I attend in person every monthly HSPB meeting since early 2024. The most recent one I attended was on February 3, 2026
Education
UCLA
Bachelor's degree, Economics 1981
Background/Work Experience/Civic Involvement:
I've lived in Palm Springs since 2020 when I purchased a Wexler Harrison home in El Rancho Vista Estates. I began a rehab/remodel of the home. I've continued the long tradition of Modernism Tours of our community each year. My home has continuously been on the Modernism tour as well as the Signature tour last month. Beginning in 2022 I hired historian Steven Keylon to work with me establishing my home at 1633 Via Roberto Miguel as a Class 1 Historic designation. With the work of Sarah Yoon and the unanimous vote of the HSPB (6-0) and the unanimous vote of City Council (5-0) in the fall of 2024 we achieved Class 1 status (#161).
CIVIC PROJECTS UNDERWAY:
Historic District Status - El Rancho Vista Estates
When I discovered that the City identified our Donald Wexler | Richard Harrison community as a potential Historic District, I gave several presentations to our homeowners stressing the vital importance of protecting our community and underscoring the city's desires. To date, I have assembled and lead a neighborhood committee, who understands the guidance of Steven Keylon to help us prepare properly, and under the guidance of Sarah Yoon, the City's Chief Preservation Officer, we are in the process of achieving this, the first and only single family detached homes designated as a Historic District. All others are either condominium or apartments.
CIVIC INVOLVEMENT:
Palm Springs Holiday Parade - El Rancho Vista Estates Balloon walk As a Great Autos classic car club member, I donate my classic cars during Modernism week to homeowner tours and car events.
Home Owners Association Board Member (2014-2016)

Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I have gained enormous knowledge of historic preservation challenges the board faces through the lengthy and sometimes arduous process of achieving Class 1 Historic Status through my own home's designation.
While I haven't yet served on the HSPB I am familiar with the regular functions, procedures, and duties carried out each month. I've witnessed them in action each and every month.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
The challenges I see facing the HSPB are many fold. The fine balance of preserving homes and commercial buildings in Palm Springs while at the same time approving adaptive re-use and or demolition are critical decisions board members must make in the best interests of our City.
I also see that the HSPB needs board members who have experience throughout the preservation process (as I do), own Palm Springs real estate, and have a love of preserving what came before us.
I travel southern California visiting and touring historic homes and buildings and believe we can usevl this knowledge here in Palm Springs.

Docent – Venice Family Clinic Art Walk/Artist Studios (’92 ‘94, ‘98, ‘99)
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
The HPSB reviews applications for historic site designations, major alterations, and demolitions. It is the brief of the board to ascertain whether these requests meet the criteria set forth in the city’s ordinances and make recommendations to the City Council. The board relies on a City’s preservation officer for staff reports and guidance in determining whether to recommend designation or to take no action allowing a project to proceed pending approval by City Council. The HSPB also sponsors a biannual community preservation colloquium “Preservation Matters”.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
There is no orientation manual for new board members. Three years ago I had to learn on the fly. My prior experience facilitated this process but for new members onboarding during my term, it was evident that the lack of formal instruction was an impediment to smooth
1 – Page 16 of 188
functioning. This is something that could be remedied by a board committee tasked with the creation of an orientation manual.

HSPB – Palm Springs:
-The seven member board meets monthly to review, tour and identify potential worthy sites, and recommend & nominate potential historic sites, buildings & districts, to city council for potential landmark status.
-The board promotes public awareness & education regarding the value of The City of Palm Springs cultural heritage – buildings and sites – for the past, present and future of the community.
-Promote public awareness & educate the public and property owners re: the regulations governing preservation & restoration – and also educate and promote the value (both financially and culturally) to themselves, their immediate neighborhood, and the larger community / city / region.
-
What issues or problems face the board/commission? Do you have any suggestions to address them?:
All boards, communities and cities face issues / problems – how we engage w/ these issues, over come them, is the key. The HSPB does a good job across the board, and one aspect of
1 – Page 20 of 188
their operation that I especially appreciate is the in-depth and sometimes quite passionate (and varied) views of the board itself, and also w/the property owners, community members and the public at large. One issues that we have been looking at – in stops and starts over the past almost 3 years is how to continually shape the narrative, the discussion, the approach as we all move thru time together – adjusting and adapting (and editing) approaches that maybe have worked in the past (but no longer serve), or new views on new approaches and ways to serve the goals and community better in the future. Always adjusting evolving conditions and views and weaving them into the bigger picrture and approach.

I would like to serve on the HSPB again, I am a former board member and have served as chair of the HSPB. I have experience in the workings of the board.
I am currently the (volunteer) president of the non-profit Palm Springs Preservation Foundation and secretary (volunteer), board of directors, Modernism Week. I enjoy contributing to my community and have 20 years of institutional knowledge of preservation successes and losses in Palm Springs.
I believe experience, knowledge and my personal commitment for bettering Palm Springs through preservation of our historic resources make me a good candidate.
Education
I have no educational background in historic preservation.
Background/Work Experience/Civic Involvement:
I am a full time, career (50 years) Realtor and am active in the Palm Springs market, representing both buyers and sellers of Real Estate.
I serve on the boards of the Palm Springs Preservation Foundation and of Modernism Week.
I have presented an educational talk during Modernism Week entitled: Lost, Saved and Endangered. This free talk educated as well as entertained audiences. Over a 12 year period this talk was updated yearly to stay current with preservation activities in Palm Springs. The “talk” is currently on hiatus.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I have served on the HSPB previously and am familiar with the board’s function.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
This is an exciting time for the city and for the HSPB. Through ongoing education the community has developed a favorable view on the merits and benefits from preserving our historic resources. I believe there are preservation actions on the city’s horizon that will be coming to the HSPB that I am well suited to help guide.

Suggestions:
1) Whenever possible recognize the Contractors – crews comprised City residents. Dieter Crawford told me that many crew members lived in Desert Highlands. 2) Foster education of residents on how to research their home and neighborhood history.
Empower Stewardship.
3) Assist neighborhoods with a high % of low income residents to better participate in the overall Modernism/Historical circuit. Demuth Park and Desert Highlands are examples of neighborhoods that could benefit

My first term as a Measure J Oversight Commissioner will expire on June 30, 2026. I have served as Chair of that Commission for the past two fiscal years. I have thoroughly enjoyed my first term, and believe that I have provided excellent leadership as Chair. Over the past three years I have only missed a small handful of meetings, almost without exception due to health issues.
The role of the Commission has changed dramatically while I have served. We have changed our focus from awarding community initiated project requests for funding to providing fiscal monitoring and oversight to both those projects and requests by various city departments and the Council itself. While the focus has changed, the significant role the Commission plays in the City’s financial well being has not – if anything, it makes the work of the Commission more important than ever.

2023-2026 Measure J Oversight Commissioner
2025-2026 Chair of Measure J Oversight Commission
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
Since I have been on the Measure J Oversight Commission, I have studied the enabling legislation, the Brown Act, and innumerable requests for funding from various entities. In that process, I have learned which organizations qualify for possible funding, have learned and believe I understand the priorities of the City Council, and have developed excellent relationships with various city officials in the Finance, Public Works, Engineering and Parks and Recreation departments.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
The changing role of the Commission the past two years has resulted in lack of enthusiasm or interest in certain Commissioners. Some have retired prematurely, left the Commission for other reasons, or have decided to not seek a second three year term. That will result in a

larger than usual number of new Commissioners in 2026-27, presenting both a challenge and an opportunity, increasing the importance of “veteran” Commissioners to lead and set examples for the new Commissioners.

I attended the January and February meetings. I am currently a member of the Commission.
Education
Bachelor of Arts Magna Cum Laude- State University of New York at Albany- 1975 Master of Arts- Public Policy- Milano School, New School for Social Research- 1977 Background/Work Experience/Civic Involvement:
I have been a member of the Messure J Commission since June 2025. I am active in the Historic Tennis Club Nerighborhoof Organization. I formerly was Chair of the Southampton, New York Planning Commission and Chair of its Clean Water Committee. I also have been a Board member of the Southampton Arts Center and Playwrights Horizons.
I am a member of the Urbsn Land Institue and its Public-Private Partnership Council. I am also a member of the International Council of Shopping Centers.
I am President of Washington Square Partners, a real estate advisory company I founded in 1994. We are responsible for residential, commercial, retail and hospitality projects. These projects are not in Palm Springs.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I followed the work of the Measure J Commission for several years. Since my first Commission meeting in July 2025 I have become very familiar with its function and regulations. The interaction with the City staff assigned to the Commission has been very instructive and I have studied the City budget. Presentations by grant recepients have also been very helpful. I feel more comfortable participating in the Committee discussions and believe I can contribute more to the Commission in the next year.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
I think the Commission is still finding the right mode of monitoring the result of Measure J funded projects. I think a more structured approach would be worth exploring to make the process more organic, including perhaps halving Commission members report back at the monthly meetings.

