt, learn, and contribute effectively to new initiatives. The diversity in project requests for Measure J will require this sharp ability to pick up context and broader impact to the needs of the city and objectives of Measure J.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? I've been generally impressed with the progress and effectiveness of Measure J. I have heard from neighbors and other locals how great the Measure J projects have been. The main feedback I would provide is regarding communication in projects and transparency around the civic involvement in determining the approved Measure J projects - many locals I've spoken to do not know if the city alone decided on the projects, and the role of the Commission can be highlighted, to demonstrate the level of civic involvement and guidance.

Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica I have a 33-year background working for the City of Laguna Beach. I started as a police officer and worked through the ranks, retiring as the Interim Police Chief. This extensive background in a full-service community, with high expectations placed on staff, taught me a great deal about budgeting and resource allocation. Laguna Beach attracts 6 million visitors per year. These guests were the backbone of our sales and TOT revenues. As such, a great deal of planning went into any one-time or ongoing requests for funding from the City Council. I have a long history of working in this area and preparing agenda items for council review in regards to various funding issues. Finally, I have been a 30-year homeowner in Palm Springs and would absolutely enjoy being able to serve the community on the Measure J Commission.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría The Measure J Commission provides funding recommendations to the City Council. It is not a regulatory commission but follows the Roberts Rules of Order along with compliance with the Brown Act.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? I have a strong work ethic and ability to get along with others. I can bring a "city employee" view to the commission from a public government perspective. For instance, when recommending funding for various services and/or projects, I could explain the other funding sources or challenges that city staff would encounter.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? Sometimes it can be challenging with multiple personalities and different opinions. With this said, it is always of the utmost concern to be respectful and listen to their thoughts and assessments in order to form a well-rounded -

I have only just been here as a new resident for about 3 months. I'm looking for a way to become an active participant in matters the city faces.
Education / Educación
Undergraduate: Business Administration and Contract Negotiations Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica Operational leader with repeated success putting the systems, culture, and processes in place to drive business value. A true visionary who is known for seeing the potential in both people and businesses, and then working to inspire organizations to reach the next level. Positive change agent who is energized by the opportunity to define the way forward. Successfully managing business portfolios with revenues of $2M to $130M. If required, I will provide a resume.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría While I do not have experience being involved on any city government commissions, my goal is equal parts of serving and learning. I'm interested in duplicating past professional successes and growing my knowledge base.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? I'm a long-time believer in what the Gallup organization drives and delivers. Accordingly, below speaks to my strengths according to workshopping and testing by the organization. Group dynamics & individual strengths are listed below. GROUP 01 DELEGATOR • easily delegates authority • is a proactive collaborator • recognizes team strengths 02 DISRUPTOR • thinks of novel ways to move things forward • are brimming with new ideas • imagines possible futures 03 CONFIDENCE • knows themselves well • has strong self-belief -convinces others of their ability to get positive results 04 PROFITABILITY • has sharp business instincts • sets clear goals • plans growth strategies INDIVIDUAL (top five) 1. STRATEGIC: the ability to sort through the clutter and find the best route. It is not a skill that can easily be taught. A distinct way of thinking, a special perspective on the world at large. This perspective allows the ability to see patterns where others simply see complexity. 2. MAXIMIZER. Excellence, not average, is my measure. Taking something from below average to slightly above average takes a great deal of effort and is not very -
Special Item 1 - Page 47
rewarding. Transforming something strong into something superb takes just as much effort but is much more thrilling. 3. RESPONSIBILITY. Taking psychological ownership for anything committed to, and whether large or small, feeling emotionally bound to follow it through to completion. Reputation depends on it. 4. IDEATION. Ideas are fascinating. A concept, the best explanation of most events. Delighted when discovering beneath the complex surface an elegantly simple concept to explain why things are the way they are. An idea is a connection. An idea is a new perspective on familiar challenges. Enjoyment from taking the world as it's known and turning it around so it can be viewed from a strange but strangely enlightening angle. 5. INTELLECTION. Like to think, having mental activity. A mental hum is constant.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? I am unable to offer a qualified answer of what the issues are. But what I can bring is focus and the benefits that come whenever fresh eyes are in the mix. I've seen a number of circumstances where there has been 'paralysis by committee'. This often happens when the same people and same perspectives are singularly focused. I know, first- hand, the value and benefits of adding a new brain into the game.

Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica I’ve functioned as the assistant manager for three resorts in Palm Springs, all under the ownership of the same company; this has made me intimately familiar with the needs of people who visit this city, and the needs of those who work in service and who live here. My charitable giving is to the Sunny Dunes Clubhouse.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría Having lived here and voted in favor of Measure J when it was put before the public, I am knowledgeable of how the money is collected, and how it has been spent since its implementation. It has been the source of enormous good in Palm Springs.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? Kindness. I am guile-free. I am aware that this is a position to listen and discern, not to dictate. I am bad at math, but can be taught, and if it’s explained three times I generally finally get it. Also: I love this town.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? There is no problem with this board, not a one. Every single one of you has been responsible and open and wonderful, and if we don’t all say how proud you’ve made of us of this town, it’s only because it’s so creepy and syrupy to do so publicly. (But we are.)

