Award Alarm Monitoring and Maintenance Contract Services Agreements BACKGROUND:

The City of Palm Springs requires services from a licensed and qualified firm to provide comprehensive monitoring, testing, maintenance and repair services of fire and security alarm systems for City owned and maintained facilities for the Public Works and Aviation Departments.

The City routinely contracts for alarm monitoring, testing, maintenance and repair services. The current Agreement (23B101) with Fire Protection Services Corporation is set to expire on June 30, 2026. Agreement 23B101 was awarded by City Council on May 25, 2023, following a formal solicitation process conducted under Invitation for Bids (IFB 23-26) for an initial three-year term with an amount not to exceed $223,428.

Throughout the life of Agreement 23B101, six (6) amendments have been processed.

Amendment No. 1, entered into on February 21, 2024, modified the scope of work to provide for repair and replacements services, as well as continued monitoring and testing services at the Palm Springs Main Library, Belardo Downtown Parking Garage, and Palm Springs Navigation Center, for an additional amount of $36,077.37 and a revised amount not to exceed $259,505.37.

Amendment No. 2, entered into on June 3, 2024, modified the scope of work and schedule of fees to add the repair and replacement services and addition of monthly monitoring services at 2901 E Alejo Road and 3111 E Tahquitz Canyon Way, for an additional amount of $16,747 and a revised amount not to exceed $276,252.37.

Amendment No. 3, entered into on June 21, 2024, provided for the addition of burglary and fire monitoring services at the Palm Springs Navigation Center Buildings 2 and 3 and to establish monitoring and testing services at 3589 McCarthy Road, for an additional amount of $14,949.75 and a revised amount not to exceed $291,202.12.

Amendment No. 4, effective October 29, 2024, provided for the replacement and upgrade of the alarm panel for the US Customs building and the addition of burglary monitoring and testing services, for an additional amount of $3,639.92 and a revised amount not to exceed $294,842.04.

Amendment No. 5, dated July 31, 2025, modified the scope of work to include the installation of alarm monitoring hardware at the Ticket Counter within the Airport and annual inspection services, for an additional cost of $2,753.51 and a revised amount not to exceed $297,595.55.

Amendment No. 6, entered into on December 1, 2025, added the installation of fire system for the Ticket Counter, updating the Plaza Theatre security and fire installation system and a replacement fire panel for the Police Department Training Center, for an additional amount of $21,394.49 and a total revised contract amount not to exceed $318,990.04.

Award Alarm Monitoring and Maintenance Contract Services Agreements STAFF ANALYSIS:

The contracts with Advantage Total Protection, Inc., are maintenance contracts with on- call, as needed services included. The bids were used to determine the lowest, responsive, responsible bidders and to set the unit rates for the contracts; however, the actual amount of the contracts is based on the budgeted amount set by the departments and will therefore not match the bid amounts.

An Invitation for Bids (IFB 25-17) was initiated by the City’s Procurement and Contracting Department on December 8, 2025, based on the Department of Public Works specifications. Bids were solicited directly via the City’s procurement vendor portal, PlanetBids. In addition, the IFB was advertised in The Desert Sun. Four bids were received by January 22, 2026, deadline as follows:

Vendor Bid
Intercom Clock & Signal Service – Riverside, CA $276,614.00 Advantage Total Protection, Inc. – Walnut Grove, CA $311,995.60 Fire Protection Services Corporation – Palm Desert, CA $377,031.00 AK Security Alarm, LLC – Riverside, CA $456,650.00
The Departments’ intent for this solicitation was to award two separate contracts to the lowest, responsive, and responsible bidder. While Intercom Clock & Signal Services submitted the lowest initial bid, the proposal was deemed non-responsive following a formal evaluation of the bid package. Consequently, Advantage Total Protection, Inc. was identified as the lowest responsive and responsible bidder for award.

The unit pricing is fixed for the first year and subject to a CPI increase in the following years.

Staff recommends approval of Contract Services Agreement No. 26B015 in the amount not to exceed $525,000 for the Public Works Department and Contract Services Agreement No. 26B016 in the amount not to exceed $75,000 for the Aviation Department with Advantage Total Protection, Inc., effective March 1, 2026, through February 28, 2029, subject to two one-year optional renewals at the sole discretion of the City.

ENVIRONMENTAL ASSESSMENT:

The requested City Council action is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The requested action is to approve contracts for the above-mentioned services, and is exempt from CEQA pursuant to Section 15378(b), in that a “Project” does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