Education
PhD University of Oregon, Economics
MBA University of Oregon, Management
BA Gettysburg College, Political Science
AA Lane Community College, Business
Background/Work Experience/Civic Involvement:
My background is as a university professor and administrator. As a provost and vice chancellor, much of my work has been with stakeholders external of the institution. Such “boundary spanning” experience is very useful on a commission. Importantly, I have a great deal of experience working with budgets and enjoy “making the numbers work.” I am currently the president of my HOA organization in Palm Springs.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I have never worked on a city commission. I have worked on many task forces and strategic planning efforts in academia, and led many of those initiatives.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
There is never enough money to do the things you want to do. Having said the obvious, doing your due diligence and making hard choices about priorities are key to make the best return on the investment (using scarce resources). .

Living in Palm Springs full time since 2004 gives me enough insight to know and understand what’s going on, and what priorities need to be addressed.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
Address priorities and assign them in a reasonable order so as to address the needs of our business owners as well as our pernnent residents.
For example, prioritize resurfacing our dilapidated streets before building pickle ball courts.
Determine and address the needs and wants of our permanent residents in a fair and reasonable proportion to the needs and wants of our businesses.

I attended the April 2026 meeting in person to learn more about how the meetings are run and the level of engagement by the Commission. I watched portions of the January, February and March 2025 archived meetings on YouTube to learn more about the grant application process and the deliberations by the Commission.
Education
I graduated with a dual degree Bachelor of Science in Finance and Marketing from Syracuse University in May 1991.
I obtained an MBA from Johns Hopkins University in June 1996.
Background/Work Experience/Civic Involvement:
After working in accounting-related jobs for the first five years after my undergraduate degree, I joined a health care consulting firm in 1996 in Washington, DC with a focus on financial analysis. This firm focused on consulting with state governments in support of their Medicaid programs. Although the Medicaid program is financed jointly by the federal government and each state, the states perform the design and administrative functions with some federal oversight. Everything I learned in this job can be characterized as ‘on the job’ training. My areas of concentration were on setting reimbursement rates to providers (e.g., hospitals, physicians, mental health programs), developing ways to finance new initiatives, fiscal impact modeling, and evaluation of specific programs within Medicaid.
After working at one firm for ten years, a co-worker and I branched out and started our own firm in 2006. The firm, Burns & Associates, also had state governments as clients and performed similar activities as the first firm. I became President of the company upon my partner’s retirement in 2015. I sold our firm to a larger firm, Health Management Associates, in 2020. After working at the new firm for three years, I retired in 2023 and moved to Palm Springs with my husband of 31 years.
Since becoming a resident of Palm Springs and entering retirement, I have looked for ways to give back through volunteer opportunities. Currently, I volunteer 8-12 hours per weeks in the warehouse at the Palm Springs Revivals store. In season, I aim to work one morning a week for Oswit Land Trust at the Prescott Preserve doing general cleanup and landscaping. I am grateful for active engagement with my neighbors in Deepwell Estates and the events planned through our neighborhood social group. I have also found great communities through my daily workout at the Palm Springs Orangetheory Fitness studio and a local hiking group.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
My understanding of the Measure J Commission is that it is tasked with the stewardship and oversight of Measure J dollars. Through a grant application process, local non-profit groups and community organizations can apply for funds secured through the Measure J assessment. On an every few years basis, the Commission makes a call for grant applications.
Commission members are responsible for reviewing all grant applications and voting on whether to accept or reject applications. In the periods outside of the grant application process, the Commission meets monthly to conduct the general ongoing business of the
1 – Page 52 of 188
Commission. Each Commission member may be called on to perform ongoing oversight of the groups for whom grants have been given to ensure that the dollars are spent in accordance with the application and that the projects come to fruition. All Commission members also participate in the evaluation large-dollar proposals which may include participating in presentations made by applicants (e.g., the convention center group at the April 2026 meeting).
What issues or problems face the board/commission? Do you have any suggestions to address them?:
It seems appropriate that all Commission members review all grant applications, but it appears that the decision-making process for funding applications is more subjective than objective. Perhaps there is more objectivity than what is shown to the public that I am not aware of. In an effort to show the public that each Commission member reviewed each application and to show more objectivity in the decision-making process, it may be useful to have a brief form that each Commission member completes on each application as part of their evaluation. This could be check-the-box or numeric scoring with the option for qualitative feedback. The results could be tabulated to show the Commission as a whole how each application ranked. Although this method may not be the ultimate decision on funding (e.g., additional discussion or information from applications could change individual Commissioners’ decisions from their original scoring), it could prove useful to expedite the decision-making process and add more objectivity. Results could be posted online at the end of the grant application process for full transparency.
In a similar vein, it appears that the oversight of funded projects could be strengthened. In addition to the photos shown on the Commission’s website of the results of funded projects, perhaps some type of annual report could be published about the status of recently-funded projects. This would serve the dual purpose of transparency to the public about Measure J projects as well as promotion of Measure J dollars at work.

I am applying for the Measure J Commission because of its significant impact on the Palm Springs community.
I attended my first meeting in person on April 16, encouraged by a current Commissioner.
The Convention Center agenda item was particularly compelling and provided valuable insight into the Commission’s responsibilities and its collaboration with City staff.
To deepen my understanding, I reviewed past meetings on the Measure J YouTube playlist, focusing on:
• The Community Initiated Projects funding process and to learn about the Commissioner responsibilities once they paired to the grantee. • The Convention Center remodel vision and its connectivity to other areas of our community, as well as potential benefits to our businesses • Discussions leading to the 71% voter approval in November 2024 to remove the March 2037 sunset clause
I also reviewed historical meeting minutes (2012 and 2016) to better understand the program’s early development and the shift toward larger-scale projects.
I recognize the importance of honoring Measure J’s history while continuing to evolve to meet the city’s future needs.
Education
I earned a Bachelor of Arts in Economics, with a minor in Business Finance, from the College of William & Mary.
I bring nearly 30 years of professional experience across consulting, Fortune 500 companies, and high-growth startups, with leadership roles spanning finance, operations, customer experience, legal, and human resources.
Background/Work Experience/Civic Involvement:
I began my career at Accenture, where I developed a strong foundation in consulting and problem-solving. I later held operational leadership roles at SiriusXM and NetApp, where I led initiatives impacting over 3,000 employees and improved customer-facing processes.
After those 10 years, I took on a role as Customer Success Executive for Salesforce. In this role, I partnered directly with enterprise clients such as Apple and Intel, helping guide capital budgeting decisions and overseeing multi-million-dollar project execution..
Over the past decade, I have held executive leadership roles at high-growth startups including ZipRecruiter and ServiceTitan. Most recently, I was Chief Operating Officer for BuildOps, which is the business operations software for large Commercial Contractors. I oversaw Finance, Legal, M&A, HR, and Customer Experience, helping scale the company from $7M to $55M in revenue and from 80 to 350 employees.

This experience has given me deep expertise in financial oversight, resource allocation, and accountability for large-scale initiatives.
My civic involvement in the community includes volunteering for the Palm Springs International Film Festival and Modernism Week. Both events demonstrate our Palm Springs values and showcase to the world what makes this city unique. This year, I will get more involved in Modernism Week as I have been selected to be a Tour Guide on the famous double-decker bus tour.
If selected for Measure J Commission, this would be my first formal public service role since serving as a legislative page in high school, and I would be committed to making a meaningful contribution.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
My understanding is that the primary functions of the Measure J Oversight Commission are:
1. Monitor/oversight how Measure J funds are spent and project progress
2. Review/evaluate project applications on how they align with long-term city benefit and the Measure J charter
3. Make recommendations to City Council based on project proposal review
4. Review the Director of Finance’s estimated annual revenue budget
5. Take an active role in reviewing annual independent audits on the use of Measure J funds
6. Provide periodic reports on the projects assigned to each respective Commissioner for oversight
The procedures include:
1. Monthly Commission meetings
2. Community engagement - largely through public comment tied to meetings
3. A clear project submission and review process - including an application, Commission review, City Staff report, Commission Recommendation, and then a formal approval by City Council vote.
4. Project decision criteria, which is outlined by the ten bullet points listed on the Measure J projects (CIP) page
In terms of regulations, my understanding is based on what I learned from the Measure J charter (Chapter 2.59). The Commission is composed of nine Commissioners, with two alternates, serving three-year terms. The Commission must maintain transparency and remain open to community input as a citizen advisory body. For the primary responsibility of oversight, the Commission focuses on review, evaluation, and progress of projects that align to the criteria listed on Measure J web page. In this capacity, the Commission does not have authority to approve projects; but rather, makes recommendations to the City Council for final decisions.

