SUBJECT: SECOND READING AND ADOPTION OF ORDINANCE NO. 2128, AMENDING SECTIONS 5.27.050(D) AND 5.27.040(D), (E) AND (F) OF THE PALM SPRINGS MUNICIPAL CODE REGARDING THE CITY’S
HOTEL INCENTIVE PROGRAM

SUMMARY:
This is the second reading of an ordinance amending Section 5.27.050(D) and
5.27.040(D), (E), and (F) of the Palm Springs Municipal Code regarding the City’s Hotel Incentive Program. The ordinance amends the restructured Hotel Operations Incentive Program by stating that any program participants who fail to remain current with remitting collected transient occupancy taxes to the City will receive a 30-day notice, requiring the participant to become current on payments.
RECOMMENDATION:
Waive the second reading of the text in its entirety, read by title only, and adopt Ordinance No. 2128 entitled, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING SECTIONS 5.27.050(D) AND 5.27.040(D), (E), AND (F) OF THE PALM SPRINGS MUNICIPAL CODE, REGARDING THE CITY’S HOTEL OPERATIONS INCENTIVE PROGRAM".

On March 11, 2026, Ordinance No. 2128 was introduced for first reading as noted below:
Motion by Mayor Pro Tem Ready, Second by Councilmember deHarte, CARRIED 5 – 0, to: Waive the full reading of the ordinance text in its entirety and read by title only; and introduce for first reading Ordinance No. 2128 entitled, “AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING SECTIONS 5.27.050(D) AND 5.27.040(D), (E), AND (F) OF THE PALM SPRINGS MUNICIPAL CODE, REGARDING THE CITY’S HOTEL OPERATIONS INCENTIVE PROGRAM”
