S T A G E 0 P R O C E S S

The goal of this stage was to define the project scope in collaboration with the client team, provide current construction costs to that scope, and align the scope and costs with the City of Palm Springs' expectations prior to proceeding into the schematic design phase.

LMN/o2 is approaching the renovation and expansion scope of work as a single design project. The renovation and expansion work may be completed in multiple phases to coordinate with PSCC events but will be within a single construction contract by a Construction Manager at Risk (CMR).

The Stage 0 process included the following tasks and activities:
– Several interactive work sessions with City of Pa lm Springs representatives along with the leadership and operations team of the convention center. – LMN/o2 attended joint presentations and workshops where the District Planning and Branding teams, along with LMN/o2, heard from community stakeholders, Aqua Caliente Band of Cahuilla Indians, and city council representatives regarding their ideas, priorities, and hopes for the project.
– A thorough review of previous renovation and expa nsion recommendations and cost analysis. – Vermeulens reviewed cost estimates from the prior study, including updates provided by Conventional Wisdom and RLB, and provided an estimate of the previous scope at current construction prices.
– The LMN/o2 team reviewed the existing facility FO H spaces and prepared a list of recommended renovations for the client team.
– LMN/o2 reviewed the previous expansion scope with the PSCC team and based on initial feedback, prepared 3 expansion options ranging from the prior study recommendation to a more Palm Springs experience option with increased meeting and pre-function areas. – Prioritization exercise – LMN/o2 held an interact ive workshop where renovation scope and expansion options were presented and PSCC staff indicated desired priorities using colored dots on a large scope chart (see Diagram 1 below). This process informed revisions and refinements to both renovation and expansion scope options. – LMN/o2's engineering consultants conducted an ind ependent on-site review of the facility, providing infrastructure improvement recommendations categorized as:
◦ Have to Do (HTD) / Critical
◦ Should Do (SD) / Poor
◦ Like to Do (LTD) / Fair
– An infrastructure workshop was held with PSCC lea dership and operations team to review the recommendations, confirm categorization, and identify any missing scope. Findings were used to update the infrastructure scope list and inform costing priorities. – Vermeulens produced several concept-level cost es timates throughout Stage 0 as new information emerged. Estimates were shared at project meetings, feedback was received, and materials updated for subsequent meetings.

Diagram 1 – Prioritization workshop, dots exercise.

To organize the multiple renovation and improvement needs, the scope of work was divided into three categories during the estimating exercise:
– Renovation – upgrades to the existing PSCC
– Expansion – east entry and meeting room addition
– Infrastructure – Deferred maintenance such as MEP , AV, IT, roofing, and other building systems

R E N O V A T I O N

LMN/o2 developed the renovation scope based on PSCC staff input, operational concerns, and current trends in the meetings and events industry. The scope is organized into the following areas:

1. Main Lobby

2. Primrose Ballroom

3. Oasis Exhibit Hall

4. Hallway 2 (South Pre-function)

5. Mesquite Meeting Rooms

6. Smoke Tree Meeting Rooms

7. Renovation of Existing Restrooms

8. Renovation of Existing Kitchen

9. Signage

10. Raise the Roadway (E. Amado Rd)

11. Exterior West Entry Canopy Lighting

Items 1–7 contain specific renovation scope recommendations that were developed, reviewed, and refined through several interactive meetings with the city and PSCC team. Scope descriptions are listed in the final scope cost analysis spreadsheet – see attachment file.

Palm Springs Convention Center | Modernization Project - Renovation + Expansion Stage 0 Report LMN/o2 Joint Venture Page 4
Kitchen
Two options were presented: Option 1 renovates the existing kitchen in place; Option 2 relocates the main kitchen to the north, just outside the Primrose Ballroom. Both options incorporate retherm food service delivery technology. Reference Appendix for kitchen options. An RFP solicitation for the food service contract is currently underway, and a decision on which option to proceed with will be made once the food service contractor is onboard. Since both options are similar in construction cost, an allowance of $14M has been carried for food service work for Stage 0. Further refinement of approach, scope, and cost will be undertaken during schematic design with PSCC staff and the selected food service vendor.

Signage
Signage costs are carried as a square-footage allowance. Further scope and cost analysis will occur during schematic design.

Raise the Roadway (E. Amado Rd)
During the prioritization workshops, raising a portion of E. Amado Rd. between the convention center and Jackie Lee Houston Plaza was identified as the primary improvement request for exterior spaces, besides the east expansion.

