CITY COUNCIL STAFF REPORT
DATE: JUNE 24, 2026 CONSENT CALENDAR
SUBJECT: 2026 BIENNIAL NOTICE FOR CITY STAFF TO REVIEW THE CONFLICT
OF INTEREST CODE PURSUANT TO THE POLITICAL REFORM ACT
FROM: Scott C. Stiles, City Manager
BY: Brenda Pree, City Clerk
SUMMARY:
2026 is a mandatory review year for all local public agencies to review their Conflict of Interest Code, file Biennial Notices with their code-reviewing bodies, and update their Conflict of Interest Code (if necessary). The Political Reform Act dictates that the code reviewing body, the City Council, shall notify the City Manager of this and direct the review of the City’s Code. The City has until October 1 to complete the review and file the Biennial Notice with the Office of the City Clerk reflecting the results of the review. Should the code require an amendment, the City will have 90 days after the filing date to complete the amendment and submit it to the City Council for approval.
RECOMMENDATION:
Adopt a Resolution entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, REQUIRING CITY STAFF TO REVIEW THE CONFLICT OF INTEREST CODE AND SUBMIT THE 2026 BIENNIAL NOTICE AS REQUIRED UNDER THE POLITICAL REFORM ACT."
BACKGROUND:
The Political Reform Act requires all local public agencies to review their Conflict of Interest Code no later than July 1 of each even-numbered year, and if a change in its code is necessitated by changed circumstances, submit an amended Conflict of Interest Code. Adopting the proposed resolution is the first step in the review process, which requires staff to submit the requisite notice indicating whether an amendment is necessary to the City Council by the last meeting in September.
