CITY COUNCIL STAFF REPORT
DATE: MAY 12, 2026 CONSENT CALENDAR
SUBJECT: AWARD OF A CONSTRUCTION CONTRACT TO GLOBAL BUILDERS, INC., A CALIFORNIA CORPORATION, IN THE AMOUNT OF $495,976

FOR THE VICTORIA PARK RESTROOM REPLACEMENT, CITY
PROJECT 18-06 (MEASURE J FUNDS)
FROM: Scott C. Stiles, City Manager
BY: Engineering Services Department
SUMMARY:

Upon awarding this contract, the City will be authorized to proceed with the construction of the Victoria Park Restroom Replacement, City Project No. 18-06. This Project is funded through the use of Measure J funds.

RECOMMENDATION:

1. Award a construction contract to Global Builders, Inc., in the amount of $495,976 for the Victoria Park Restroom Replacement, City Project No. 18-06 (“the Project”);

2. Authorize the City Manager or designee to execute all necessary documents.

BUSINESS PRINCIPAL DISCLOSURE:

The Public Integrity Disclosure form for Global Builders, Inc., (Global) is included as Attachment A.

BACKGROUND:

Replacement of the existing restroom facility at Victoria Park is necessary due to the deteriorated condition and outdated design of the current structure, which no longer meets modern building codes or accessibility requirements. The new facility will enhance user experience, provide improved accessibility, and reduce long-term maintenance needs.

The design for the new restroom is based on the standardized facility previously constructed at Demuth Park, which has proven to be both functional and efficient in terms of operation and maintenance. The Victoria Park version incorporates updates to comply

with current building codes and accessibility standards while maintaining design consistency with the Demuth model.

As part of the planning and design process, staff have chosen to relocate the new restroom within the park to improve visibility of its entrances from the playground and other frequently used areas. This strategic adjustment aims to enhance public safety, support passive supervision, and increase user comfort by keeping the facility in clear view of key activity zones.

On December 10, 2026, City Council approved the plans, specifications, and estimates for the proposed Project. This Project was advertised for bidding in The Desert Sun, industry plan rooms and the PlanetBids electronic bid system on March 2, 2026.

L M Rasmussen Construction Alpine, CA $836,000.00

Local Business Preference Compliance
Section 7.03.08 of the Palm Springs Municipal Code (“PSMC”), “Local Business Preference Program”, requires prime contractors to use good faith efforts to sub-contract the supply of materials and equipment to local business enterprises and to sub-contract services to businesses whose workforce resides within the Coachella Valley. Global is not considered a local business but has demonstrated sufficient evidence of good faith efforts to subcontract the supply of materials to local businesses.

ENVIRONMENTAL ASSESSMENT:

In accordance with Section 15302, “Replacement or Reconstruction,” Class 2 projects consist of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity. Therefore, the Victoria Park Restroom Replacement Project is considered categorically exempt from CEQA, and a Notice of Exemption will be filed with the Riverside County Clerk.