What issues or problems face the board/commission? Do you have any suggestions to address them?:
The Measure J Commission appears to be functioning effectively; however, there are opportunities to strengthen transparency, community awareness, and project oversight.
If given a seat on the Commission, my attention would focus on these potential areas to ensure Measure J maximizes the potential for the City and delivers on the charter.
1. Ensuring there are enough funds/active projects, including awareness, allocated to Community Initiated Projects.
For the residents of Palm Springs, it’s important that they are aware of the active/completed projects, as well as have an understanding on how to access the process. There are 25 active projects as of the April 16th meeting, and there’s a Gallery of Progress of past projects on the website. However, I could not easily find a list of all completed projects or the number of projects considered/not funded. This is a matter of education and communication.
My suggestions:
• Ensure a good balance between large dollar projects and high impact smaller projects to have a healthy quantity of active projects
• Mitigate project overages and publicize when Community Initiated Projects are completed under budget/on time. We could even recognize the CIP of the Year to demonstrate a well-run project with significant impact on the community. • Provide the community with metrics on project approval rates and completion milestones
• Partner with the City of Palm Springs Office of Communications (and possibly One-PS) to provide a quarterly update on key accomplishments and impact
2. Maintaining a priority on road maintenance
Measure J has become synonymous with Road Improvements and benefits everyone who lives in, works in, and visits Palm Springs. This Commission has done an incredible job to make road maintenance more proactive and give the community insight. This may become a concern if there is perception roads are de-prioritized based on the final budget to address other important projects, such as the Convention Center.
My suggestions:
• Be clear that Street Repairs remain the largest line item in the Measure J budget and give an example of what $6M in funds covers (assuming the 2030 figure in the current budget proposal)
• Upon completion of the Convention Center improvement, show the community the increase in Measure J funding due to this investment
1 – Page 58 of 188
• If needed, allocate a percentage of the increased funding and/or release some of the unrestricted Fund balance directly to Street Repairs to augment the $6M budget in 2030 to 2035
3. Providing timely oversight and updates on projects under the care of each Commissioner Given that oversight is the top responsibility, the Commission should ensure consistent, timely, and transparent reporting on all assigned projects.. More importantly, the reports should acknowledge when projects are on track and well run, and conversely, should hold Project Owners accountable to remediation when they are not.
My suggestions:
• Address any “past due” Commission Reports at the monthly meeting as needed • Post a few “model” Report examples on the website so the public knows what great looks like
• Showcase a Commissioner Report each month on the Measure J website for public consumption
Across all of these areas, my focus would be on improving transparency, strengthening accountability, and ensuring that Measure J funds deliver clear, measurable value to the community.
Overall, I bring extensive experience managing multi-million-dollar budgets, leading cross- functional teams, and delivering results in complex environments. I would apply that experience to help ensure Measure J funds are used effectively, transparently, and in alignment with community priorities.
It would be an honor to serve and contribute to the continued success of Palm Springs.

· Also involved in management of various HOA’s where I have owned a home Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
· From watching a number of the commission meetings and reading the overview on the city website, my understanding is that the commission follows traditional operational guidelines and focuses on appropriately allocating funding through thorough evaluation to projects or needs that benefit the City, residents, and visitors of Palm Springs.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
· I have observed that the commission faces a tough balancing act as it decides how to allocate the Measure J funds. Good decision-making appears to require strong coordination with other commissions, the City Council, and public interests. Clearly this complex combination of interested parties requires the commission to make well-researched and justified allocation decisions that might not satisfy all stakeholders. It seems to me that the decision-making process benefits from a holistic view that emphasizes quality of life for Palm Springs residents while also driving benefits for the tourism industry.

As an Alternate Commissioner on the Measure J Oversight Commission, I have attended all meetings over the past year. This has included regular budget reviews as well as several presentations on expansion of the Convention Center and development of a connective corridor from the Convention Center to downtown retail businesses and restaurants. Additionally, I have been assigned oversight responsibility on community initiated projects including the LGBTQ+ Center solar project and the First Baptist Church project.

Background/Work Experience/Civic Involvement:
I was previously on the City of Palm Springs Human Rights Commission serving from 2010 – 2016 and served as vice-chair and chair of the commission. Prior to moving to Palm Springs I served on the City of Signal Hill Planning Commission for 4 years, serving as vice-chair and chair during the development of the Hilltop Specific Plan which contemplated the full multi- million dollar “build-out” of the hilltop section of the City of Signal Hill. That plan is now essentially complete. In addition, the Planning Commission worked with the City Council in promoting economic development to attract sales tax producing businesses to the City of Signal Hill.
I have worked in the non-profit sector for many years, serving as the Executive Director of the Long Beach LGBT+ Community Center, was on the planning committee and instrumental in producing the first HRCF (now Human Rights Campaign) fundraising event in Southern California. I worked for the Mizell Center as Director of Development for nearly 10 years, and wrote and developed the original grant for the current Meals on Wheels program. I was the first Director of Public Policy for Desert AIDS Project in 2002 leading outreach to all Congressional Districts in the DAP service area and extended outreach to all Congressional Districts in the San Bernardino/Riverside eligible metropolitan area for Ryan White funding. I planned and made frequent visits to Washington, DC and Sacramento to advocate for additional funding for HIV/AIDS treatment and prevention. I served on the National AIDS Action Board and on the Board and also as vice-chair of the CAEAR Coalition. I was a member of the founding class of Leadership Coachella Valley, served on the Board of Directors of the Desert Business Association and the local Association of Fundraising Professionals. I most recently served on the Board of Directors of the Coachella Valley Alzheimer’s Association.
I have served as Executive Director of The Joslyn Center and developed the Joslyn Wellness Center which is a holistic approach to wellness for seniors and older adults. This program received National recognition as a Program of Excellence by the National Council on
1 – Page 65 of 188
Aging/National Association of Senior Centers. The program now provides services to the Hispanic community with bi-lingual/Spanish speaking counselors throughout the Coachella Valley.
I have had extensive experience in managing large capital improvement and infrastructure projects while at Mizell Senior Center and at The Joslyn Center and managing budget over- runs and maintaining compliance with Community Development Block Grant requirements.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
The Measure J Commission was formed as a part of the voter approved initiative in 2011 that approved a 1% increase in sales tax for Capital Improvement Projects initially focusing on downtown revitalization efforts. The passage of Measure J called for the formation of an oversight commission tasked with recommending capital improvements. The responsibility of the Measure J Commission is to provide oversight over the spending of Measure J funds, develop budgets and review projects that are funded fully or partially by Measure J funds and to make necessary adjustments for cost over-runs. Additionally, the Commission reviews, approves, and monitors Community Initiated Projects which have historically been approximately $1M of the overall budget. The Commission is also tasked with regular review of the Financial Reports and audits of Measure J spending to ensure that it is maintaining the original intent of the measure.
Measure J was initially proposed to “sunset”, but was extended in 2024.
One of the initial areas of focus in addition to downtown revitalization was improvement in roads and transportation. Also, parks and recreation, the library, airport, public safety and other vital infrastructure items were eventually included in the Measure J Commission portfolio. Infrastructure improvements that support economic benefit and increased sales tax revenue to the City of Palm Springs are under consideration and review. Supporting the revitalization of the Plaza Theatre is an example of infrastructure improvements that also result in increased sales tax by bringing more locals and tourists to downtown to dine and shop. This also includes improvements to the Convention Center to support more and larger conventions and the development of a pedestrian friendly walking district from the Convention Center to downtown businesses.
A significant aspect of the Commission duties is to invite submissions on Community Initiated Projects in order for the community to have direct input and experience in the city-wide infrastructure projects and improvements.
Measure J funds are primarily focused on Capital Improvement and Infrastructure funding and the Commission is eliminating funding for security and maintenance in the downtown area finding that those were personnel rather than infrastructure funds.
Measure J funds have been a critical source of funding as the state has reduced and eliminated local revenue sources for capital improvement. These improvements are a significant resource for maintaining quality of life for residents in the City of Palm Springs and supporting increased economic development.
1 – Page 66 of 188
What issues or problems face the board/commission? Do you have any suggestions to address them?:
Education efforts should be improved to let residents know of the importance of these funds and that tourism dollars spent still contribute the majority of funds for Measure J. Making Measure J more impactful to the residents could include reducing the carry-over fund balances to funding for Community Initiated Projects. Another important educational opportunity is to show that the use of Measure J Funds to help increase economic development will have a lasting and long-term impact on funding for infrastructure such as road repair and maintenance and other capital improvement and infrastructure projects that improve the quality of life of the residents. It is interesting to note that since the passage of Measure J, many similar measures have been passed in other Coachella Valley cities because of the obvious success and example provided by Measure J.
In my participation in Commission meetings, it is apparent that Measure J funds make up a “piece of the pie” related to other projects with Parks and Recreation, Library, Public Safety, etc. There should be more effort to provide an overview of these projects and how Measure J funds mesh with the overall outcome and the timing of the projects for accurate budgeting.
One of the more significant challenges is the surge in the cost of public infrastructure projects. This severely impacts budgeting decisions and necessitates the reallocation of funds and possible de-funding of other important projects. This would take a very close review and coordination of projects and potentially placing additional funds in a cost reserve fund to help cover these significant increases.
Finally, increasing outreach to the underserved communities in North Palm Springs and in other economically disadvantaged areas, would help increase the community impact and benefit to all citizens of Palm Springs.

Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I serve as a Human Resources Advisor to the Main Street Palm Springs organization since 2019, a monthly gathering of downtown and uptown Small Business Owners including retail shops, restaurants/bars, service providers, educational institutes, non-profits, etc. I am very aware of the growth and development of large and small businesses throughout the Greater Coachella Valley, and support our city’s advancements.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
I sense that there is a gewat deal of mistrust by our current residents and some visitors directed towards some previous Palm Springs’ elected and appointed officials, and only more transparency and fesh eyes/perspectives can build that back.

Background/Work Experience/Civic Involvement:
I am interested in serving a second term on the Measure J Commission. My experience thus far has been both deeply meaningful and profoundly grounding. It has been an honor to serve our beautiful city and to contribute, in a small but meaningful way, to advancing the shared values that Measure J represents.
This role has offered a unique opportunity to witness the impact of thoughtful, community- centered investment. Supporting organizations whose work strengthens our social fabric has been both rewarding and purposeful. I have come to appreciate even more the care, collaboration, and responsibility required to ensure these funds truly serve the mission and the people they are intended to benefit.
I would be grateful for the opportunity to continue this work, to deepen my understanding, and to further contribute to the Commission’s efforts in stewarding resources with integrity, equity, and vision for the future.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I am currently serving on this commission; seeking a second term.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
One of the ongoing challenges facing the Commission is the imbalance between the number of strong applications received and the available funding. While this will likely remain a structural reality, it underscores the importance of our continued commitment to thoughtful stewardship. My suggestion is that we remain collaborative in our approach, continue refining evaluation criteria as needed, and stay flexible and responsive to the evolving needs of our community. In doing so, we can ensure the most impactful use of limited resources while remaining fair, transparent, and mission-aligned.

Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
The Measure J Oversight Commission is a body of Palm Springs citizens (or those who live or work here) that monitors and makes recommendations for spending the 1% sales tax revenue originally approved by voters in 2011 and made permanent in 2024. Its primary function is to ensure the funds are appropriately allocated toward public safety, infrastructure, and downtown revitalization. The commission reviews audits and prioritizes Community-Initiated Projects to provide formal budget recommendations to the City Council, and it operates under procedures set forth in Chapter 2.59 of the Palm Springs Municipal Code.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
• Public Safety Wages
o There seems to be ongoing debate regarding whether Measure J funds should be restricted to capital improvements or used for personnel costs of additional public safety employees. While the municipal code does not explicitly limit the types of expenditures, there is public expectation that the 1% tax act as a "quality of life" multiplier for new infrastructure, rather than a tool to supplant the general operating budget. While I don’t have a specific proposal to end this controversy, I believe it could be mitigated through more precise communication from the City Council regarding how these expenditures specifically enhance, rather than simply maintain, city services. • Vetting CIP Applications
o I am aware of past friction regarding the Commission’s rejection of seemingly worthy Community-Initiated Project (CIP) applications due to the inclusion of impermissible operating expenses, such as wages. These rejections can create a disconnect between the Commission and the public. To address this, the Commission and City Council should collaborate on a more robust educational outreach effort to better explain the "brick-and-mortar" limitations and the fiscal reasoning behind them before and during the CIP application cycle. • Long-Term Debt & Discretion
o While Measure J has funded great projects like the Plaza Theatre and the Library renovation, the decision to make the tax permanent allows for the assumption of significant new debt. A growing concern is that over- committing future revenues to debt servicing could "tie the hands" of future Commissions and City Councils, reducing their discretionary oversight. This
1 – Page 83 of 188
requires vigilant supervision to ensure a healthy balance between ambitious capital reinvestment and long-term fiscal flexibility.

Background/Work Experience/Civic Involvement:
I recently completed a 20-year federal career spanning four agencies: USDA Food and Nutrition Service, FDA, FEMA, and AmeriCorps/CNCS. Most recently, I served as Division Director at USDA's Food and Nutrition Service Western Regional Office in San Francisco, where I led a 22-person division overseeing seven federal nutrition programs across 10 states and territories with $2.3 billion in combined annual budgets serving 1.6 million participants.
My career has centered on program oversight, budget management, regulatory compliance, and stakeholder engagement at every level.
At FEMA, I managed a $100 million annual grants portfolio and oversaw $17.9 million in disaster recovery assistance during the 2017 Northern California wildfires. At FDA, I managed operational budgets and served as the district-level lead on an $75 million facility construction and relocation project. Throughout my career, I have been responsible for ensuring public dollars are spent effectively, transparently, and in alignment with the intent of the funding source.
I grew up in San Diego receiving public assistance, including WIC, SNAP, and school nutrition benefits. That experience drives my commitment to making sure public investments reach the people and communities they are meant to serve. I moved to Palm Springs in November 2025 and am eager to contribute to my new community.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
The Measure J Oversight Commission is a nine-member body appointed by the City Council to review and make recommendations on how funds generated by the city's 1% transactions and use tax are spent. The tax was approved by voters in 2011 and made permanent through a November 2024 ballot measure removing its sunset clause. The commission meets monthly on the third Thursday at 5:30 p.m. and is staffed by the Finance Department.
The commission's primary functions include reviewing the annual Measure J budget, receiving regular financial and project status updates from city staff, and recommending funding allocations to the City Council for final approval. This includes oversight of major
1 – Page 87 of 188
capital improvement projects like street repairs, the library renovation, fire station relocation, and park improvements, as well as the community-initiated projects program, where residents and organizations propose projects for Measure J funding. Commissioners are also assigned individual oversight roles on specific funded projects to track progress and report back to the full commission.
The commission is advisory in nature. It makes recommendations to the City Council, which holds final approval authority over Measure J expenditures. Revenue currently generates approximately $23 million annually, with $91 million in projects in the current five-year Capital Improvement Program pipeline. The commission also has a role in evaluating and ranking community-initiated project applications against established criteria before forwarding recommendations to staff and Council.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
The commission faces a growing tension between funding large-scale capital projects and maintaining meaningful investment in community-initiated projects. The community project budget is dropping from $6 million to $1 million in the upcoming fiscal year, while demand continues to grow. Last cycle, the commission received 52 applications requesting over $18 million. As large capital commitments like the convention center renovation add debt service obligations to the Measure J fund, less capacity remains for the smaller projects that often have the most direct and visible impact on residents' daily lives.
This matters because Measure J is a sales tax assessed on everyone who shops in Palm Springs, residents and visitors alike. Keeping residents centered in how these funds are allocated is essential to maintaining the public trust that led voters to make the tax permanent in 2024. The commission should continue to advocate for a sustainable balance between large capital investments and community-facing projects, and push for long-term financing strategies that don't crowd out community priorities over time.
I also think the commission can be most effective when it stays focused on its advisory role over Measure J fund allocation and oversight. In watching recent meetings, I noticed that broader city policy discussions, while understandable and important, can pull the commission into areas that fall under City Council jurisdiction. Staying disciplined about scope helps the commission maintain its credibility and ensures residents know where to direct their input on different types of decisions.
I would bring experience managing exactly these kinds of tensions. My federal career involved balancing competing priorities across large program portfolios, making transparent funding decisions with limited resources, and communicating those decisions clearly to stakeholders and the public.

Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I am quite familiar with the process of commission work and meeting protocols. Rules of order. Respect for public access to information and in addressing the body. My technical / professional experience in this work is limited. I do believe my civic experience would add a dimension to the commission that is not currently obvious.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
No problems or issues, per se. My experience in neighborhood leadership as well as the understanding of what motivates (and triggers) neighborhoods could be of service to the Commission. Too often I hear the frustrations of neighborhoods about the status and the lagging timelines affecting development projects; notably hotels. I believe I could provide the Commission with a unique perspective from the largest constituency in Palm Springs, as well as ways in which the Commission could best communicate about development projects, with the goal of calming the unsettled as well as securing support, as appropriate. I would not be serving both as Planning Commissioner and Chair of ONEPS simultaneously. I am not seeking re-election to an unprecedented fourth term. However, I would remain on the board as a non-voting, ex-offcio member.

Education
bachelor of Science degree University of Minnesota
Background/Work Experience/Civic Involvement:
I worked for several healthcare software companies throughout my career in an executive capacity including Sales, Marketing, Product Management, Client Services, Planning & Business Development.
I have volunteered for many years assisting the homeless population including starting a advocasy group in Palm Springs called Community Partnership on Homelessness.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I have gained a solid understanding of the policies, hearing procedures, roles and responsibilities of the commissioners and the planning department staff. Over time I have developed an appreciation of the nuances associated with many different types of applications coming in front of the commission. I have also developed a working understanding of various State regulations and local zoning guidelines that impact commission decisions along side of the General Plan.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
I think probably the current most important issue relates to how the Planning Commission and the ARC navigate the softer boundaries between the role and responsibility of each body. Over time and with renewed focus, the efforts of our current Chair and the Director of Planning have been effective in improving this process during the public hearings, which can take consistent vigilance. Subcommittees comprised of members from each body also seem to be effective.

