Cooperative Purchase Agreement No. 26C101 – Ecolab Pest Elimination BACKGROUND:
The Airport operates a high-traffic public facility that requires consistent and proactive pest elimination services to ensure a sanitary and welcoming environment for passengers, airport tenants, and staff. Due to the Airport’s desert climate and the continuous movement of people, food products, and waste, the Airport is exposed to pest intrusions, including insects, rodents, and wildlife.
Historically, the City has contracted citywide pest control services through the Public Works Department, most recently through The Lloyd Pest Control Services Company (Lloyd), who has provided pest control services for the seven (7) Airport facilities listed below, including the identified offsite locations, in accordance with Lloyd’s services schedule.

The City currently maintains a contract services agreement (A9001) with The Lloyd Pest Control Services Company (Attachment C) for citywide pest control services. Agreement A9001 was originally approved by the City Manager for an amount not to exceed $54,248 for an initial three-year term commencing on December 1, 2021, through November 30, 2024, with two one-year options to extend at the City’s sole discretion.
Through amendments, the City has exercised both renewal terms and modifications to the facilities and services being performed, resulting in Amendment Nos. 1-6 (Attachment D) for a revised total contract amount not to exceed $109,128.08, and a term set to expire on November 30, 2026.
During a routine inspection on March 27, 2025, the Riverside County Health Department identified housekeeping and sanitation items requiring corrective action at an airport tenant’s location. The tenant completed deep cleaning and sanitization measures, and a follow-up inspection conducted on April 8, 2025, confirmed that no pest activity was observed. During a subsequent inspection on August 5, 2025, the Health Department noted limited pest activity and provided recommendations for continued monitoring and City Council Staff Report

STAFF ANALYSIS:
As the owner and operator of the Airport, the City is responsible for maintaining common areas and implementing preventative measures throughout the terminal and other Airport facilities to help reduce the potential for pest activity.
Airport staff do not perform pest control services in-house for two primary reasons: (1) Airport staff does not possess the specialized training and expertise required to identify, monitor, and treat pest-related issues, and (2) many pest control activities, including the application of pesticides, must be performed by a licensed pest control professional in accordance with state regulatory requirements.
The existing contract covers seven facilities and does not provide service frequently enough. The proposed program expands coverage to fourteen facilities and increases inspection and treatment frequencies. The detailed list of the Airport’s facilities that will receive pest control services are listed in the Agreement’s scope of work and are depicted in the aerial map of the Airport (Attachment E).
In accordance with City of Palm Springs Municipal Code Section 7.03.09 (5) “Cooperative Purchasing Programs”, the City may authorize the acquisition of supplies or services through a joint powers or other cooperative purchasing program provided that the vendor selected was selected through a competitive process similar to that contained in Title 7 or adequate to protect the public interest. Staff have determined that The Interlocal Purchasing System (TIPS) Contract No. RFP 260103 with Ecolab meets the requirements of City of Palm Springs Municipal Code Section 7.03.09 (5).
Ecolab Inc. dba Ecolab Pest Elimination shall provide services to fourteen (14) Airport facilities listed below, including the identified offsite locations, in accordance with Ecolab’s Service Schedule (Table 2).

ENVIRONMENTAL ASSESSMENT:
The requested City Council action is not a “Project” as defined by the California Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The requested action is to approve contracts for the above-mentioned services, and is exempt from CEQA pursuant to Section 15378(b), in that a “Project” does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. In addition, the action would be categorically exempt from CEQA pursuant to Section 15301, because the services involve routine maintenance and operation of existing public facilities with negligible or no expansion of existing use.
ALIGNMENT WITH STRATEGIC PLANNING:
Approval of this action supports the City of Palm Springs’ Strategic Plan Broad Goals of Infrastructure and Facilities, and it also supports the Airport’s 2025-2029 Strategic Plan’s Strategic Priorities for Infrastructure and Facilities.
FISCAL IMPACT:
Sufficient funds are budgeted and available in Fiscal Year 2026-27 and funds will be budgeted for Fiscal Year 2027-28 in the Department of Aviation, Terminal Building Operations Contractional Services Account 4157050-40105.