Exterior West Entry Canopy Lighting
This scope addresses current lighting and control deficiencies along the west entries into the convention center.

E X P A N S I O N

LMN/o2 developed three east expansion options for the client and operator's consideration. All options include additional FOH support spaces. Reference Appendix for expansion options. – Option 1 – 7,800 sf increase in pre-function spac e, 4,375 sf increase in meeting space, and an exterior event plaza.
– Option 2 – 12,000 sf increase in pre-function spa ce, 6,300 sf increase in meeting space, and an exterior event plaza.
– Option 3 – 14,800 sf increase in pre-function spa ce, 8,500 sf increase in meeting space, and an approximately 5,000 sf special indoor/outdoor event space.

Option 3 is the overwhelming preference for the convention center leadership and staff.

I N F R A S T R U C T U R E

The following LMN/o2 consultants conducted on-site reviews of existing conditions and systems, informing their improvement scope recommendations rated as Have to Do (critical), Should Do (poor), and Like to Do (fair):
– ME Engineers – reviewed MEP systems, controls, ce ntral plant, and IT and AV systems. – HLB Lighting Design – reviewed all front-of-house and exterior lighting and control systems. – Wōden – reviewed site conditions for accessibility concerns, along with life safety and fire alarm systems.
– Martin/Martin – performed a general assessment of exterior enclosure systems, including roofing, wall cladding, fenestration, and sealant assemblies.

Palm Springs Convention Center | Modernization Project - Renovation + Expansion Stage 0 Report LMN/o2 Joint Venture Page 5
These recommendations were estimated by Vermeulens and incorporated into the overall cost and scope spreadsheet. The resulting scope was reviewed with the client team to confirm categorization and completeness.

C O S T E S T I M A T I N G

Vermeulens performed concept-level cost estimates based on narrative descriptions and diagrams of the intended scope. CM/GC indirect markups of 1.42x direct costs were applied based on current industry conditions. Escalation through 2027 was then applied below the line. See Diagram 03, summary page of the Cost Scope Analysis worksheet, for detail. The design team's construction cost estimate does not include owner soft costs. The construction cost limit for this scope of work was determined by the client representative team to be $81,360,000.

Separate infrastructure funding through a capital improvement (CapX) fund was explored but determined not feasible at this time. As a result, non-critical renovation and infrastructure items were designated as add alternates. The design team will develop these scope items during schematic design and with the client team to determine their feasibility within the project budget.

Roof rehabilitation work will be handled directly by the city as a separate contract and covered under the construction budget. The city has received a bid and scope of work for rehabilitation of the existing roofing system. The design team has requested a detailed scope of work for the rehabilitation so our envelope consultant can review and confirm their recommended repair/replace scope is being addressed. This review can occur once the material is received. This approach may be explored for other distinct scopes of work that are not dependent on adjacent renovation or expansion work.

Diagram 03: Stage 0 construction costs and scope summary. See attachment file for the full cost and scope spreadsheet.

S U M M A R Y

Stage 0 successfully identified the full scope of desired improvements, established concept-level cost estimates, and established scope priorities for the project. As expected at this stage, several scope items require further analysis before final decisions can be made:
– Kitchen design – a determination of renovation in place or relocation will need to be made by mid-way through schematic design.
– Roofing – confirmation that contract scope aligns with consultant recommendations. – Security System – confirming number of cameras and door controls are properly captured.

Palm Springs Convention Center | Modernization Project - Renovation + Expansion Stage 0 Report LMN/o2 Joint Venture Page 7
– Electrical Distribution Replacements – this scope will need to be better defined during schematic design.
– IT Infrastructure – this is a priority for the center and will be studied further during schematic design.
– Fire Alarm System – the extent of work required with existing and new systems will be explored.
– Renovation – as the design develops, the team will look for opportunities to refine ideas and improve cost confidence. Several BOH spaces were identified as under-performing and may require relocation or renovation. These items are not currently carried in the construction budget but may be folded into adjacent or related improvements. – Second Floor Offices – the offices on the north side of the Oasis Exhibit Hall are not currently accessible. Unless the offices are relocated to an accessible level, given the extent of improvements to the center, accessibility to these second-floor offices will need to be addressed within the project budget. This scope is not captured in the cost estimate.

The project will enter schematic design with the scope exceeding the construction budget of $81,360,000. This is intentional direction from the client team to avoid prematurely reducing the scope of work while several areas still require additional exploration and analysis.

The design team will enter schematic design focused on better defining systems and costs where necessary and making decisions collaboratively with the client team to align the project with the defined construction budget.