I have not yet attended a Planning Commission meeting, as I have recently relocated to Palm Springs. While I am still new to the community and haven’t yet had the opportunity to be deeply involved in local organizations, I bring a strong professional background in city planning and urban design across the public, private, and nonprofit sectors. My work has spanned city planning, urban design, economic development, and placemaking, often in collaboration with planning commissions, elected officials, community stakeholders, and development teams.
I am a certified planner (AICP) and CNU-Accredited (CNU-A), and have been highly active with the American Planning Association, including involvement with the national LGBTQ division, a Texas Chapter APA Leadership Program Alumni (2023), and service on the DEI Committee within the Kentucky Chapter of APA. These experiences have reinforced the importance of thoughtful, inclusive, and well-informed decision-making at the commission level.
Coming to Palm Springs as a new resident, I offer a fresh and objective perspective grounded in professional best practices, while being very mindful and respectful of the City’s unique character, history, and regulatory framework. I am committed to learning quickly, attending meetings, and engaging constructively with fellow commissioners, staff, applicants, and the public if appointed.
Education
I hold a Bachelor of Science in Geography with a concentration in Urban and Regional Planning from Texas State University (2016), along with a minor in Business Administration.
During my undergraduate studies, I also completed a certificate in Geographic Information Systems (GIS) and Location Analysis, which provided a technical grounding in spatial analysis, land use evaluation, and data-supported planning.
I also have a Master of Science in Urban Design and City Planning from the Bartlett School of Planning at University College London (UCL) in 2018. My graduate coursework focused on urban design, planning policy, and development frameworks, with an emphasis on how planning decisions shape the built environment and influence community outcomes.
I believe my educational background has prepared me to engage thoughtfully and critically in plan implementation, development review, and policy-based decision-making, a valuable skill set for the commission.
Background/Work Experience/Civic Involvement:
I began my professional career as an Urban Designer with Code Studio in Austin, Texas, shortly after completing my graduate studies. In that role, I worked primarily on form-based codes and regulatory frameworks for communities across the country, including Re:Code LA in downtown Los Angeles. This experience gave me a strong understanding of how zoning, design standards, and land use regulations are written and applied to shape development
1 – Page 102 of 188
outcomes on the ground.
From there, I moved into nonprofit work with the Corpus Christi Downtown Management District, where I served as an Urban Design and City Planning Manager. My work focused on downtown revitalization and beautification efforts, along with advising on development proposals seeking TIRZ/TIF funding. That role provided direct exposure to how redevelopment goals, public investment tools, and private development interests intersect in a downtown context.
I then joined the City of Corpus Christi’s Long Range Planning Department as a City Planner, where I worked on multiple area development plans covering different parts of the city. I regularly participated in biweekly Technical Advisory Committee meetings, collaborating with city departments and external agencies to ensure that subdivision and plat reviews reflected the intent of adopted long-range plans.
I was then promoted to worked within the City’s Economic Development Department as a Special Projects Manager. There, I helped develop incentive programs aimed at attracting new development and supporting broader economic objectives. This experience strengthened my understanding of how planning decisions are tied to economic strategy, investment timing, and policy considerations.
I then moved to Durham, North Carolina, where I served as Director of Creative Activations for Downtown Durham, Inc, a Business Improvement District. In that position, I worked closely with local businesses and arts organizations to develop downtown programming such as Third Friday art walks, while also advocating for policy changes that supported downtown employees, including reduced parking options.
In my current role, I am an Urban Planner with WSP, a global engineering and professional services firm. I work within the transportation planning practice on projects such as Safe Streets for All (SS4A) Comprehensive Safety Action Plans, downtown master plans, resiliency-focused transportation plans, and land use- and transportation-based corridor studies for communities across the country.
Across these roles, I have gained firsthand experience with planning and development from multiple vantage points, including the regulatory, design, economic, and implementation-focused aspects. This experience has shaped how I would evaluate projects and policy choices, and I believe it would allow me to contribute thoughtful, practical insight to the Planning Commission’s work in Palm Springs.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I understand that the Palm Springs Planning Commission serves as both a decision-making and advisory body responsible for reviewing development applications and evaluating land use matters for consistency with the City’s General Plan, Zoning Code, and Municipal Code.
1 – Page 103 of 188
The Commission reviews items such as conditional use permits, subdivision maps, architectural and site plan matters, and other land use entitlements, with many actions being final unless appealed to the City Council.
Iam familiar with the Commission’s procedures, including how meetings are structured around staff presentations, applicant testimony, public comment, and Commission deliberation, and how actions are limited to properly noticed agenda items in compliance with open meeting act requirements. I also understand the Commission’s role within Palm Springs’ broader planning framework, including coordination with planning staff and related review bodies such as the Historic Site Preservation Board.
My professional experience closely aligns with these functions. I have worked directly with planning commissions and technical advisory committees in public meeting settings, reviewing development proposals, subdivision plats, and long-range planning efforts for consistency with adopted plans and policies. I am accustomed to reading and writing staff reports, evaluating findings, asking clarifying questions, and weighing project-level details against broader planning goals from both the perspective of a reviewer and as a practitioner supporting the process.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
A key challenge facing the Palm Springs Planning Commission is managing increasing development pressure while preserving the City’s unique character and responding to state-mandated housing requirements. As growth continues, it can be easy for plan reviews to become overly focused on the specifics of an individual site without fully considering how a project fits into the City’s broader priorities and long-term vision.
I believe the Commission plays an important role in maintaining that bigger-picture perspective. Grounding discussions and recommendations in the City’s adopted plans, policies, and strategic goals helps ensure that individual decisions contribute to meaningful, balanced outcomes rather than isolated approvals. Consistently tying project-level reviews back to overall citywide objectives can support better judgment, clearer decision-making, and a more thoughtful balance between growth, community character, and housing needs.

Education
Bachelor’s Degree in Architecture, University of California, Berkeley Background/Work Experience/Civic Involvement:
Prior to establishing my own design firm, R2d Design, in 2009, I worked for 22 years at David Jay Flood Architect in Santa Monica where I was Vice President. I have designed numerous architecture projects including over 1,600 units of multi-family housing, 30 projects at universities (CSU Channel Islands, USC & Loyola Marymount University, Pepperdine University, Occidental and Pomona Colleges), community centers, recreation facilities and master plans for housing, educational campuses & an 8,000 acre resort. Some of my projects have been recognized by the AIA, ASU, PCBC, Pre-stressed Concrete Institute & Curbed LA.
I served on the Palm Springs Architectural Review Committee for 7 years as Vice Chair and on the Planning Commission for the last 2 1/2 years. I’ve made presentations at the Municipal Green Building Conference & the WACUHO annual meeting. I served on Long Beach’s Green Ribbon Committee, charged with creating policy for the development & construction of sustainable projects in the City.
I am active with the Little Tuscany Neighborhood Organization, having served on its board and various committees and I have organized several neighborhood home tours for Modernism Week. I was a founder of the Borderline Neighborhood in Santa Monica & Co- chair of the Improvement Committee where I helped institute a street tree replacement program and the design/construction of a fully-sustainable “Living Street”, the first of its kind in the country. I also served on the Art Selection Committee for the Longfellow St. project in Santa Monica.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
During the course of my professional career, I have had many opportunities to present projects before Zoning Administrators, Architectural Review Boards, Planning Commissions and City Councils. I am very familiar with zoning regulations and the role and authority the Planning Commission has in reviewing projects and making recommendations to approve or deny a project based on compliance, design, aesthetics and a good community fit.
As a former committee member of ARC and a current Planning Commissioner, I understand the relationship between the Planning Commission and City Council and I have worked to make the best possible recommendations that support Council’s priorities.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
Since the Zoning Code has not been updated since the 1980’s, one of the biggest challenges facing the Planning Commission and the City will be to review the new proposed draft Zoning
1 – Page 107 of 188
Code. Palm Springs has changed dramatically over the last 40 years. The problem today is to try to anticipate and plan for what potential changes could occur in the future and how the new Zoning Code will address them. Understanding how current priorities, environmental impacts, technology advances, housing demands and market pressures will shape the future, while still trying to maintain Palm Springs’ uniqueness is the challenge ahead.

