HVAC AND RANGE SYSTEMS FOR THE POLICE DEPARTMENT FIRING RANGE
FROM: Scott C. Stiles, City Manager
BY: David McAbee, Director of Public Works
SUMMARY:
This action will approve Contract for Construction No. 25S423 with Action Target in the amount of $1,455,155.38 for the design, equipment purchase, and installation of HVAC and range systems for the Police Department’s indoor firing range. The project addresses aging infrastructure and deferred maintenance issues that, if left unaddressed, could compromise the safety and functionality of a critical public safety training facility. The firing range is essential for officer training, certification, and maintaining compliance with state and federal law enforcement standards.

In addition to use by the City’s officers, the range is utilized by regional and interagency law enforcement partners, fostering collaboration and ensuring consistent training standards across jurisdictions.
The existing HVAC and range systems – now more than 20 years old – have deteriorated due to age and deferred maintenance. The facility currently experiences inadequate ventilation, substandard air filtration, and outdated target retrieval mechanisms.
Replacing these systems is necessary to preserve safety, meet environmental and occupational standards, and sustain long-term operational reliability.
STAFF ANALYSIS:
In accordance with City of Palm Springs Municipal Code Section 7.03.09, “Special Procurement Methods,” Section 2, “Sole Source Procurement”, the City may award a contract without competition when the procurement is made after conducting a good faith review of available sources and the Director has determined that there is only one source for the procurement. The Director shall conduct negotiations, as appropriate, as to price, delivery, and terms.
Action Target, Inc. is the sole provider of the Fixed Lateral Turning Target System and the integrated SmartRange AXIS™ Control System, both of which are protected by U.S.
Patent #11,585,642 and D886,846. These proprietary systems are not available through third-party vendors, dealers, or distributors, and have not been licensed for resale by other manufacturers.
The SmartRange AXIS™ system provides advanced functionality critical to dynamic law enforcement training and is uniquely suited to the Police Department’s operational needs.
No other vendor can legally supply or install these systems, making a sole source procurement justified and necessary to maintain compatibility, operational performance, and safety standards.
The project also includes essential HVAC and bullet trap upgrades to enhance air quality, energy efficiency, and regulatory compliance. Together, these improvements will extend the facility’s service life and minimize future maintenance disruptions.
Scope of Work Includes:
- Engineering and project-specific Design
- Procurement and installation of HVAC upgrades
- Installation of Fixed Lateral Turning Target System and SmartRange AXIS™ Control System
- System programming, testing, and commissioning
Additional work required to prepare the existing range, including remediation, demolition, fire sprinkler systems, electrical analysis, and lighting, will be performed by City contractors and is not included in Action Target’s scope of work.

- Preserves interagency access for regional law enforcement training partnerships.
Approval prior to December 31, 2025, is necessary to secure current pricing and avoid anticipated cost increases (up to 20% increase on equipment) after January 1, 2026. The firing range is essential for officer training, certification, and maintaining compliance with State and Federal Law Enforcement Standards. Staff recommend City Council approve Contract for Construction No. 25S423 with Action Target, Inc. in the amount of $1,455,155.38 for the design, equipment purchase, and installation of HVAC and range systems for the Police Department’s indoor firing range.
ENVIRONMENTAL ASSESSMENT:
This project is Categorically Exempt from the California Environmental Quality Act (CEQA) under Section 15301 (Existing Facilities) of the CEQA guidelines. The proposed improvements involve minor repairs and upgrades to existing public safety infrastructure, including HVAC, bullet traps, and range control systems, with no expansion of use or change in facility capacity.
In accordance with CEQA Guidelines Section 15301, the Class 1 exemption applies to the operation, repair, maintenance, or minor alteration of existing public structures, facilities, mechanical equipment, or topographical features where there is negligible or no expansion of existing or former use. The proposed work meets these criteria, as it consists solely of necessary maintenance and modernization of existing systems to ensure continued safe and efficient operation of the Police Department’s firing range, with no potential for significant environmental effects.