Bachelor of Science, College of Criminal Justice Northeastern University Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica I recently retired from a 37 year career in Commercial Real Estate in New York City. My work experience included both public and private sectors. I worked within City Government in their Real Estate department for many years, and worked a consultant to the City for many more years. I also worked for the public utility company, Con Edison, for several years leading their real estate department.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría Reviews applications for development and makes recommendations on land use, zoning and General Plan policies to the CITY Council. Most of the Commission's decisions are final, unless appealed to the City Council.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? Having worked inside and outside of government I have the ability to see projects from all perspectives. I lead a term of professionals working on municipal projects for the City of New York, including critical projects for first responders. I became an expert on zoning and land use and associated regulations. At Con Edison I was responsible for the divestiture of property as well as the acquisition of property for an expanding electrical network. I also worked on the restoration of power to lower Manhattan and the rebuilding of the World Trade Center following 9/11. I can apply these skills when reviewing project applications for the City of Palm Springs.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? The board has the difficult task of balancing the needs for business owners and property owners with the needs of its citizens. Also there is a need to speed up the City's Building and Planning approval process as I have recently witnessed during my own home improvement project. I have the ability to see and understand both private and public sector perspective, and the negotiating skills to find reasonable resolutions for all parties. -

Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica I grew up in Northeast Los Angeles to a single father. He ensured I had a good education and taught me the meaning of hard work and service. We lived in the hills of Glassell Park, untouched by gang activity, but still impacted by city and neighborhood uncertainties, underdevelopment, and change. Early on, I attended community meetings, advocated for the homeless, and engaged in discussions pertaining to residential challenges and needs. Currently, I am on the board of One-PS serving as their Communications Director. In addition, I serve as the Vice President of the Desert Highland Gateway Estates Community Action Association. My goal in both organizations is to contribute to the overall mission and needs of each group, while also learning and addressing their challenges. Personally, I believe in helping my neighbors and our environment, a long-life passion and interest. As such, I genuinely enjoy being a part of the groups that I am involved in and would love a chance to sit at the table with the Planning Commission.

I have attended several meetings of the Planning Commission, in person and on Zoom during the pandemic. The dates are not readily available. These meetings and their procedures are not new to me as my 17 years of service to the City of West Hollywood included attendance at or participation in hundreds of these sessions.
Education / Educación
Bachelors Mechanical Engineering, Purdue University Masters of Business Administration, University of California at Berkeley
Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica I began my civic involvement in 2000, when I was made a direct appointee to the West Hollywood Public Facilities Commission, serving for a 10 years with 2 terms as Chair of the Commission. During my 10 years, the Commission was responsible for the new West Hollywood Library, revisiting and adopting new Master Plans for both city parks, Chairing the Sub-Committee (representatives from all commissions/boards, city staff and public) for both redesign efforts, and also appointed to the city's General Plan update committee. My time on the Public Facilities was followed by 7 years on the Planning Commission responsible for reviewing and approving countless developments of large infill residential, mixed use, commercial and hospitality projects, reviewing zoning, and clearing a backlog of development delayed as a a result of the 2008 financial crisis. I served one term each as Vice Chair and Chair of the body. I also served on the Design Review Sub-Committee (similar to ARB) during my 7 years on the Planning Commission.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría Based on my extensive civic experience on the West Hollywood Public Facilities and Planning Commissions as well as my attendance or viewing of Planning Commission meetings in Palm Springs, I see their functions as most similar although often much bigger development dollars were often in play in West Hollywood, especially with large projects planned and executed on the Sunset Strip.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión? My experience with the City of West Hollywood taught me how to function and effectively perform in a highly regulated environment. As a member and Chair of Commissions, I was able to hone my collaborative skills and -
Special Item 1 - Page 102
effectively conduct public meetings. My professional experience is varied and can be reviewed on the attached resume. I can also provide a list of projects, if requested, that I was involved with during my time on the Planning Commission in West Hollywood. My most applicable professional experience is my time at The Walt Disney Company, where I was responsible for the development and maintenance of the company's headquarters' infrastructure, and subsequently the same for Disney Feature Animation. I completed my full time career working in architectural and interior design, providing leadership, project management, operational strategy, marketing and business development services for Gensler and Wolcott Architecture in Los Angeles.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos? During my 25 years of owning a home and 6 years as a permanent resident, it appears that Palm Springs is experiencing much of the same growth spurt that occurred during my years of service to the City of West Hollywood. West Hollywood went up a learning curve in moving from a city with a small town feel and eclectic population to a highly desired tourist (not just LGBTQ+) and commercial destination. West Hollywood learned to leverage its desirability and popularity to demand great design and not compromise development for developments sake ; often not a popular strategy. I feel Palm Springs is in the position to do the same. In my opinion, I have seen too many developments here languish. Perhaps the entitlement and approval process should be examined to expedite development by requiring shorter periods or punitive measures; just a thought. West Hollywood staff and the Commission was also able to establish a set of design guidelines for residential development that helped architects mitigate recurring issues that often delayed the approval process with repeat appearance to 'get it right'.
Palm Springs might also benefit from similar guidelines.