PLANNING COMMISSION: Working as an Unrban Planner, Project Manager and serving on a Planning and Design Commission, I understand the guiding principles of urban planning, environmental review (CEQA), building permit plan checking and the review of technical reports (design sections, soils, geotechnical, traffic, shadow, and landscaping ) necessary to properly review projects and make informed recommendations. I understand the components of a City’s General Plans, its Specific Plans and Capital Plans that are the oundation for the urban development of a City. I also am familiar with local Zoning Codes, the objective standards for construction and development. I am able and capable to read and understand staff reports and the analysis needed to make findings for approving or denying planning projects. I have served and chaired two commissions in the past and understand its basic function, order, format and the role and responsibilities of a commissioner.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
All California Cities, partiularly Palm Spring face numerous challenges. Recent changes to State Law and the need to update and revamp plans and codes to reflect these laws in a timely manner. Along with responding to these changes to State Lawn, Palm Springs must face balancing its low-density mid-century charm, character, and resort-styled environment, with the need to increase housing, accommodate higher density and height, as well as expand residential services to serve these new residents, many of whom will be permanent and not seasonal. With additional growth and expansion, Palm Spring will need to work on establishing nodes and areas that can accommodate higher desnity residential growth that are sensitive to existing neighborhoods and districts, develop a comprensive transportation and business parking plan to better serve the community as tourism grows and improve public transportatation to accomodate higher desnity. The local Housing Element will need to address thresholds and housing unit numbers and types to comply with law, and match this housing with local employment, which is primarily seasonal and lower-paying.

Education
Yale, BA, Economics & Political Science;
New York University, MBA, Finance;
University of Southern California, MPH, Health Services & Policy; Fordham U. School of Law, JD
In 2022, I received the Stonewall Volunteer of the Year Award from Palm Springs Pride and the Legacy Award from Brothers in the Desert.
Background/Work Experience/Civic Involvement:
I'm a resident of Palm Springs since 2014, and served a full 3-yr term as Treasurer of the Palm Springs Library Board of Trustees. I lead two nonprofits: Let’s Kick ASS Palm Springs, a group that celebrated its 10th anniversary serving people aging with HIV in the Coachella Valley, and HIV and Aging Institute, a policy organization bridging the gap between aging and HIV services. Since 2024, I have been serving on the Riverside County Advisory Council on Aging representing District 4.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
My experience serving on public advisory bodies has given me a strong understanding of how commissions function within local and state government. I currently serve on the Riverside County Advisory Council on Aging, which advises the County Office on Aging and the Board of Supervisors on issues affecting older adults. Through this role I participate in meetings conducted under the California Brown Act, including agenda review, public comment procedures, and the transparent deliberation of policy recommendations.
I have also served on the Palm Springs Library Board of Trustees, where I worked with fellow trustees and city staff to support the library’s mission and ensure that programs and services reflect the needs of the community. That experience further strengthened my understanding of the responsibilities of advisory bodies, including collaboration with staff, reviewing policy and program initiatives, and providing recommendations that inform decisions by elected officials.
In addition, I serve on the California Department of Aging’s Equity Advisory Committee on Aging and Disability, which advises the state on implementation of the California Master Plan for Aging. In that role I work with state officials and community leaders to identify equity gaps and provide recommendations to strengthen policies affecting older adults and people with disabilities across California.
My professional work also includes founding and leading the Aging and HIV Institute, where I focus on the intersection of aging, public health, and social services. This work regularly involves engaging with government agencies, analyzing policy proposals, submitting formal public comments, and advocating for equitable access to services for marginalized
1 – Page 120 of 188
communities.
Through these experiences I have developed a strong appreciation for the role commissions play in public governance. Effective commissions help elevate community concerns, ensure transparency in decision making, and advise local government on policies that advance fairness, dignity, and equal opportunity. If appointed to the Human Rights Commission, I would bring both my policy experience and my commitment to collaborative public service to support the Commission’s work on behalf of the Palm Springs community.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
The Human Rights Commission is addressing several important issues that reflect both evolving community needs and the Commission’s role in advising the City Council on matters of equity, fairness, and inclusion. One of the most significant is the effort to update Chapter
2.45 of the Palm Springs Municipal Code. Modernizing language related to domestic partnerships and LGBTQ+ rights, and aligning the Commission’s work with the City Council’s 2045 Strategic Plan, are important steps to ensure that the Commission’s mandate reflects both current law and the lived realities of Palm Springs residents.
Another important issue involves strengthening the Community Service Awards program following past controversies. Establishing measurable criteria and transparent vetting procedures will help restore confidence in the program and ensure that it reflects the values of integrity and fairness that the Commission seeks to promote.
The Commission is also exploring ways to respond constructively to reports of discrimination and community tensions. Initiatives such as interfaith dialogue, documentary screenings, and other community conversations can help build understanding while reaffirming Palm Springs’ longstanding commitment to inclusion. Efforts to expand civic engagement through a student representative program and increased collaboration with other city boards and commissions are also promising ways to broaden participation and bring new perspectives into the Commission’s work.
Finally, the Commission is considering a broader engagement with human services issues such as housing equity, homelessness resources, and immigrant services. These areas recognize that human rights are often experienced through access to basic supports and opportunities that allow residents to live with dignity.
My background may be useful in several of these areas. Through my work as founder of the Aging and HIV Institute, I focus on the intersection of aging, public health, and equity in social service systems. Palm Springs has one of the largest populations of older adults in California, including many LGBTQ+ residents and people aging with HIV. My work often involves identifying gaps between public policy and lived experience and helping institutions respond
1 – Page 121 of 188
in ways that are thoughtful, evidence-informed, and community centered.
I also bring experience serving on public advisory bodies, including the Riverside County Advisory Council on Aging and previously the Palm Springs Library Board of Trustees. Both roles operate under the California Brown Act and involve agenda setting, public comment, and collaboration with staff and elected officials. These experiences have given me a strong appreciation for the responsibilities of public service and the importance of transparency and respectful deliberation.
Locally, my work with organizations and partners across the Coachella Valley has involved building relationships among community groups, healthcare providers, and public agencies to address issues affecting older adults and marginalized communities. Those collaborations have reinforced for me how important it is for public bodies to listen carefully to community voices while also helping translate those concerns into constructive policy discussions.
If appointed, I would hope to contribute by helping the Commission connect its human rights mission with the everyday experiences of Palm Springs residents. That might include strengthening engagement with community organizations, supporting thoughtful updates to policy language, and ensuring that the Commission continues to reflect the diversity and dignity of the people who call Palm Springs home.

Regarding the commission you are applying for, list dates of most recent meetings you have attended or watched
Unfortunately, I have not attended any of the monthly Human Rights meetings in several years; however, I remain extremely interested in becoming involved again in this area and would welcome the opportunity to assist wherever and whenever needed.
Education
I graduated from Palm Springs High School before continuing my education at College of the Desert and later attending San Diego State University. I ultimately earned her bachelor’s degree from University of Phoenix.
Background/Work Experience/Civic Involvement:
I am a lifelong resident of Palm Springs and care deeply about the well-being and continued growth of our community. Growing up here has given me the opportunity to see both the strengths of our city and the areas where we, as residents, can work together to create a more inclusive and supportive environment for everyone.
My professional background includes many years in leadership roles within the hospitality industry, both in Palm Springs and throughout California. These experiences have strengthened my ability to listen, collaborate, and respond thoughtfully to the needs of diverse communities. I believe these skills, along with my passion for community engagement, would allow me to be a valuable and dedicated member of the Human Rights Committee.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I understand that the Human Rights Commission plays an important role in helping ensure that Palm Springs remains a welcoming and inclusive community for everyone. The commission works closely with the City Council and community members to identify concerns related to discrimination, fairness, and equal opportunity, while also helping guide policies that support human rights. I’m familiar with the importance of open public meetings, community input, and thoughtful discussion when reviewing issues that affect residents and visitors alike. Having grown up in Palm Springs, I value the city’s diversity and understand how important it is that all voices are heard and respected as we continue working toward a community where everyone feels safe, represented, and supported.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
Palm Springs is known for being an inclusive and welcoming community, but like many growing cities it still faces challenges that the Human Rights Commission can help address.
Some issues include ensuring equitable access to housing and services, supporting vulnerable populations such as seniors, LGBTQ+ youth, and individuals experiencing homelessness, and continuing to address discrimination or bias when it arises. As the city continues to grow and attract visitors from around the world, maintaining a balance between tourism, community needs, and respect for all residents is also important.
1 – Page 137 of 188
One way to address these challenges is through continued community outreach and education so residents know their rights and feel comfortable speaking up if issues arise.
Strengthening partnerships between the commission, local organizations, and community groups can also help identify concerns early and create solutions together. I believe creating open dialogue, listening to community members, and promoting awareness of human rights issues will continue to help Palm Springs remain a city that values diversity, respect, and opportunity for everyone.

