SUBJECT: APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS FROM: Scott C. Stiles, City Manager

RECOMMENDATION:
1. Appoint Charlie Roddy to the Historic Site Preservation Board, as an alternate, for a term ending June 30, 2029; the term shall take effect 30 days after the final adoption of Ordinance No. 2131.
2. Appoint Todd Burke to the Airport Commission, as a non-voting member representing Visit Greater Palm Springs, for a term ending June 30, 2029; the term shall take effect 30 days after the final adoption of Ordinance No. 2132.
BACKGROUND:
The City Council appointed Mayor Soto and Mayor Pro Tem Ready to serve on an Ad Hoc Subcommittee tasked with screening and reviewing applications for vacancies on various Boards and Commissions. The subcommittee provides recommendations for qualified candidates to be considered and appointed by the City Council. The subcommittee's recommendations are detailed above. With this action, there is one (1) unscheduled vacancy within the Building Code Board of Appeals, with a term ending June 30, 2028.
During the Special City Council meeting of May 19, 2026, the City Council proposed adding an alternate position to the Historic Site Preservation Board and recommended Charlie Roddy for the position, contingent upon adoption of Ordinance No. 2131.
Additionally, the City Council Boards and Commissions Ad Hoc Subcommittee recommended adding one non-voting position to the Airport Commission to represent Visit Greater Palm Springs, and recommended Todd Burke for that position, contingent upon adoption of Ordinance No. 2132.
On June 10, 2026, Ordinance No. 2131 and Ordinance No. 2132 were introduced for first reading, as noted below:

Motion by Councilmember Garner, Second by Mayor Pro Tem Ready, CARRIED 4 – 0, to:
1. Introduce and conduct a first reading of, by title only, Ordinance No. 2131 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING SECTIONS 8.05.040 AND 8.05.050 OF THE PALM
SPRINGS MUNICIPAL CODE TO EXPAND THE HISTORIC SITE
PRESERVATION BOARD TO EIGHT MEMBERS, ADDING ONE ALTERNATE MEMBER.”
2. Introduce and conduct a first reading of, by title only, Ordinance No. 2132 entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING SECTION 2.16.020 OF THE PALM SPRINGS
MUNICIPAL CODE TO EXPAND THE PALM SPRINGS INTERNATIONAL
AIRPORT COMMISSION TO TWENTY MEMBERS, NINETEEN VOTING
MEMBERS AND ONE NON-VOTING MEMBER REPRESENTING VISIT
GREATER PALM SPRINGS.”
