SUBJECT: ADOPT A RESOLUTION TERMINATING THE JOINT EXERCISE
POWERS AGREEMENT WHICH ESTABLISHED THE EASTERN
RIVERSIDE COUNTY INTEROPERABLE COMMUNICATIONS
AUTHORITY (ERICA)
FROM: Scott C. Stiles, City Manager
BY: City Clerk
SUMMARY:
Eastern Riverside County Interoperable Communications Authority ("ERICA") member agencies have no plans to use ERICA in the foreseeable future and have determined to terminate and dissolve ERICA, as it no longer serves its stated objective.
RECOMMENDATION:
Adopt a resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, TERMINATING THE JOINT EXERCISE POWERS
AGREEMENT WHICH ESTABLISHED THE EASTERN RIVERSIDE COUNTY INTEROPERABLE AUTHORITY."
BACKGROUND:
The Eastern Riverside County Interoperable Communications Authority ("ERICA") was formed on July 16, 2008, by a Joint Powers Authority ("JPA''). The agreement authorized the formation of a JPA in a regional communications system known as ERICA, to implement the safety radio communications system. The ERICA project was created to provide an improved, integrated regional public safety radio system; however, member agencies have migrated to other interoperable communications systems. Therefore, ERICA no longer serves its stated objective. On February 12, 2026, the ERICA Board of Directors voted to dissolve the JPA.