LMNo2 recommends designing the Stage 1 and Stage 2 scopes concurrently to ensure a cohesive, seamless project and avoid the risk of rework that could result from a sequential expansion design process. Building systems and design decisions should be evaluated holistically across the full project scope.

The design team is preparing a fee proposal for schematic design through construction administration and closeout based on this integrated approach. While there may be opportunities to package portions of the renovation work for bidding, it is too early to define those strategies.

Development of the delivery approach will require coordination with convention center operations and facilities staff, the CMR, and the owner’s representative. Once the CMR is on board, discussions on refining the delivery approach and the potential of early permitted work can occur. A preliminary design schedule for future phases is included in the appendix for reference and will be refined as the broader project team is assembled.

FOODSERVICE KITCHEN STRATEGY
- One Main Kitchen that supports three Retherm Pantries. - Retherm Pantries are added at high volume service areas. when those areas come on line. This allows for phased approach. - Retherm Pantries are relatively small. They are for "finishing" only.

Sizing is based on high volume banquet cooking technology -- blast chilling/retherm system.
- All food "production" occurs in the Main Kitchen. Most all food is "served" from the Retherm Pantries. Exceptions are slow season and small meetings and events -- boxed lunches and buffets. - For large banquet events, food cooked in Main Kitchen is blast chilled, then transported "cold" to a Retherm Pantry. Transportation can occur a day or two in advance. At time of service, food is rethermed. Some finishing also occurs, such as frying. Fried foods are best fried immediately before service.
- Cold transportation allows for advanced distribution and staging labor for food production. Food safety is enhanced. It also allows for a variety of transportation modes -- carts, tugs, with trained carts, and road vehicles.
- The Blast Chill/Retherm System is used in large convention centers and large casinos. It ensures high quality food, high speed service, and reduces labor cost.

FOODSERVICE PHASING STRATEGY
PHASE 1:
- Build new Retherm Pantry "A" adjacent to Main Ballroom. - Retherm Pantry "A" is slightly over-sized because it will function as the only kitchen during Phase 2 when the Main Kitchen will be renovated. The Beverage Storage area will function as kitchen storage until the Main Kitchen is renovated.
- Build new Central Beverage Storage. After Phase 2, this space will also function as the Beverage Service Pantry for functions in the Main Ballroom.

PHASE 2:
- Full renovation of the Main Kitchen. Much of the kitchen has reached the end of it's useful life. Plus piping has collapsed under the kitchen.

But while a full renovation is likely required, any spaces or equipment that can be maintained will be saved for cost reduction. - At completion of the Main Kitchen renovation, move some production equipment from Retherm Pantry "A" to the Main Kitchen.
- At completion of Main Kitchen renovation, re-purpose the storage area at Retherm "A" from kitchen storage to it's ultimate intended use as beverage storage.

EXPANSION PHASES:
- Add Retherm Pantry "C", and associated beverage pantries and service stations, for the east expansion areas

FOODSERVICE KITCHEN STRATEGY
- Two kitchens, one serves the north, one serves the south. - The North Kitchen is larger and acts as a commissary kitchen that supports all F&B.
- The North Kitchen serves the existing ballroom and the new flex ballroom space in the east end of the Ex-Hall. Service is conducted through existing corridors.
- Recommend adding beverage/service stations along service corridors where shown.
- Recommend a new Central Beverage Storage Room in the space currently occupied by the decommissioned Central Plant. - The South Kitchen is smaller and is more of a
"finish kitchen". It is supported by the North Kitchen. - The South Kitchen serves all existing, renovated, and new event spaces in the south portion of the complex.
- For events in the Spring rooms and future expansion to the east, the South Kitchen will work in conjunction with a new staging pantry located at the existing Smoke Tree room.

FOODSERVICE PHASING STRATEGY
PHASE 1:
- Build new North Kitchen adjacent to Main Ballroom.
- The North Kitchen will be over-sized because it will function as the only kitchen during Phase 2 when the South Kitchen will be renovated, and long-term it will provide some "commissary" functions in support of all F&B operations.
- Build new Central Beverage Storage. After Phase 2, this space will also function as the Beverage Service Pantry for functions in the north portion of the complex.
- Build a new dedicated F&B loading dock. This will be the only foodservice dock long-term.

PHASE 2:
- Renovation of the South Kitchen to a smaller finish kitchen. Food deliveries will come from the North Kitchen.

FUTURE PHASES:
- Add Staging Pantry and service stations as needed when more function space is created via conversion of existing spaces or new construction.
