ENGINEERING FOR THE EAST PALM CANYON DRIVE BRIDGE, CITY PROJECT NO. 12-04, FEDERAL AID PROJECT NO. BRLS 5282(041) FROM: Scott C. Stiles, City Manager
BY: Engineering Services Department
SUMMARY:

Approval of Amendment No. 4 to Professional Services Agreement No. A6597 with Dokken Engineering is requested for the East Palm Canyon Drive Bridge, City Project No. 12-04; Federal Aid Project No. BRLS 5282(041). This amendment adds $27,124.24 to complete environmental surveys, mitigation landscaping, and agency permitting coordination. Additionally, it extends the contract term to June 30, 2028, ensuring compliance with state and federal guidelines through project completion.

RECOMMENDATION:

1. Approve Amendment No. 4 in the amount of $27,124.24 to Professional Services Agreement No. A6597 with Dokken Engineering, for a new not to exceed amount of $1,407,428.52, for the East Palm Canyon Drive Bridge, City Project No. 12-04, Federal Aid Project No. BRLS 5282(041); and

2. Authorize the City Manager to execute all necessary documents.

BUSINESS PRINCIPAL DISCLOSURE:

Dokken Engineering is a California corporation. A copy of their Public Integrity Disclosure Form is included as Attachment A.

BACKGROUND:

The East Palm Canyon Drive Bridge, constructed in 1956 and widened in 1963, is listed in the Federal Eligible Bridge List with a status of “Structurally Deficient (SD)” and a low Sufficiency Rating (SR) of 53.6 according to the Bridge Inspection Report (BIR) prepared

3 by Caltrans Office of Structure Maintenance and Investigations. Since the bridge is rated with a Sufficiency Rating lower than 80, the bridge is eligible for major rehabilitation in accordance with the Highway Bridge Program (HBP) guidelines.

The Project includes a seismic retrofit and widening of the existing bridge over the Palm Canyon Wash. East Palm Canyon Drive will be maintained with four lanes of traffic (two east bound, two westbound), separated by a new ten-foot-wide striped center median.

The roadway shoulders will be widened to accommodate Class II bicycle lanes and a new ADA-compliant sidewalk on the south side of the bridge. The bicycle/pedestrian bridge on the north side will remain, however, the deteriorated wood deck and railings will be replaced.

On September 3, 2014, the City Council approved Professional Services Agreement No.

A6597 with Dokken Engineering for the environmental and design phase of the Project for a total amount of $1,182,540. The base fee was $790,000, with proposed $392,540 in optional tasks to be used as needed for the Project. Agreement A6597 was previously amended three times to incorporate additional services related to the Project, as follows:

Amendment No. 1 for additional engineering design services in the amount of $85,000 was approved by City Council on October 8, 2020. Amendment No. 2 for additional engineering design services in the amount of $77,764.28 was approved by City Council on September 9, 2021. Amendment 3 for additional engineering design services to update construction documents per the 2023 Caltrans Standard Plan and coordinate permitting with Riverside County Flood Control, in the amount of $35,000 was approved by City Council on November 9, 2023.

STAFF ANALYSIS:

Dokken’s amendment request is necessary to fulfill NEPA (National Environmental Policy Act) avoidance and mitigation measures as prescribed in the Categorical Exclusion Determination, which is included as Attachment B. These tasks were not included in the original scope as they are part of the NEPA categorical exclusion prescriptions but are required to move the Project into the bidding and construction phase, currently projected for late 2026. The additional services needed include plant surveys, HMMP (Habitat Management and Monitoring Plan) Habitat Enhancement Evaluation, and Architectural Review Committee (ARC) Coordination.

Staff recommends City Council approve additional civil engineering services from Dokken, as outlined in their proposal dated January 5, 2026, in the amount of $27,124.24.

Dokken Amendment No.4 is included as Attachment C.

ENVIRONMENTAL ASSESSMENT:

Amendment No. 4 to Agreement A6597
7 2
3 Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (“CEQA”). In accordance with the CEQA Guidelines, the City acting as “Lead Agency” pursuant to CEQA, previously completed an environmental analysis of the potential impacts resulting from construction of the Project. The Project is funded, in part, by federal funds, requiring local oversight by the State of California, Department of Transportation (“Caltrans”).

As a federally funded project, the Project is subject to environmental review pursuant to the National Environmental Policy Act (NEPA). On November 3, 2017, Caltrans, acting as the lead agency pursuant to NEPA, made an environmental determination that the Project does not individually or cumulatively have a significant impact on the environment as defined by NEPA and is excluded from the requirements to prepare an Environmental Assessment (“EA”) or Environmental Impact Statement (“EIS”), has considered unusual circumstances pursuant to 23 CFR 771.117(b), and that it qualifies for a Categorical Exclusion in accordance with 23 CFR 771.117(d).

ALIGNMENT WITH STRATEGIC PLANNING:

This item aligns with the following City Council Strategic Plan Broad Goal: Infrastructure and Facilities.

FISCAL IMPACT:

The City has programmed up to $1,798,000 for the environmental and design phase of this Project. The proposed Amendment No. 4 will add $27,124.24, for a new total maximum contract amount of $1,407,428.52; Caltrans will reimburse 88.53% in federal funding with CVAG providing 75% of the remaining 11.47%.
