FROM: Scott C. Stiles, City Manager
BY: Engineering Services Department
SUMMARY:

The City’s current multi-year “on-call” agreement for traffic signal maintenance services with St. Francis Electric, LLC will expire on June 30, 2026. Approval of this item will allow the City to enter into a new multi-year on-call agreement with Bear Electrical Solutions, LLC (Bear) to provide traffic signal maintenance services.

RECOMMENDATION:
1) Approve Agreement with Bear Electrical Solutions, LLC, for on-call traffic signal maintenance services for a not-to-exceed annual amount of $580,000 for routine maintenance, and all other emergency repairs reimbursed at a time/materials cost basis, for an initial three (3) year term, subject to two (2) additional one (1) year extensions; and,
2) Authorize the City Manager to execute all necessary documents.

BUSINESS PRINCIPAL DISCLOSURE:

The Public Integrity Disclosure form from Bear is included as Attachment A.

BACKGROUND:

Since 2003, the City has contracted for on-call traffic signal maintenance services. From June 18, 2003, to April 1, 2009, the City contracted with the County of Riverside to provide such services.

On February 18, 2009, the City awarded a multi-year contract to Republic Intelligent Transportation Services, with an effective service period of April 1, 2009, to June 30, 2016.

Approval of a Traffic Signal Maintenance Contract with Bear Electrical Solutions, LLC On June 1, 2016, the City awarded a multi-year contract to St. Francis Electric with an effective service date of July 1, 2016, and expiring on June 30, 2021.

On May 27, 2021, the City awarded a multi-year contract to St. Francis Electric with an effective service date of July 1, 2021, and expiring on June 30, 2026.

STAFF ANALYSIS:

On February 18, 2026, Staff issued a Request for Proposals (RFP) to solicit on-call traffic signal maintenance services. The RFP was posted through the City’s on-line bid management system Planetbids. By the March 16, 2026, deadline, a total of six (6) proposals were received as shown in Table 1 below:

Table 1
Firm Location Status

Econolite Systems, Inc. Anaheim, CA Not Selected
Yunex, LLC Riverside, CA Not Selected

An evaluation committee made up of City Staff evaluated the proposals based on their experience, quality of staff, and understanding of the scope of work. The top three (3) rated firms were asked to participate in an interview. Following the interviews, the evaluation committee selected Bear as the best qualified to provide the traffic signal maintenance services stated in the RFP. A copy of the Bear proposal is included in the contract services agreement, Attachment B.

The proposed agreement includes a fixed cost component for routine preventative maintenance based on a per-location rate, time, and materials component for emergency and non-routine repairs. The majority of traffic signal maintenance services performed for the City are emergency in nature, including responses to malfunctioning signals, lights out, and damage resulting from vehicle collisions. As a result, overall costs are largely driven by the frequency and severity of these unplanned events.

Historically, annual expenditures for traffic signal maintenance services have fluctuated based on service demand. While the City has budgeted $580,000 annually in recent years, actual expenditures have varied, totaling $580,000 in FY 2023-2024, $980,000 in FY 2024-2025, and an estimated $860,000 in FY 2025-2026.

Staff recommends the City Council approve a Contract Services Agreement with Bear.

The contract will be a multi-year contract having an initial term of three years from July 1, 2026, to July 1, 2029, with two (2) one-year extensions to be allowed at the discretion of the City Manager. Therefore, this contract may have a five (5) year term, with 30-days’ City Council Staff Report

ENVIRONMENTAL ASSESSMENT:

The requested City Council action is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

ALIGNMENT WITH STRATEGIC PLANNING:

This item aligns with the following City Council Strategic Plan Broad Goal: Infrastructure and Facilities.

FISCAL IMPACT:

Staff recommend maintaining a not-to-exceed annual appropriation of $580,000 for traffic signal maintenance services for the duration of the contract. However, additional appropriations may be requested in future fiscal years, based on actual service demands.

Sufficient funding will be included in the FY 2026-2027 budget and will be available in the General Fund, Engineering Division, Account No. 1002000-40105 (Contractual Services), to support this contract.
