BACKGROUND:

The City receives funding from the state and federal government for a variety of reasons.

Some of this funding is in the form of Disaster Recovery (DR) grants, Fire Management Assistance Grants (FMAG), and California Disaster Assistance Act (CDAA) funds. In order to be eligible for these sources of funding, the City must maintain a current California Office of Emergency Services (CalOES) Form 130 with the State. This form and resolution must be on file with Cal OES before a jurisdiction can receive reimbursement funding following disasters or emergencies, including DRs, FMAGs, CDAA events, and related recovery grants.

STAFF ANALYSIS:

Submittal of CalOES Form 130
City of Palm Springs for the purpose of obtaining certain Federal financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, P.L. 93-288, as amended, 42 U.S.C. 5121 et seq., and Related authorities as of April 2013, and/or State financial assistance under the California Disaster Assistance Act (CDAA).

The positions designated on CalOES Form 130 are the City Manager, Fire Chief, and the Director of Finance and Treasury. This form will be formally approved by the Palm Springs City Council and maintained on file with the City Clerk's office. This form is valid for three years.

The California Disaster Assistance Act (CDAA) in Title 2, Division 1, Chapter 7.5 of the California Code provides State financial assistance for recovery efforts for counties, cities, and/or special districts after a State disaster has been proclaimed. CDAA can be implemented as a "stand alone" funding source following a Director of California Office of Emergency Services Concurrence for a local emergency or a Governor's Proclamation when there is no federal declaration.

The Robert T. Stafford Disaster Relief and Emergency Assistance Act, P.L. 93-288, as amended, 42 U.S.C. 5121 et seq., and Related Authorities as of April 2013, provides Federal financial assistance for Individual and/or Public Assistance after a Federal Major Disaster or Emergency Declaration is proclaimed. Public Assistance can include response, recovery, and mitigation after an Emergency or Major Disaster Declaration.

Individual Assistance can include recovery and/or mitigation after a Major Disaster Declaration is proclaimed 2024.

ALIGNMENT WITH STRATEGIC PLANNING:

This item aligns with the following City Council Strategic Plan Broad Goal: Public Safety and Community Services.

FISCAL IMPACT:

The State requires CalOES Form 130 in order for the City to receive State and/or Federal financial assistance. Non-approval will result in loss of available state and federal funding for emergency and disaster management.
