SUBJECT: APPROVAL OF PARCEL MAP 39219 TO SUBDIVIDE PROPERTY BY
THE CITY OF PALM SPRINGS
FROM: Scott C. Stiles, City Manager
BY: Engineering Services
SUMMARY:
The City of Palm Springs, (the “City”), has generated a Parcel Map to split one (1) larger City-owned vacant lot of 4.29 acres with APN 680-020-036, into two (2) parcels as follows:
Parcel 1 will be 2.38 acres and Parcel 2 will be 1.91 acres. The parcel is located on the west side of Gene Autry Trail (1400-1500 block) and the purpose of the lot split is to facilitate potential sale of one or both parcels in the future. There are no development plans currently; however, in the future, the City may elect to declare one or both lots as surplus under the Surplus Land Act (SLA). Both parcels are listed as excess land that is beyond the City’s foreseeable needs but not yet declared surplus in the Inventory Report for Excess, Exempt and Non-exempt Surplus Land adopted by City Council on November 12, 2025. The SLA requires any declared surplus land to be offered to other public/governmental entities, for parks/open space and affordable housing developers (preferred entities) in an open competitive bid process, prior to sale in the open market.
If sold in the open market, any future development must be consistent with the listed uses in the existing M-1 (service/manufacturing) zone per Section 92.17 of the Palm Springs Zoning Code and the Industrial (IND) General Plan Land Use Designation.
Approval of a final map for Parcel Map 39219 is a ministerial action, as required by the Municipal Code and the Subdivision Map Act. No prior discretionary actions were considered required by the Planning Services Director, allowing for the City’s ministerial approval of the final map.
RECOMMENDATION:
Adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING PARCEL MAP 39219 TO SUBDIVIDE CITY-OWNED PROPERTY LOCATED AT APN 680-020-036, GENE AUTRY TRAIL (1400-1500 BLOCK), IN SECTION 19, TOWNSHIP 4 SOUTH, RANGE 5 EAST.”

BUSINESS PRINCIPAL DISCLOSURE:
No principal disclosure is required as the subdivider is the City of Palm Springs.
BACKGROUND:
The City obtained the subject property on May 24, 1996, and the property has remained vacant since that time. The vacant lot is 4.29 acres and is located on the west side of Gene Autry Trail along the 1400-1500 block, south of Mesquite Avenue and west of the Palm Springs Surf Club.
To facilitate potential sale, the City is looking to subdivide the property into two smaller parcels. On May 28, 2025 it was determined by the Planning Services Director that the parcel map, being a City-initiated subdivision for vacant land, did not require going through Planning Commission as a tentative parcel map and that the final map can proceed directly to City Council for final map approval.
STAFF ANALYSIS:
A site map is provided below, a vicinity map is included as Attachment A, and a copy of the final map for PM 39216 is included as Attachment B.
The City Engineer has determined Parcel Map 39219 is ready for City Council approval.
ENVIRONMENTAL ASSESSMENT:
Pursuant to the California Environmental Quality Act (CEQA) Guidelines, the project is Categorically Exempt under CEQA Section 153015, Class 15 (Minor-Land Divisions) – The

site is zoned for industrial use into four (4) or fewer parcels when the division is in conformance with the General Plan and zoning, and no variances or exceptions are required.
ALIGNMENT WITH STRATEGIC PLANNING:
This item aligns with the following City Council Strategic Plan Broad Goal: Economic Development.
FISCAL IMPACT:
Approval of Parcel Map 39219 for the currently vacant 4.29-acre parcel will allow for the potential development of the two resultant lots. Ultimately, upon completion of future development, the City will receive yet to be determined additional property tax and sales tax revenue. Additional incremental costs for public service may be incurred over time.
