BACKGROUND:

On October 1, 2021, the Measure J Commission made an application form available for individual citizens, neighborhood organizations, businesses and organizations in the City to submit projects for funding consideration. They encouraged projects that would enhance the livability and overall quality of life for people who live, work, and play in our City. The Swim Center Project was one of those projects submitted for consideration and was approved.

STAFF ANALYSIS:

In July of 2025, IDC submitted the design proposal for completion of the construction documents (Attachment A). Unfortunately, the project was delayed due to staffing issues and pending funding decisions for the project.

The Parks and Recreation Director and City Engineer have reviewed the proposal and recommend the City Council approve the task order to move the project forward.

ENVIRONMENTAL ASSESSMENT:

Section 21084 of the California Public Resources Code mandates guidelines for implementing the California Environmental Quality Act (CEQA). The proposed design is not considered a project under CEQA and is therefore exempt from CEQA review.

ALIGNMENT WITH STRATEGIC PLANNING:

The project aligns with City Council’s Strategic Plan Broad Goal of Infrastructure and Facilities.

FISCAL IMPACT:

Funding for the project was included in the library debt issuance; $7 million was incorporated into the debt issuance for design and construction of the Swim Center.
