7 BACKGROUND:
The Public Works Department requires the services of qualified and licensed contractors to provide on-call concrete repair and replacement services at various locations throughout the City to support ongoing concrete maintenance, accessibility improvements, and related capital and operational needs.
The City owns, operates, and maintains vast quantities of concrete related infrastructure requiring continuous maintenance, repair, and rehabilitation to preserve structural integrity, ensure public safety, and maintain compliance with applicable federal, state, and local standards. Services to be performed under these contracts may include planned maintenance activities, accessibility improvements, capital improvement support, and unanticipated or emergency repairs necessary to address concrete failures, safety hazards, or operational deficiencies within the public right-of-way and throughout City owned facilities.
The City has established and would like to continue utilizing on-call delivery contracts under which services shall be performed on an as-needed basis and authorized solely through written purchase orders issued by the City’s Public Works Department. For each purchase order, the City will determine the specific location, scope, quantities, construction methods, and schedule of work based on operational priorities, pavement conditions, and available funding. No minimum quantity of work is guaranteed under this agreement.
This agreement is intended to provide the City with a flexible, cost-effective, reliable mechanism for delivering consistent, high-quality concrete repair and replacement services while minimizing disruption to the public.
The City’s current agreement for on-call concrete repair and replacement services is with Hardy & Harper Inc., under Agreement No. 24B083 in an amount not to exceed $1,500,000. The agreement began on May 13, 2024, and continues through May 12, 2027. Services are provided on an as-needed basis throughout the City.
The agreement with Hardy & Harper is nearing its not-to-exceed limit, requiring solicitation of these services needed. Additionally, the City previously awarded a single contract for these services, and has determined awarding on-call agreements with two vendors would provide greater flexibility and redundancy in service delivery. Staff recommend awarding two contracts for these services, with a primary and a secondary, to ensure continued availability of on-call concrete services without interruption.
STAFF ANALYSIS:
The contracts with Access General Contracting, Inc., and Van Engineering, Inc., are on- call, as-needed type contracts. The bids were used to determine the lowest, responsive, responsible bidders and to set the unit rates for the contracts; however, the actual amount City Council Staff Report

7 of the contracts is based on the budgeted amount set by the Department and will therefore not match the bid amounts.
On April 13, 2026, the Procurement and Contracting Department issued Invitation for Bids (IFB 26-10) for on-call concrete repair and replacement services based on the specifications provided by the Public Works Department. IFB 26-10 was advertised in the local newspaper and published on the PlanetBids website with notification to 426 registered vendors. This outreach resulted in the submission of 9 bids.
The following contractors submitted bids for consideration by the May 04, 2026, deadline.

Granite Construction Co. Indio, CA $2,852,002.75

The Department’s intent for this solicitation is to award two contracts to the lowest, responsive and responsible bidders. Access General Contracting, Inc., will be the primary contract holder and Van Engineering, Inc., will be the secondary. The department will reach out to the primary contract holder first and if they are unable to perform the work, the department will reach out to the secondary contract holder. The unit pricing is fixed for the first year and subject to a CPI increase in the following years.
Therefore, staff recommend approval of Construction Contracts (24B088) with Access General Contracting, Inc., and (24B089) with Van Engineering, Inc., for on-call concrete repair and replacement services for the initial three-year term in the amounts not to exceed $960,000 and $640,000, respectively, effective July 1, 2026, through June 30, 2029, subject to two one-year optional renewals at the sole discretion of the City.