I have reviewed the recent monthly commission meetings via available recordings from January 2025 through February 2026.
Education
I hold a Master of Arts from the University of South Dakota.
Background/Work Experience/Civic Involvement:
I’ve built my career around legal support, case management, and client-focused service, with over 15 years of progressive experience in both legal and human services roles. Most recently, I’m working as a litigation paralegal with Eisenberg, Lowrance, Lundell & Lofgren, where I support a busy personal injury team through all phases of prelitigation and litigation, including legal research, drafting, and case management. Prior to that, I spent nearly a decade with Eisenberg, Cutt, Kendell & Olson, supporting multiple partners and associates in complex civil litigation. I developed strong expertise in e-discovery, trial preparation, and ensuring compliance with both state and federal requirements. I also managed litigation files and played a key role in preparing cases for trial and arbitration. In addition to my legal experience, I have a background in public service and counseling. I served as a County Director for outpatient counseling centers and worked with Montgomery County’s Drug Court program, where I collaborated with legal professionals and treatment providers to support rehabilitation efforts. Academically, I hold a master’s degree in interdisciplinary studies with a focus on administration, ethics, counseling, and legal studies, which complements my practical experience. I was also honored as UAJ Paralegal of the Year in 2025. Overall, my background has given me a strong foundation in litigation support, leadership, and ethical client service, and I’m excited to continue contributing in a role where I can support and help drive successful outcomes.”
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
While I have not served on a commission I do sit on an Association for Justice board for paralegals. It is my understanding that the functions regulations and procedures of the Human Rights commission include: The Human Rights Commission plays an important governance and advisory role in supporting the city’s commitment to equity and inclusion. As a commission, its primary responsibility is to advise the city council on policies, programs, and emerging issues related to human rights and discrimination. It also serves as a community-facing body that helps identify concerns such as bias or inequity, and works proactively to address those issues through education, outreach, and collaboration with local organizations and stakeholders. From a board perspective, the commission is responsible for fostering open dialogue, ensuring community voices are heard, and promoting thoughtful, ethical decision-making. It also helps recognize and elevate efforts within the community that advance human rights. Overall, the commission functions as both a strategic advisor and a bridge between the public and city leadership, helping ensure that policies and initiatives reflect fairness, inclusion, and accountability.
1 – Page 141 of 188
What issues or problems face the board/commission? Do you have any suggestions to address them?:
The Palm Springs Human Rights Commission faces several ongoing challenges that require both community awareness and a structured, policy-driven approach. One key issue is ensuring that individuals who experience discrimination feel safe reporting concerns and trust that their voices will be heard. From a legal perspective, accessibility, clarity in reporting processes, and consistency in handling concerns are critical. Another challenge is moving from awareness to measurable impact. While education and outreach are important, there’s often a need for stronger data collection, tracking trends, and evaluating outcomes to ensure efforts are effective and aligned with applicable laws and standards. Additionally, as an advisory body, the commission may face limitations in enforcement authority. That makes it especially important to provide well-researched, clearly supported recommendations to the city council that are grounded in legal principles and best practices. To address these challenges, I would suggest strengthening partnerships with community organizations to improve outreach, while also implementing more structured processes for documenting and analyzing complaints or concerns. Leveraging data and legal research can help identify patterns and support more impactful policy recommendations. I also believe the commission can benefit from clear prioritization of key issues and maintaining strong, consistent communication with city leadership to ensure recommendations are actionable. With my background in litigation, compliance, and case management, I understand the importance of organization, documentation, and follow-through, and I would bring that approach to supporting the commission’s work in a meaningful and effective way.

If I am able to serve on this commission, I will strive to educate residents about any concerns that may arise, resolve any problems that may come before the commission, and continually work to raise community awareness of the necessity to always be vigilant and treat one another with respect.

Regarding the commission you are applying for, list dates of most recent meetings you have attended or watched
I have started engaging with recent Human Rights Commission meetings by reviewing agendas and recordings from early 2026 and plan to attend regularly moving forward to stay closely connected to the Commission’s work and priorities.
Education
I am currently a doctoral student in Leadership for Educational Justice at University of Redlands, focusing on equity, access, and economic mobility. I hold a Master’s degree in International Public Policy from Johns Hopkins School of Advanced International Studies (Washington DC), as well as a Master’s degree in International Relations from Central European University (Budapest, Hungary). I also earned a Bachelor’s degree in Arabic Language and Literature from University of Bucharest, grounding my work in cross-cultural understanding and global engagement.
Background/Work Experience/Civic Involvement:
I bring over a decade of experience at the intersection of economic development, education, and community empowerment. As Executive Director of Blue Zones Project Palm Springs, I lead initiatives that integrate well-being into everyday life—across schools, workplaces, and neighborhoods—while advancing equity and access for all residents.
As co-founder and former Executive Director of Caravanserai – Alliance for Entrepreneurs, I have worked extensively with underserved and underrepresented entrepreneurs, including immigrants, first-generation business owners, and faith-based communities. Our work focuses on reducing barriers to opportunity by providing culturally responsive business education, access to capital, and long-term support systems.
My earlier career as a diplomat in the Middle East, along with my research and academic work, has shaped a global perspective on human rights, social inclusion, and economic justice. I currently contribute to statewide efforts as a member of the California Governor’s Entrepreneurship and Economic Mobility Task Force.
I view civic engagement as essential to building inclusive communities and am committed to supporting policies and practices that uphold dignity, equity, and opportunity for all.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
While I have not previously served on a Human Rights Commission, I have developed a strong understanding of its core functions, including advising local government on policies that promote equity and inclusion, reviewing and addressing community concerns related to discrimination and human rights, and supporting education and outreach efforts that advance dignity and access for all residents.
I understand that commissions operate within established municipal frameworks, including adherence to public meeting laws such as the Ralph M. Brown Act, and play an important role in fostering transparent, community-informed decision-making.
Through my professional and civic work, I have collaborated with public agencies, community stakeholders, and diverse populations, which has given me practical insight into how advisory
1 – Page 149 of 188
bodies function, build trust, and translate community needs into actionable recommendations.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
The Commission faces a number of interconnected challenges, many of which reflect broader dynamics in the community. These include ensuring equitable access to resources and opportunities across different populations, addressing disparities experienced by marginalized groups—including LGBTQ+ individuals, immigrant communities, seniors, and low-income residents—and strengthening trust and engagement between community members and local institutions.
Another key challenge is moving from awareness to sustained impact—ensuring that conversations around human rights translate into tangible changes in policy, practice, and everyday experiences. Like many advisory bodies, the Commission may also face limitations in visibility, capacity, and influence in shaping decision-making at the city level.
To address these challenges, I would suggest:
- Strengthening community engagement through more accessible and culturally responsive outreach (including partnerships with trusted local organizations) - Creating clearer pathways for community input to inform policy recommendations - Focusing on a few high-impact priority areas each year to drive measurable progress - Improving communication and visibility so residents better understand the Commission’s role and how to engage
- Building stronger alignment with other city departments and initiatives to ensure human rights considerations are integrated into broader decision-making

I am currently Vice Chair of the City of Palm Springs Human Rights Commission. I started this Commissioners position in March of 2025. I have never missed a meeting in the past 12 months. As a Commissioner on the Human Rights Commission, I understand the need for this Commission... We fall under the jurisdiction of the Palm Springs City Council. Everything the Human Rights Commission does, is done with the knowledge of the City of Palm Springs policies. The Human Rights Commission is made up of nine Commissioners. We, as a Commission, listen to Citizens & Community concerns, and make suggestions to the City Council on those concerns. We encourage the public to attend our monthly meetings. We only deal with concerns that are within the Palm Springs city limits. I am very Proud to have served this past year, as Vice Chair of the Human Rights Commission. I would be honored to serve another term. Thank You... Don Soja

I have not been attending any meetings of the Human Rights Commission, however I have reviewed meeting minutes to see if this commission and I would be a good fit. My history of advocacy work for marginalized communities on national/state/ and local levels and belief that Palm Springs is only strengthened through diversity led me to taking a closer look at the the Human Rights Commission. Although I have been a property owner in Palm Springs for a decade I am pleased that we have decided to be full time members of the community, which led me to get involved on a neighborhood level, and now I’d like to be involved on the municipal level as well.

Background/Work Experience/Civic Involvement:
I am currently a full time real estate agent with Desert Sotheby’s here in Palm Springs. I will copy and paste my resume below as the passion of my life had been raising money and managing candidate campaigns and issue based, state-level referendum campaigns around Marriage Equality. Working with organizations like Human Rights Campaign and National Gay and Lesbian Task Force on the ground in states like Mass, ME, NJ, NY was the most exciting, rewarding, heartbreaking work. I miss it tremendously, but i do not miss working 100 hour a week and traveling nonstop for several years. It’s nice to have my roots planted now in Palm Springs and I would like to bring my same passion for diversity. equity, and inclusion that fueled that chapter in my life and marry it with my current chapter.

Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
My understanding is that the Human Rights Commission is an advisory body focused on promoting inclusion, improving human relations, and helping the City stay connected to what residents are experiencing. It’s not there to enforce or adjudicate, but to surface issues, create space for dialogue, and make thoughtful recommendations.
From a structure standpoint, it operates under the City’s municipal code and follows the Brown Act, so meetings are public, agendas are posted in advance, and there’s an emphasis on transparency and public participation. That piece feels important, because trust in the process is just as important as the outcome.
In terms of how it functions day to day, the Commission meets regularly, hears from the public, and can review concerns related to discrimination or human relations. When appropriate, it can help guide conversations or point people to the right agency if something falls outside its scope. It also plays a role in identifying trends and advising the City on policies or programs that support a more inclusive community.
1 – Page 158 of 188
At a practical level, I think the effectiveness of the Commission comes down to clarity. Clarity around what it does, how it operates, and what people can expect when they come forward.
When that’s in place, it’s much easier for the Commission to do what it’s meant to do, which is be a steady, credible resource for the community.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
At its core, the Commission serves as an advisory and human relations body not an enforcement arm of the City. Its role is to educate, offer recommendations, facilitate dialogue when appropriate, document concerns, and connect residents with the right resources when issues fall outside its jurisdiction.
Based on recent materials and public discussion, it seems the Commission has been in a period of evaluation: particularly around its scope, processes, and how its governing ordinance aligns with the City’s current needs. Whether those updates are ongoing or largely addressed, it highlights a broader and ongoing challenge: ensuring the Commission’s role is clearly defined, well understood, and consistently executed in a way that builds public trust.
To me, that presents an opportunity. Clear communication around what the Commission does (and doesn’t do), continued attention to transparency and process, and alignment between its ordinance and day-to-day function all strengthen its effectiveness. Just as importantly, the Commission can continue to lean into its role as a connector making sure residents feel heard and are guided to the right place for resolution when needed.
Ultimately, the goal is less about any single update and more about maintaining clarity, relevance, and trust over time.

Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
I have not previously served on this commission or other commissions. In reviewing the human rights commission meetings, it appears the commission follows a standard committee/commission meeting protocol and procedure. I have been part of committee meetings that follow an agenda and similar protocols and procedures. If chosen to serve on this commission I can quickly become aware of all knowledge, regulations and procedures relevant to the work of the commission. In the meetings I have viewed I appreciate the collaborative nature and open dialogue between the commissioners. In addition, I have come to know the human rights commissioners to be thoughtful, intentional and committed to furthering human rights within the community.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
Homelessness, housing insecurity and affordable housing: developing a strong awareness of how these issues look/are experienced within the community, expand knowledge on current resources and supports, speak out/take action in support of community members experiencing homelessness and housing instability, center accessibility and equity in all infinitives, link housing to human rights
Immigration Enforcement: advocate for residents directly impacted by immigration enforcement, organize and/or participate in mutual aid efforts to protect/support residents impacted by immigration enforcement, frame dignity and safety for city residents regardless of immigration status as a human rights issue
LGBTQ+ rights and safety: ensure that Palm Springs continues to be a safe and inclusive community for all residents, support policies that that enhance inclusion and safety, center the lived experiences of LGBTQ+ residents in developing policies and/or advocating for the community
Racial justice: engage in ongoing discussions and support of local racial justice concerns, integrate an anti-racist framework within decisions and programming, ensure that inclusion and equity are centered in city policies and procedures, expose and/or address racial

inequities within the city
Older Adults: be sensitive and responsive to the unique needs of older adults within the city, increase access to programs and services for older adults, center the inclusion and participation of older adults within decision making
Food insecurity: increase community knowledge around the scope and impact of food insecurity in the city and frame it as a human rights concern, promote short term (emergency food distribution) and long-term solutions to food insecurity in our community Civic engagement: create opportunities for residents to engage in activities that support and/or protect human rights within the city, encourage residents to take part in human rights related initiatives /campaigns
Human rights education promotion: engage in city-wide public knowledge campaigns about the commission and its work and/or important local human rights concerns, promote human rights related issues within school system, at community events, senior centers, etc.
Localized human rights concerns: be aware and responsive to specific human rights issues/concerns as they come up in the city, be a body that centers and advocates for a human rights framework when city policies are developing/being debated or considered, help residents problem solve around human rights concerns,

What issues or problems face the board/commission? Do you have any suggestions to address them?:
The current political environment has taken on an "us versus them" atmosphere that instills fear and suspicion. Reaching out to community organizations and individuals to make sure they are heard and understood without fear of retribution or reprisal is critical to the overall feeling of safety to the community. The Commission has had some operational issues in the past and proactively working to show that those issues have been addressed and over is critical the the Commission success

Education
University of North Carolina School of the Arts School of Filmmaking BFA, Filmmaking Background/Work Experience/Civic Involvement:
I am originally from a small town in rural Pennsylvania (near Gettysburg). I’ve lived in California for 28 years. Although my husband and I only moved to Palm Springs full-time in December, we have been visiting here since 2001.
I have a BFA in Filmmaking from the University of North Carolina School of the Arts, the first public arts conservatory in America. I trained as a talent agent, worked as a manager for actors and Japanese visual artists, in home video distribution, and am now the Business Development Manager – Western USA for Groupe Berkem.
We moved here from West Hollywood where we lived for 21 years. I started a Neighborhood Watch Group there in 2018 which is now part of the WeHo East Neighborhood Watch Group, in which I served as a Co-Captain and helped organize our very successful National Night Out block party each year. I served as a Commissioner on the West Hollywood Public Safety Commission from 2023 until we moved late last year and was the Commission’s liaison to the Disability Advisory Board. I also served on the Los Angeles County District Attorney’s LGBTQ+ Advisory Board in 2025.
I completed the American Red Cross Adult and Pediatric First Aid/CPR/AED certification, Los Angeles County Fire Department CERT Training, and the West Hollywood Sheriff’s Community Academy.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
Promoting Human Rights. Advising the City Council on matters involving Human Rights.
Bringing people together where tensions and misunderstanding exist because of past discriminatory practices, to address current, and prevent future ones. To educate the public on human rights issues. To act as a liaison between residents, visitors, workers, and their government.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
As with any part of municipal government, I think that awareness is always a major issue.
Most residents never attend a City Council, Commission, or Board meeting and few are aware of the resources available to them, until, of course, they really need them. With the
1 – Page 180 of 188
Community Service Awards this Commission has the ability to not only recognize good works done in our community, and inspire good works in others, but also draw attention to the fact that the Commission exists, and can serve as a place for concerns to be brought and discussed and progress to be made. I liked the Commission’s presence at the ONE-PS Community Picnic & Expo and would encourage more visibility like this.
I think that this Commission has more to deal with than ever, and with our current federal government, the work the Commission will need to do will only grow as rights are stripped away. Work has already been done, like maintaining domestic partnerships in the city code.
We need to be prepared to move fast to counter federal actions against vulnerable communities by building even more connections with advocacy groups and other Boards and Commissions.
The rights of the disabled certainly falls under Human Rights and I’m pleased to have heard these issues discussed by Commissioners. I would like to hear more from this community about issues the Commission could address. For example, in West Hollywood electric scooters have become a serious problem by blocking access when left and ridden on sidewalks.
My basic approach would be to do all possible to raise awareness of the Commission, encourage engagement, continue to build ties with resources within and outside of municipal government, and ensure that people know that the Human Right Commission is there to hear their problems and find solutions.

I am an active member of the Human Rights Commission and I have attended every scheduled meeting in 2026, except March, where I had an excused absesnce. During 2025 I attended all scheduled meetings except for 1 or 2 excused absences. These dates were the first Monday of the months with the exeption of a religious/ethnic holiday.
Education
I am a retired physician with an active medical license in IL. I attended St. Louis U. Medical School and an internal medicine residency at the Medical College of VA (now VCU). I certified in the boards of Internal Medicine and Geriatrics. I later attended a full-time MBA program at Northwestern Univeristy Kellogg School of Managment. Currently I am active in the Palm Springs Wrtiers Guild as board Treasurer, and on the board of the Northwestern University Alumni Association of Coachella Valley.
Background/Work Experience/Civic Involvement:
I have served on the Human Rights Commission for 2 years and worked on editing the Municipal Code as it applies to the HRC. And I developed a standardized process to assesss entries to the Community Service Award. I have participated in One-PS HRC booth in 2025, and in 2024 I accompanied the police as they checked on the homeless encampments. I participated in being present during the Friday lunches provided by Well in the Desert, and hung out with the Street Medicine residents from UCR. I have been active at the No Kings Day protests.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve:
Since I already serve on it, under Hugo Loyola for the past 2+ years, I understand the potential activities and advocacy in which we can paritipcate. I also am interested in collaborating with other commissions, seeing how we can work together on projects where we overlap. We worked on creating an active liaison with the Council and now Grace Garner is a our go-to person for our needs. Jeremy Hammond’s leadership has been instrumental as the HRC builds community relevance.
What issues or problems face the board/commission? Do you have any suggestions to address them?:
The HRC’s ongoing issues pivot around the boundaries of what we can and cannot do, which is limited to only educate and advocate. However, we are at work in devleoping strategies that make us more effective and visible to the community. These not only include a presence at parades and celebrations, but also recommending actions the HRC identifies to the city council. I personally see human rights exctending beyond LGBT rights, to include immigrant and healthcare rights. Collaborating with groups who support timmigrants is a potent area of advocacy, where we can act through recommendations to the city council, with the input of Grace Ganer.
