Dear Mr. Montalvo,
The California Regional Water Quality Control Board, Colorado River Basin Region (Regional Water Board) has reviewed the Supplemental Site Investigation Work Plan (Work Plan) prepared by RS&H California, Inc. (RS&H) on behalf of the City of Palm Springs (City}.
The City owns and operates the Palm Springs International Airport (PSP) located at 3400 East Tahquitz Canyon Way, in Palm Springs, California (Site - Figure 1 }. The Work Plan was prepared to delineate the extent of per- and polyfluoroalkyl substances (PFAS) in soil and groundwater at the Site.
On May 18, 2022, the United States Environmental Protection Agency (EPA) added five PFAS chemicals to the Regional Screening Level (RSL) list to help determine if response or remediation activities are needed. These PFAS chemicals were perfluorooctanoic acid (PFOA), perfluorooctanesulfonic acid (PFOS), Perfluorononanoic acid (PFNA}, Perfluorohexanesulfonic acid (PFHxS), and hexafluoropropylene oxide dimer acid (HFPO DA also known as "GenX Chemicals"). Since then, additional PFAS chemicals have been added to the RSL list.
